Agenda 05/25/2021 Item #16A 9 (Resolution - Logan Boulevard Extension Truck Operations)05/25/2021 EXECUTIVE SUMMARY Recommendation to approve a Resolution prohibiting the operations of trucks and other commercial vehicles having a rated load-carrying capacity in excess of five (5) tons from through movements on Logan Boulevard Extension from Immokalee Road to the Lee County Line. OBJECTIVE: To prohibit the operation of trucks and other commercial vehicles having a rated load- carrying capacity in excess of five (5) tons from through movements on Logan Boulevard from Immokalee Road to the Lee County Line. CONSIDERATIONS: On March 23, 2021, the Board received a report of the commercial truck use of Logan Boulevard Extension, north of Immokalee Road and heard public comment associated with such. The Board directed the County Attorney’s Office to bring back options. On April 13, 2021, options were presented to the Board and the Board directed staff to bring forward a Resolution prohibiting through truck traffic on Logan Boulevard Extension north of Immokalee Road to Bonita Beach Road. County staff has coordinated with the City of Bonita Springs Public Works Department. To date, the City of Bonita Springs has not taken any action as it relates to truck traffic on their portion of Logan Boulevard. County staff has also discussed this issue with Lee County Department of Transportation staff, who have indicated they are agreeable to install signage notifying trucks of the prohibition on Bonita Beach Road prior to the roundabout at Logan Boulevard, as Bonita Beach Road is under their jurisdiction. Based on the Florida Statutes, Chapter 316, the Board of County Commissioners is permitted to prohibit or regulate any class or kind of traffic found to be incompatible with the normal and safe movement of traffic on roads and streets under its jurisdiction. Section 130-3(a) of the Code of Laws and Ordinances of Collier County currently provides that “No person shall operate any truck or other commercial vehicle with a rated capacity in excess of one ton upon any road or street in the county whenever such road or street is posted with signs prohibiting such operation…” This Section of the Code of Laws and Ordinances is in the process of being updated to include both one ton and five tons. A weight restriction of one ton is deemed to be too limiting for certain classifications of roadways in Collier County. The one ton restriction prohibits several models of pickup trucks from traveling on roadways. FISCAL IMPACT: The fiscal impact associated with this item will be the cost of design, materials, and installation associated with signage necessary to prohibit the trucks and commercial vehicles as described and is estimated at $1,500. Funding is available within Transportation Operating Fund (101). GROWTH MANAGEMENT IMPACT: This action will result in no growth management impact. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality and requires majority vote for approval. -JAK RECOMMENDATION: That the Board approve a resolution prohibiting the operation of trucks and other commercial vehicles having a rated load-carrying capacity in excess of five tons from through movements on Logan Boulevard Extension from Immokalee Road to the Lee County Line.
