EXECUTIVE SUMMARY
Recommendation to authorize an increase of allowable expenditures utilizing NEOGOV
software products under Agreement No. 10-5451-NS for the County’s talent acquisition
processes in an amount not to exceed $100,000 per fiscal year.
OBJECTIVE: To expand and enhance the use of a public sector supported and proven employee
recruitment and applicant tracking software tool.
CONSIDERATIONS: NEOGOV is a proven public sector software product providing hosted,
web-based human resources solutions. The software automates the entire hiring and selection
process, including position requisition approval, minimum qualification screening, test statistics
and analysis, and Equal Employment Opportunity Commission reporting. NEOGOV works with
many state and local government agencies, ranging in size from 100 to 60,000 employees.
Collier County has been utilizing the NEOGOV software solution for recruitment, selection and
applicant tracking for almost 15 years. On June 6, 2006, the County entered into a Service
Agreement with NEOGOV to provide all required hosting and operations support for the Insight
Enterprise application at an annual cost of $12,100. Over the years, the County has amended its
agreement with NEOGOV several times to enhance the delivery of several Human Resources
services and to control annual subscription increase costs, as follows:
• On April 8, 2014, the County approved Addendum #1 to add the NEOGOV
Performance Evaluation Module at an annual cost of $24,000, terminated on March
1, 2017.
• On April 8, 2014, the County approved Addendum #2 to include the NEOGOV IT
Compliance and Security Policy into the Agreement.
• On May 14, 2018, the County approved Amendment #1 addressing the first annual
subscription price increase in 12 years from $12,100 to $17,735, and incorporated
terms to address future price increases.
• On May 23, 2019, the County approved Amendment #2 to add the Single Sign-On
solution allowing users to securely log into NEOGOV applications with an annual
recurring cost of $1,000, and a one-time training implementation fee of $2,000.
• On September 8, 2020, the County approved Amendment #3 to add the NEOGOV
OnBoard module with an annual subscription fee of $24,114 and Position Control
Integration with a one-time training and implementation fee of $3,000.
In addition to the above, the County began using an Insight module feature called “Job Boost” in
December 2019. The Job Boost feature allows the County’s job postings to be easily shared to a
number of industry-leading job boards. Pricing varies by the length of the posting and the job
board selected, but typically ranges from $125 to $300 per job boost. Billing is handled via
purchasing card transaction, and costs are billed back to the respective hiring Division. The
County has spent approximately $15,000 in the 16 months since that feature became available.
Usage varies with hiring needs and labor market conditions but based on current conditions, staff
estimates that spending could be as much as $25,000 annually.

As a future enhancement, the County is also pursuing integration for employment testing. Pre-
employment testing is an effective management tool, but the County must effectively manage the
potential legal implications surrounding interview assessments. Employers must ensure that
selection tests are reliable and valid, yielding consistent results that predict success on the job; if
not, discrimination claims could result. NEOGOV has a solution to integrate with a verified on-
line assessment provider within its applicant tracking system, known as Insight, to automatically
view exam data alongside a candidate’s skills, experience and job fit, all in one place. This
feature is expected to cost $25,000 or less annually.
Due to enhanced product offerings, annual price increases, variable job boost costs, and product
additions, such as applicant testing automation, staff projects the annual Fiscal Year expenditure
under Agreement # 10-5451-NS to exceed the $50,000 competitive procurement threshold
following the annual renewal in June 2021, which requires this Board’s prior approval.
The annual estimated Fiscal Year expenditures under the Agreement is as follows:

FISCAL IMPACT: The fiscal impact is expected to be approximately $100,000 or less in FY21
and annually thereafter. Subscription funding is available in the Human Resources Division
budget in FY2021 and future fiscal years to support use of these products for all of the Board’s
operating Departments. Job boost funding is available in requesting Division’s budget.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with
this Executive Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires
majority vote for Board approval. -SRT
