or nonexclusive, to persons, firms or corporations
for the collection and disposal of garbage and the
production and distribution of water within such
districts upon such terms and conditions as said
board may see fit. Any such franchise shall not
exceed the term of 30 years.
It shall be a misdemeanor for any person, firm
or corporation to carry on the business of produc-
tion and distribution of water and the collecting
and disposing of garbage and waste in any district
created by the board of county commissioners
under this section without having first obtained a
franchise to do so from said board.
