EXECUTIVE SUMMARY
Recommendation to appoint Daniel Rodriguez, Public Services Department Head, to execute the
Federal Transit Administration’s annual certifications and assurances for Board approved grants
and grant applications through the FTA’s Transit Award Management System and authorize the
Chair to sign the Designation of Signature Authority form.
OBJECTIVE: Facilitate grant draw requests, agreements, applications, and awards for the Public Transit
and Neighborhood Enhancement program.
CONSIDERATION: On January 12, 2021 (Agenda Item #16D1), the Board granted James C. French,
the then Public Services Department Head, authorization to execute annual certifications and assurances
issued by the Federal Transit Administrations (“FTA”) on Board approved grant applications, grant
awards, and agreements through the Transit Award Management System (TrAMS). Appointing a
representative to execute the annual electronic certification and assurances for Board approved FTA
grants and applications through the TrAMS allows staff to process actions quickly and within the often-
limited grant time frames.
On May 11, 2021, the Board confirmed the County Manager’s selection of Daniel Rodriguez to succeed
Mr. French as the Public Services Department Head. Accordingly, staff is requesting that the Board
designate Daniel Rodriguez, Public Services Department Head, as the administrative representative
tasked with the authorization to execute annual certifications and assurances issued by the FTA on Board
approved grant applications, grant awards, and agreements through TrAMS. Attached to this item is a
Designation of Signature Authority for FTA Assistance Awards form to be signed off on by the Chair
subject to the Board’s approval of this item.
FISCAL IMPACT: There is no Fiscal impact with this item.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: This item has no Growth Management impact.
RECOMMENDATION: To appoint Daniel Rodriguez, Department Head for the Public Services
Department, to execute the Federal Transit Administration’s annual certifications and assurances for
Board approved grants and grant applications through the FTA’s Transit Award Management System and
authorize the Chair to sign the attached Designation of Signature Authority form.
