Advisory Committee 8300 Radio Road Naples Florida 34104 April 19, 2021 I. CALL TO ORDER AND PLEDGE OF ALLEGIANCE Chair Lewis called the meeting to order at 3:10 PM. A quorum of three was present. The Pledge of Allegiance was recited. II. APPROVAL OF AGENDA Mr. Wilson moved to approve the Agenda of the Radio Road Beautification M.S.T.U. as presented. Second by Vice Chair Schoenfelder. Carried unanimously 3 - 0. IV. APPROVAL OF MINUTES – February 11, 2021 Chair Lewis moved to approve the minutes of the February 11, 2021 meeting as presented. Second by Mr. Wilson. Carried unanimously 3 – 0. V. LANDSCAPE MAINTENANCE REPORT – Gary Gorden, Superb Landscape Mr. Sells reported: • Medians are well maintained and look satisfactory. • Shrubs and bushes were pruned in March. • Turf was sprayed for weeds. Mr. Sells Requested a Quote from Superb Landscaping to replace approximately thirty (30) feet of Jasmin removed to facilitate the irrigation repair. Sod in the area was installed. VI. PROJECT MANAGER REPORT – Harry Sells A. Budget Report April 19, 2021 Mr. Sells distributed the “Radio Road MSTU Funds 158 Budget for April 19, 2021 for information purposes highlighting as follows: • The FY-21 millage rate of 0.0000, was approved by the Board of County Commissioners (BCC). The MSTU will be operating off Reserve funding for the year. • Taxable Value increased 4.15% FY-20. 35.A.2 Packet Pg. 898 Attachment: Radio Road MSTU Meeting Agenda & Backup - May 10, 2021 (16089 : Radio Road Beautification MSTU - May 10, 2021) 2 • Total revenue FY-20 is $658,788.15 including Investment Interest, 2019 Carry Forward Transfers and Contributions (minus a 5% reserve of $400 – based on Investment Interest of $8,000.00). • The budget will be funded by Carry Forward Funds. Income is recorded as a negative number, expenses positive. • Operating Expense Budget, a total of Lines 11 through 29, is $129,388.15. • Commitment’s total $76,697.69; Expenditures $32,144.65. • Unencumbered Operating Expense funds available are $20,545.81. • Majority of expenditures fund grounds maintenance for Devonshire Boulevard and irrigation. • Transfers to 111, Line 41, is for Staff salaries. • Improvement General Funds, Line 31, in the amount of $100,000.00 are available to finance special projects or operating expense shortages with a budget amendment approved by the Board of County Commissioners. • A budget amendment will be initiated to transfer funds from Improvements General to Operating Expenses to fund the Rich King Memorial Greenway project on implementation. • Total Available Balance is $549,945.81. FY-22 Budget The budget proposed by the Collier County Budget Office for FY-22 will be presented for review at a future meeting and is anticipated to be similar to FY-21. Millage Rate FY-22 The M.S.T.U. is provided two options for the millage rate, currently assessed at 0.0000 as follows: • Increase the current millage rate to establish a Revenue Neutral Policy. • Maintain the current millage rate of 0.0 and continue to finance expenses from Reserve Funding. Chair Lewis motioned to recommend the Board of County Commissioners (BCC) maintain a millage rate for the Radio Road Beautification MSTU of 0.0000 for Fiscal Year 2022 and finance expenses with Reserve Funding. Second by Mr. Wilson. Carried unanimously 3 – 0. B. Pruning and General Maintenance on Devonshire Black Olive trees on the west side were structurally pruned to thin out and provide for 10 foot clearance of limbs above the sidewalk and Clusia hedge. C. Status of Irrigation System A design issue with the original mixing chamber resulted in four (4) major leaks, two (2) of which were at the well. The M.S.T.U. repaired the leaks. In ground piping is approximately seventeen (17) years old and is beginning to show its age, as evidenced by a past leak between the pump and Devonshire Boulevard. D. Rich King Refurbishment Status Report Mr. Sells distributed the FPL Entrance to Radio Road plan, Windham Studios Planting Plan and the Irrigation Plan for the Rich King entrance. • Florida Power & Light installed light poles; pole cable distribution system to be installed. Mr. Sells will contact FPL to determine estimated completion date of pole activation. • Pavers will be installed between the sidewalk and the road in lieu of sod. 35.A.2 Packet Pg. 899 Attachment: Radio Road MSTU Meeting Agenda & Backup - May 10, 2021 (16089 : Radio Road Beautification MSTU - May 10, 2021) 3 • A landscape design proposal, utilizing the original design by Windham Studio, Inc. as a guideline, will be created by McGee & Associates Landscape Architects for the Rich King Greenway Entryway. • A work order is required for McGee & Associates to prepare a landscape design for the Greenway. Work will commence on receipt of a signed work order and Purchase Order. Chair Lewis motioned to accept McGee & Associates Landscape Architects to design a landscaping plan for the Rich King Greenway Entryway. Second by Mr. Wilson. Carried unanimously 3 - 0. Mr. Sells will prepare a Request for Quote (RFQ) for BidSync for distribution pending FPL’s completion of their work. VII. OLD BUSINESS None VIII. NEW BUSINESS A. Helen Carella Thank You Letter The Radio Road Municipal Service Taxing Unit (MSTU) Advisory Committee and Collier County Staff, expressed their gratitude for Ms. Carella’s eighteen and a half years of service as a member of the Radio Road MSTU Advisory Committee noting her invaluable contributions. The Advisory Committee highlighted their commitment to continuing her legacy of frugal management of the MSTU’s funds while enhancing the aesthetics in the community. Committee members and County Staff endorsed the Service Recognition letter. B. Recommendation to Appoint New Committee Member to Fill Vacancy The vacancy on the Radio Road Beautification M.S.T.U. Advisory Board was advertised in accordance with County policy. Rebecca Paratore, a resident of Countryside, works for Habitat for Humanity of Collier County, Inc. and is a licensed CAM paralegal has expressed her interest in becoming a member. Chair Lewis moved to recommend the Board of County Commissioners appoint Rebecca Paratore to the Radio Road Beautification M.S.T.U. Advisory Committee. Second by Mr. Lewis. Carried unanimously 3 – 0. IX. COMMITTEE MEMBER COMMENTS Vice Chair Schoenfelder queried if the meetings could be conducted at the Berkshire Lakes Clubhouse. Mr. Sells will research Berkshire Lakes Master Association Clubhouse accommodations and availability. X.
