EXECUTIVE SUMMARY
Recommendation to approve final acceptance of the sewer facilities, and accept the conveyance of
the sewer facilities for Logan Boulevard Turn Lane Improvements, PL20200000266.
OBJECTIVE: To have the Board of County Commissioners, as Ex-Officio Governing Board of the
Collier County Water-Sewer District, approve final acceptance of these sewer facilities, in accordance
with the Collier County Utility Standards and Procedures, Ordinance No. 2004-31.
CONSIDERATIONS:
1) The Developer of Logan Boulevard Turn Lane Improvements, has constructed the sewer facilities
within dedicated easements to serve this private development (see attached location map).
2) Collier County Public Utilities Department granted the Developer of Logan Boulevard Turn Lane
Improvements, a utility deviation that permitted the project to deviate from the standard utilities
acceptance process, allowing the project to skip the one-year warranty period (and associated
performance security) and go straight into final utility acceptance. Public Utilities staff justified the
deviation because the utilities will be owned and operated by Collier County.
3) Staff recorded all preliminary acceptance documents associated with the sewer facilities conveyed to
the County in the public records of Collier County, which were reviewed and approved by the County
Attorney’s office as to form and legality. The County acquired its interest in the sewer facilities by
Warranty Deed and Bill of Sale recorded in Official Records Book 5892, Page 3568 of the Public
Records of Collier County, Florida (“The Utilities Facilities Deed”), and are located within the
County utility easements dedicated by the plat Olde Cypress, Unit One recorded in Plat Book 32,
Page 1, of the Public Records of Collier County, Florida.
4) All inspections to discover defects in materials and workmanship have been conducted by Collier
County Public Utility staff, as per approved utility deviation, and these facilities have been found to
be satisfactory and acceptable.
5) Staff recommends final acceptance of the subject sewer utilities facilities in the amount of $5,662.50.
6) This final acceptance is in accordance with Collier County, Ordinance No. 2004-31, as amended.
7) Staff is unaware of any issues that would serve to negate the recommendation to approve this final
acceptance.
FISCAL IMPACT: Approval of this Executive Summary will result in the Collier County Water-Sewer
District receiving title to the sewer utility facilities, which have a gross value of $5,662.50 (no
depreciation applied) and an asset will be recorded in the financial records of the county.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
action.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and requires a
majority vote for Board approval. -DDP

UTILITY FACILITIES BILL OF SALE
THIS INDENTURE made this Z1Yau, of January, 2021, between PARKLANDS ASSOCIATES I,
LLLP, a Florida limited liability limited partnership (hereinafter referred to as "Grantor"), and the
BOARD OF COUNTY COMMISSIONERS OF COLLIER COLINTY, FLORIDA, AS THE
GOVERNING BODY OF COLLIER COUNTY AND AS THE EX-OFFICIO GOVERNING BOARD
OF THE COLLIER COUNTY WATER-SEWER DISTRICT, its successors and assigns, (hereinafter
referred to as "Grantee").
