tET lT BE REMEMBERED that the Collier County Affordable Housing Advisory Committee met on this
date at 8:30 A.M. in a WORKING SESS/ON in the Human Resources Conference Room in Naples, Florida,
with the following Members present:

There were 7 active members present when the meeting started, therefore a quorum was
established.
3. APPRoVAL oF AGENDA AND MINUTE
Denise Murphy made a motion to approve the agenda which was seconded by Litha Berger.
The motion passed by a vote of 7-0.

Mary Waller called the meeting to order at 8:32 a.m. She read the procedures to be followed and led in
the pledge to the flag.

b. A motion was made by Steve Hruby to approve the minutes from the meeting on March 2,
2021 and was seconded by Litha Berger. The motion was passed with a vote of 7-0.
4. INFoRMATIoNAL ITEMs
Letter to Commissioner Taylor - Kristi reviewed the letter that was written by staff and signed
by Mary Waller, to be sent to Commissioner Taylor in support of reopening the discussion of
developing the Manatee property to be used for affordable housing.
b. Johnson Engineering Housing lnitiative Status Report - The group asked Hilary to invite Mike
Bosito attend the next meeting in May to review the proBress. Hilary will also provide the
Johnson draft report at the next meeting.
2019 National lmpact Fee Study -The information was included in the package. Mary Waller
told the group that Collier County has the highest impact fees in the entire state. She feels that
we need to get the impact fees down to promote affordable housing. John Harney said it is a
tricky issue. Lee County reduced their impact fees by 80%, and put themselves into a position
where they could not build sidewalks or bike paths. Commissioner Locastro said that citizen
opinion should be high - we have a lot of needs and wants, but don't have the money to make
eveMhing happen. Litha Berger told the group about an article in the Naples Daily News about
the Sadowski Trust Fund being swept again. Steve Hruby said the Architects Groups are also
lobbying for the demise of thisbill. Mary Waller motioned to send a letter to all of our
representatives to leave Sadowski alone and do not divide it. The motion was seconded by.John
Harney and the vote was 7-0 in favor. She also suggested that every member should speak to
the representatives personally if they have the opportunity. Hilarywill draft the memo, send to
the members for their feedback and ask Mary to sign as soon as possible. Commissioner
Locastro said he will summarize the letter at the BCC meeting on April 13th.
5. PUBtIc CoMMENT
Bernardo Barnhart told the group that if impact fees are taken away, he feels the citizens will suffer.
Commissioner Locastro mentioned a sliding scale for impact fees and Gary Hains said impact fees should be
adjusted for affordable housing in lmmokalee and Port Royal.
6. DTSCUSSTON rrEMS
a The AHAC Committee Vacancy Ranking Sheet was explained to the group.
b. The list ofapplicantswas reviewed. Commissioner Locastro told thegroupthat he had
addressed public service and the opportunities to be on an advisory board at all of his public
meetings. He said that he feels we need a balance of members on the AHAC from all districts
There were short presentations from the applicants who were present. Thespeakerswere
Bernardo Barnhart, John Edwards, Jonathan Forester, Jackie Keay, Mary Lane, Janet Miller and
Joseph Trachtenberg. Each told a little about themselves and why they felt they could
contribute to the committee. Each member filled out a ranking sheet and turned it in. lt will be
recapped by the two vacancies and returned to the next meeting for a final vote.

7. STAFF AND GENERAL COMMUNICATIONS
a. Kristi Sonntag told the Broup about the hiring ofthe new Affordable Housing Manager,
Jacob LaRow. He will be attending the next meeting.
b. John Harney spoke about the Planning Commission. Hesaid if transfers wereto be
streamlined and not so costly for the landowners, affordable housing could happen quicker
8. ADJOURN
There being no further business for the good of the County, Denise Murphy motioned to adjourn the
meeting at 9:53 a.m.; Steve Hruby seconded, and the group agreed with a vote of 7-0.
