EXECUTIVE SUMMARY
Recommendation to award Request for Quotation No. 33646-1, “Roberts Ranch Stabilization and
Rehabilitation Project,” under Agreement No. 19-7525, Annual Agreement for General Contractor
Services, to Capital Contractors, LLC, authorize the issuance of a Purchase Order in the amount of
$636,500 for Stabilization and Rehabilitation of the Roberts Ranch family house, and approve the
necessary Budget Amendment.
OBJECTIVE: To restore structural stabilization and rehabilitation of the Roberts Ranch family house.
CONSIDERATIONS: Roberts Ranch is one of South Florida’s most intact examples of an early
twentieth-century cattle ranch, grove, and pioneer farmstead. As home to the Roberts family and their Red
Cattle Company, the collection of twelve (12) National Register-listed contributing and four non-
contributing vernacular structures at Roberts Ranch were built or rebuilt by the family between 1914 and
1977. Today, the site and structures are open as part of the 13.2-acre Immokalee Pioneer Museum at
Roberts Ranch. The museum/historic site operates within the Collier County Museums Division.
The largest structure on site is the 2,350 sq. ft. two-story Roberts Ranch House, constructed in 1926.
Since initial preservation work in 2003, the structure has undergone deterioration and currently requires
significant stabilization consistent with its use as a museum and archival storage facility. Deterioration
accelerated following Hurricane Irma, necessitating some interior structural bracing to ensure public
safety.
On June 25, 2019, Collier County received notification of funds being awarded for the Special Category
Grant from the Department of State’s Division of Historical Resources (DHR) for the structural
stabilization and rehabilitation of the Roberts Ranch home. On September 10, 2019, the Board of County
Commissioners (Board) accepted the award from DHR in the amount of $455,800 (Agenda Item
#16D21).
On March 15, 2021, utilizing Agreement No. 19-7525, the General Contractors Annual Agreement (the
“Agreement”), the Facilities Management Division requested quotes for the “Roberts Ranch Stabilization
and Rehabilitation Project” through the Collier County Procurement Services Division Online Bidding
System. The bidding system sent the invitation seeking quotes to the six (6) contractors under contract
with the County under the Agreement. Two (2) of those contractors submitted a quotation by the April 15,
2021 deadline, as summarized below:

Per the Contract, quotes in excess of $200,000 must receive Board approval and requir e the issuance of
bonds. Payment and Performance Bonds will be obtained upon Board approval and prior to the issuance
of the Purchase Order as required by Agreement. Capital Contractors, LLC, is a local vendor has
performed satisfactory under this agreement.
FISCAL IMPACT: Grant funds are available from a State of Florida Dept. of Historical Resources grant
budgeted within Public Services Grant Fund (709) and Public Services Match Fund (710) Project
(33646). Additional local funds in the amount of $214,326 are required to fully fund the contract. Budget

Amendments are required to recognize and appropriate unbudgeted carryforward of $214,326 in Museum
Fund (198) and transfer those funds from Museum Operating Fund (198) to Museum Capital Fund (314)
into Project 33646, Roberts Ranch Stabilization and Rehabilitation Project.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan from this
action.
RECOMMENDATION: To award Request for Quotation #33646-1, “Roberts Ranch Stabilization and
Rehabilitation Project,” under Agreement No. 19-7525, Annual Agreement for General Contractor
Services, to Capital Contractors, LLC, authorize the issuance of a purchase order by staff in the amount of
$636,500, which represents the total Base and Alternate bid cost for construction, and approve the
necessary Budget Amendment.
