I. Call to Order
The meeting was called to order at 2:05 PM and a quorum was established.
The members present recognized Kathleen Dammert, was attending via ZOOM.

A. Community Assessment
Chair Branco reported:
Generally, the Medians & roadways look good.
Median 1 seasonal plantings need to be replaced for the summer.
Median 19 on Pebble Beach Blvd. requires a cleanup related to a vehicle overrun.
Royal Palms need to be trimmed throughout the community.
Replanted Podocarpus hedge on Rattlesnake Hammock Road looks good.
Hurricane braces will be placed on selected new plants.
B. Traffic Meeting and Monthly Traffic Data
Two (2) Traffic Logix SafePace 100 speed monitoring signs are functioning on Saint Andrews
Boulevard by the Lely Presbyterian Church north side, Radar 1, and Pine Valley Circle south side,
Radar 2.
Chair Branco distributed a daily vehicle report for a thirty (30) day-time span.

Radar 1 (110 St Andrews Blvd) recorded 57,381 vehicles in the past thirty (30) days; daily
average of 1,936 vehicles. Maximum speed was 58 mph.
Radar 2 (255 Saint Andrews Blvd) recorded 59,649 vehicles for an average of 1,924 per day.
Maximum speed was 68 mph.
VI. Contractor Reports
A. Landscape Architect’s Report – McGee & Associates (M&A)
Mr. McGee summarized the “Lely Golf Estates Landscape Observation Report FY20-21” dated
May 6, 2021 noting “recurring” items have been completed.
All Locations
Royal and Sabal Palms require pruning in preparation for hurricane season.
Forest Hills Cart Crossing & Lake
Move cart crossing sign into the turf between the two (2) Xanadu beds and three (3) feet back
from the valley gutter.
Four (4) Xanadu on the south side of the road need to be removed and five (5) replanted.
The third bed from cart crossing need three (3) 3-gallon Xanadu replanted.
Valley Stream Circle
Median #13: Re-stake two (2) new Tabebuia trees with Duckbill model 68 cable bracing
systems.
Pebble Beach Boulevard
Median #19: Replace seven (7) Bougainvilleas damaged by auto accident with 3 gal. dwarf
Helen Johnson plants.
Baltusrol Sign
Recommend new project to improve safety and clean up the debris being washed into the
valley gutter at the crossing.
Remove existing Jasmine and Plumbago east of the south cart crossing point, back to the
existing Right of Way line (18’), and install turf so there is a clear view of the cart pathway
at the street and a clearer visibility of the south monument sign. Replace area of removed
shrubs with turf.
Doral Circle East R/W
Apply additional palm special fertilizer and install fertilizer spikes around all Foxtail palms.
Mulch
Review mulch application and touch up as necessary.
Water Usage April 2021
Warren Street Reuse Water Use 200,100 gallons; no potable water was used. No potable used.
Valley Stream’s meter indicated 14,060 gallons of potable water use.

Baltusrol Sign Project Discussion
Mr. Schumacher distributed a Google Earth photograph of the Pinehurst Estates area cited in
Mr. McGee’s report as a concern.
The Road and Bridge Division is responsible for maintenance.
Residents could request the golf course trim the bushes to enhance visibility.
The Road Maintenance Division be notified of the valley gutter drainage conditions.
Committee members are requested to drive by the area and render an opinion at the June
meeting regarding MSTU interest in pursuing the project.
Mr. Schumacher will inform Road Maintenance of the valley gutters at the cart crossing.
B. Landscape Maintenance Report – Superb Landscape Services (SLS)
Mr. Gordan reported:
Median #19 will be cleaned up and evaluated for planting week ending May 29th.
Junipers will be sprayed for spider mites.
Additional fertilizer was applied to Fox Tail palms on Doral Circle east Right of Way.
Date for palm tree trimming will be scheduled with Mr. Kindelan, SLS.
Replaced Asco valve with standard irrigation valve on Valley Stream Circle meter.
A proposal will be provided to re-stake two (2) new Tabebuia trees with Duckbill model 68
cable bracing systems.
C. Summer Entryway Planting
Saint Andrews Front Entrance
A proposal was submitted from Superb Landscape Services based on McGee & Associates “Summer
Annual Plantings Concept Plans for Median #1 on St. Andrews Boulevard” for Committee
consideration.
Chair Branco motioned to authorize Superb Landscape Services, Inc., Estimate # E1105675,
dated 5/20/2021, for replacement of the existing flowers at the Saint Andrews entrance, in
accordance with McGee & Associates Planting Concept Scheme A, modified, at a cost Not-to-
Exceed $2,525.00. Second by Ms. Lowry. Carried unanimously 4 - 0.
VII. Project Manager’s Report – Dan Schumacher
A. Budget Report
Lely MSTU Fund Budget 152 dated May 20, 2021
FY-21 Ad Valorem property tax revenue budget is $306,100.00, an increase of 6.29% over FY-20.
Total revenue FY-21 is $659,639.37 including investment interest, transfers, and
contributions (minus a 5% reserve of $15,400).
The FY-21 Millage rate remains constant at 2.000%.
Current Operating Expense Budget is $275,229.37 of which Commitment’s total $92,351.22;
$134,462.93 is expended.
Uncommitted Operating Expense funds available are $48,415.22.
Items recorded in “red” reflect carry-over balances from FY-20.
Superb Landscape Services balance remaining for landscape incidentals, line 14, is
$17,512.11; $54,610.00 for grounds maintenance.
Line 16, McShea Contracting, Budget Remainder reflects a negative $17,460 because this
purchase was directed to be reclassified as an Operating expense, versus a Capital expense.

