PBSD MSTBU Minutes 04/15/2021 WPELICAN BAY SERVICES DIVISION BOARD ORIENTATION WORKSHOP APRIL 15, 2021 The Pelican Bay Services Division Board held an Orientation Workshop on "fhursday, April 15, 2021, at 1:00 p.m. at the Community Center at Pelican Bay, 8960 Hammock Oak Drive, Naples, Florida 34108. Adjourn ROLL CALL Mr. Cullen, Mr. Fogg, Ms. Hamilton, Mr. Mangan, Ms. McLaughlin, Ms, O'Brien, Mr. Rodburg, and Mr. Weir were present INTRODUCTIONS Mr. Fogg welcomed our new board members. The new board members, existing board members, Mr. Coleman and Mr. Dorrill introduced themselves and provided brief biographies. PBSD HISTORY AND BACKGROUND Mr. Dorrill provided a history, background, and overview of the PBSD. He provided a description of the County organizational structure and noted that the PBSD is part of the County Manager's Office. Mr. Dorrill commented that our current County Manager is retiring at the end of the month, and that Mr. Mark Isackson has been named the new County Manager. A reorganization of the County organizational structure is expected. OPERATIONS FACILITY Pelican Bay Services Division Board Workshop April 15, 2021 Mr. Dorrill commented that the site on which our Operations Facility is located is owned by the County; the Public Utilities Dept. holds the deed. Mr. Coleman provided an overview of our Replacement Operations Facility project. WATER MANAGEMENT Mr. Dorrill commented that the PBSD owns the SFWMD (South Florida Water Management District) permit to maintain the PB master stormwater management system. The PBSD has drainage easements to provide access on private property to maintain (1) drainage flow, (2) lake banks, (3) culverts, control structures, and headwalls, and (4) stormwater pipes. CAPITAL PROJECTS Mr. Coleman provided an overview and approximate estimated cost of our current capital projects which include, (1) New Maintenance Operations Facility, (2) Sidewalk Improvements, (3) Oakmont Lake Bank Restoration, and (4) Beach Renourishment. CLAM BAY AND CLAM PASS Mr. Dorrill commented that Clam Pass is a major responsibility of the PBSD, and is under the stewardship of the Clam Bay Committee. The Clam Bay Management Plan was developed as a plan for us to manage Clam Bay & Clam Pass. Ms. Jacob provided an overview of our two Clam Pass maintenance projects in 2020 and discussed (1) TDC (Tourist Development Council) financing, (2) sea turtle nesting season, and (3) permitting requirements. Ms. O'Brien commented on PBSD's responsibility for Clam Bay (PB's most valuable asset) and boater safety signage. LAKE BANK RESTORATION Ms. McLaughlin provided an overview of PBSD responsibilities for lake bank restoration of the 45 lakes for which we have easements. She noted that there are an infinite number of lake bank restoration solutions and discussed several of them. She commented on our engineer's report on the lake bank conditions of our 45 lakes, completed several years. The prioritization of these lakes, which is ever -changing, determines the order of our future restoration projects. ALGAE CONTROL Mr. Dorrill commented that the PBSD no longer uses copper sulfate for algae control in our lakes. Alternate environmentally fiiendly methods are being used. ETHICS &THE SUNSHINE LAW Ms. Jacob commented that Deputy County Attorney Colleen Greene will be attending our May board meeting to discuss Florida Sunshine Law and the Florida Code of Ethics. Mr. Dorrill provided an overview of Florida Sunshine Law and the Florida Code of Ethics. He recommended that all of our board members use their own County e-mail address (which are available to PBSD Board members) for all PBSD related communications. Ms. McLaughlin commented that according to FL Sunshine Law, there can be no direct communication/discussions on PBSD business between board members. Ms. O'Brien commented that we can only discuss PBSD issues at a publicly noticed meeting. AT 2:17 PARTICIPANTS DEPARTED THE COMMUNITY CENTER DROVE TO THE PBSD MAINTENANCE BUILDING ON 6200 WATERGATE WAY AND TOURED THE PBSD FIELD OPERATIONS FACILITY.
