EXECUTIVE SUMMARY
Recommendation that the Collier County Board of County Commissioners (BCC) accept
Community Development Block Grant (CDBG) funds in the amount of $389,085 for the Peters
Avenue Sidewalk project, and authorize necessary budgets amendments. (Project No. 33712)
OBJECTIVE: To provide safe pedestrian access through the construction of sidewalks for the
community.
CONSIDERATIONS: This item is simply for the award to Collier County Growth Management
Department to be accepted and recognized in the appropriate fund and project.
As background, in March 2020, the County was informed that it was awarded the CDBG funds in the
amount of $389,085 for the construction of the sidewalk, however, the funding would not be available
until after October 1, 2020. On June 23, 2020 (Agenda item 16D17), the Board approved Community and
Human Services divisions request to allocate $389,085 in CDBG funding for the construction of a
sidewalk on Peters Avenue from Collee Court to U.S. 41 (Tamiami Trail East). To satisfy the
requirements of 24 CFR 570.503 a Memorandum of Understanding (MOU) was administrative signed by
the respective County Departments.
In accordance with the MOU Collier County Growth Management Department staff is responsible for the
management and administration of this project. Construction of the project will be awarded to a
contractor in a future contract that will be brought to the Board for approval.
The grant application did not require a match; however, the County put forward local funds in the amount
of $166,393 to help attain the award. The local funds are intended to fund the design, permitting, grants
compliance and construction engineering and inspection support services.
FISCAL IMPACT: Source of funds are federal HUD grant funds passed through CHS. A budget
amendment is necessary to recognize CDBG funds in the amount of $389,085 within the GMD Grant
Fund (711), Project 33712. A budget amendment is also necessary to move funds in the amount of
$60,000 within Transportation Capital Fund (310) from project 69336 to project 33712 for federal
compliance, administration, construction engineering, and inspection support for the project. The
additional local funding is supported by a transfer from the General Fund.
GROWTH MANAGEMENT IMPACT: Acceptance and implementation of these grant funded
activities will further the Goals, Objectives, and Policies of the Housing Element and the Transportation
Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. - JAB
RECOMMENDATION: That the Board of County Commissioners recognizes the Memorandum of
Understanding Agreement with the Collier County Community and Human Services Division under the
Community Development Block Grant funds in the amount of $389,085 for the Peters Avenue Sidewalk
Project, and authorizes necessary budget amendments.
