EXECUTIVE SUMMARY
Recommendation to authorize budget amendments transferring and recognizing funds in the
amount of $2,950,000 from Mandatory Trash Collection Fund Reserves to the Solid Waste Disposal
Fund to cover additional expenses incurred as a result of increased waste disposal due to COVID
19, and place the remaining balance in reserves.
OBJECTIVE: To provide funding for additional expenses incurred and recognize revenues received
because of managing additional residential waste resulting from COVID-19.
CONSIDERATIONS: At the time the fiscal year 2021 budget was developed, reviewed, and approved
there was considerable uncertainty about the nature and duration of any impacts associated with COVID-
19. The nature and magnitude of COVID-19’s impact on Collier County Solid & Hazardous Waste
Management Division has subsequently become apparent.
COVID-19 increased residential solid waste generation due to higher effective occupancy (early
return/later departure of seasonal residents and increased year round occupancy), people spending more
time at home including working from home, increased residential real estate activity (robust pre -owned
and new build sales), more home renovations, and shifts in consumer retail spending which have
generated higher volumes of bulky waste. Funds are needed to pay for the increased disposal costs
incurred due to this unanticipated volume of waste.
The Collier County Landfill is operated under a life of site Landfill Operating Agreement by Waste
Management of Florida, Inc. (WMI). Collier County pays WMI each month based on the tons of waste
disposed of at the Collier County Landfill. Contractual disposal costs have increased due to the additional
tons of residential waste generated in Collier County.
Based on trends experienced thus far this fiscal year and expected for the balance of the year, the attached
budget amendments will allow normal Solid Waste service levels to continue in a fiscally sound manner.
FISCAL IMPACT: $2,950,000 will be transferred from reserves in Mandatory Trash Collection Fund
(473) to pay landfill disposal fees for waste volume that exceeds budgeted levels. Fund (473) reserves
will be reduced from $6,856,700 (equivalent to 73 operating days) to $3,906,700 (equivalent to 42
operating days). Solid Waste Disposal Fund (470) will recognize additional revenue of $2,950,000 and
increase budgeted expenses by $1,000,000 to pay for additional landfill operating costs with the
remainder, $1,950,000, being added to reserves. Staff will assess if some or all of these expenditures are
eligible for reimbursement through federal (COVID) assistance funding programs.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with
this action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues, and requires majority vote for approval. -JAK
RECOMMENDATION: To approve all necessary budget amendment required to 1) transfer
$2,950,000 from Mandatory Trash Collection Fund reserves to pay for disposal costs of additional
residential waste generated and collected during COVID and 2) recognize additional revenue totaling
$2,950,000 in the Solid Waste Disposal Fund to pay for additional expenses incurred as a result of
increased waste disposal and place the remaining balance in reserves.