Collier County Utilities funds water and sewer for Warren Street, Valley Stream and Doral
Circle.
Transfer to Fund 111, Line 39, is for Staff salaries.
Budget Transfers under the headings Appraiser and Tax Collector, Lines 38 and 39, are fees
billed by the respective entities.
Capital Outlay Fund, Line 36, reserved to fund capital projects, available balance is
$171,710.00.
Reserves for Insurance and Catastrophic/Hurricane funds total $150,000.00.
Total available balance, less committed expenses, is $371,651.19.
B. Lighting Inspection Report
Current lamp outages are shown in red, previous outages in grey.
Two (2) sign lights at the St. Andrews entrance, US 41, must be replaced.
One (1) additional Luminaire outage not noted on the Lely MSTU Lighting Inspection
summary dated May 5, 2021 has been replaced.
No LED replacement lamps have failed. Warranty for LED lamps is two (2) years from date
of purchase.
The inventory of Lumec LED retrofit lamps is now depleted.
Uncommitted funds from budget line 36, Operating Expense, may be accessed for Line 23,
Lighting Maintenance, equipment and services or, a budget amendment can be requested to
access line 38, Capital Outlay, funds upon a motion by the committee.
Mr. Schumacher has requested a quote from Graybar for six (6) Lumec for LED six (6) retrofit
replacement lamps.
C. Non-Potable Water Signs
County and Superb Landscaping staff will install six (6) to eight (8) non-potable water signs
on the median’s tips week ending May 29th.
Installation of Perennial Peanut enables the Forest Hills Blvd. sign to be lowered.
SLS advised it is not necessary to retain a “locator” service to identify underground utilities as
the signs are being installed eighteen (18) inches or less below ground.
D. Tuscany Villa Landscaping
A Clusia hedge has been planted around the generator station.
E. July Meeting Date
The Committee agreed the next scheduled MSTU meeting date will be July 22, 2021. Staff will
confirm the meeting location.
VIII. Ongoing Business
A. St. Andrews Entryway Monuments Refurbishment
The Entryway Monument Signs at St Andrews Blvd & US-41, will be posted on Bid Sync for
consideration by all qualified vendors to submit a bid.
B. Thermoplastic Crosswalks – Paver Style
McShea Contracting submitted a quote dated May 11, 2021, for “Pavement Markings” including
traffic stripes and decorative thermoplastic crosswalks in the amount of $85,125.50.

Mr. Schumacher communicated with the Public Utilities Department and Road and Bridge Division
to inquire on status of County projects.
The County is evaluating a comprehensive utility infrastructure replacement project for Lely.
Commencement of a preliminary engineering and design review for summer of 2021 is
possible.
Construction on the phased project is targeted for 2024.
Ms. Arnold suggested Staff verify the County’s policy to replace existing MSTU assets to their original
condition, such as crosswalks and landscaping affected by construction.
The Committee recommended the crosswalk project move forward if the County confirmed structures
damaged by construction would be repaired/replaced at County expense.
Mr. Schumacher will update the Committee on his findings at the June meeting.

X. Committee Member Comments
Chair Branco attended the Collier Metropolitan Planning Organization (MPO) proposed US Bike Route
15, Georgia to Miami, Board of County Commissioners (BCC) meeting on April 20, 2021. The
Committee will be updated on the status at a future meeting.

Remove the existing Jasmine and Plumbago east of the south cart crossing point, back to the existing R/W line (18 ft.) and install turf so that there is a clear view of the cart pathway at the street and a clearer view of the south monument sign. The area of shrubs to remove an/or be relocated is 289 s.f. +/- and the area to be receive turf grass would be 600 s.f. +/-. The existing stone crossing marker that is currently covered up by shrubs would receive the same treatment of gravel mulch that is on the north side. An existing raised golf course size sprinkler head would need to be lowered. (photos) TBD if the committee follows-up with input. X 2 A second recommended renovation project would be to remove and replace the damaged and sunken valley gutters along both side of the roadway. The damaged valley gutters are causing ponding and concrete discoloration due to ponding. The replacement would occur from the existing storm drains just west of the cart crossing to a point on the south side (188’ +/-) and on the north side (120’+/-) from the existing storm drain.
