EXECUTIVE SUMMARY
Recommendation to approve attached Change Order No. 1 to Agreement No. 20-7709, “South
County Water Reclamation Facility Pump Station No. 5 & Piping Improvements," with Douglas N.
Higgins, Inc., and authorize the Chair to sign the attached Change Order. (Project Number 70251)
OBJECTIVE: To provide reliable, sustainable, and regulatorily compliant services by increasing the
capacity and reliability of the plant drain pumping system at the South County Water Reclamation
Facility (“SCWRF”).
CONSIDERATIONS: On April 28, 2020 (Agenda Item 16.C.7), the Board approved Agreement No.
20-7709 to Douglas N. Higgins, Inc., for the SCWRF Pump Station 5 & Piping Improvements project,
which included construction of a new plant drain pump station and adjustments to the plant drain piping
system to increase capacity.
During construction of this project the work crew encountered a 24-inch diameter pipe in direct conflict
with the proposed precast concrete wet well structure for the new plant drain pum p station. The record
drawings for the plant showed that pipe capped upstream and removed from the proposed wet well
construction area. The County directed the contractor to attempt to locate the as -built location of the
capped pipe to determine if it was still connected to the plant’s influent force main piping. The
contractor’s exploration could not make this determination because the area had been backfilled with
concrete.
Continuing this effort, the County directed the contractor to install a saddle and tapping valve to allow a
hole to be cut in the pipe in a safe and controllable manner. The pipe consisted of prestressed concrete
cylinder pipe (“PCCP”). This material is not commonly available and any modifications, including the
proposed tapping of the pipe, require special construction techniques. The successful pipe tap confirmed
that the pipe was not active, and the piping in conflict with the new construction was removed. The
record drawings for the project will be updated to reflect the pipe removal and other conditions revealed
with the exploratory digging performed under this project.
The attached Change Order authorizes a time extension of 101 days (31%) to allow for the exploratory
work, scheduling and tapping of the 24-inch PCCP pipe, and resumption of work at the site. The time
extension will allow for the remainder of the contractor work to be completed.
The bid specifications informed the bidders that there may be unforeseen conditions associated with the
project. The contract incorporated an allowance of $300,000 for owner-directed additional work. This
Change Order authorizes use of $48,615.98 of the allowance to pay for the exploratory work and the
tapping of the pipe. Staff issued attached Work Directives 3 & 5 to direct the contr actor to perform this
work. The Change Order also includes Work Directive No. 4, which is a credit for specified work that
staff found had already been completed during a review of field conditions.
FISCAL IMPACT: There is no impact on funding from this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan from this
action.
