EXECUTIVE SUMMARY
Recommendation to approve an agreement for the purchase of land (Parcel POND3EA) required
for construction of the Randall Boulevard Project (Project 60065) and authorize the necessary
budget amendments.
OBJECTIVE: To purchase a parcel of land needed for the construction of the Randall Boulevard Project
(the Project) and authorize the necessary budget amendments.
CONSIDERATIONS: Collier County is seeking to purchase Parcel POND3EA (the property), a 2.98
acre unimproved tract of land owned by Elah Holdings LLC (the owner). The property is located on the
south side of Randall Boulevard adjacent to the Golden Gate Main Canal. The County is presently not
actively acquiring right-of-way for the Project. However, the owner recently contacted staff and offered
to sell the property to the County at a price in the $190,000’s. The Transportation Division’s review
appraiser, Harry Henderson, has estimated the fair market value of the property to be $150,000. Mr.
Henderson’s valuation memo is attached. The purchase agreement (also attached) reflects a negotiated
purchase price of $160,000. The County already owns an adjacent parcel (POND3EB). The two
properties are needed as a pond site for the Project. The opportunity to purchase the property at a
reasonable price locks-in a valuable component parcel needed for the future Randall Blvd road widening
project. Rapid development in the area has very much reduced the number of vacant sites suited for pond
site use. Staff accordingly recommends that the Board of County Commissioners (Board) approve this
opportunity purchase.
FISCAL IMPACT: Funds estimated at $161,500 will be required, being the purchase price of $160,000
plus title commitment, title insurance, recording and miscellaneous closing f ees estimated not to exceed
$1,500. A budget amendment is necessary in the amount of $161,500 to move funding from reserves to
the project. Funding will be from impact fee reserves.
No maintenance costs are anticipated until such time as the Project is constructed
GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the Transportation
Plan and the Collier County Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a
majority vote for Board approval. - JAB
. RECOMMENDATION: Approve the attached purchase agreement and authorize the Chairman to
execute same on behalf of the Board;
. Accept the conveyance of Parcel POND3EA and authorize the County Manager, or his designee, to
record the conveyance instrument in the public records of Collier County, Florida;
. Authorize the payment of all costs and expenses that Collier County is required to pay under the
terms of the purchase agreement to close the transaction;
. Authorize the County Manager or his designee to take the necessary measures to ensure the County’s
performance in accordance with the terms and conditions of the purchase agreement; and
. Authorize the necessary budget amendment required to carry out the collective will of the Board.
