V. LANDSCAPE MAINTENANCE REPORT – Aaron Gross, Ground Zero Landscaping
Mr. Gross reported:
• Landscaping condition is satisfactory.
• Performed maintenance and applied herbicide on the north end and behind the wall area.
• Installed new plant material bordering the sidewalk north of Willet Avenue.
• Repaired construction damage to the irrigation system along the sidewalks.
• 8-0-12 fertilizer will be applied week ending March 20, 2021.

VI. FLORIDA FRIENDLY LANDSCAPING – Kamila Perez, Samantha Gibson
Samantha Gibson and Kamila Perez, Environmental Specialists, Collier County, narrated the
Florida Friendly Landscaping (FFL) slide presentation with an overview for pollution control and
water quality enhancement for the Vanderbilt Lagoon and Cocohatchee River and landscaping
recommendations for the Vanderbilt Drive refurbishment project. Key points included:
• Southwest Florida is in a tropical zone, 10A. Plant selection should reflect this
environment and purchases should be from local nurseries.
• FFL embraces native Florida plants which require low water, fertilizer, pesticides, and
maintenance and are salt and drought tolerant for landscaping with the goal of protecting
water resources and enhancing site line visibility.
• Some plants recommended for restricted spaces include the Buccaneer Palm, Bay Cedar,
Golden Creeper and Bromeliads.
• UF and FFL welcome the opportunity to work with the Vanderbilt Beach MSTU and the
landscape architect to design an attractive, low maintenance landscape.
VII. CONNER PARK, VANDERBILT DRIVE LANDSCAPING – Mike McGee
McGee & Associates landscape design for Conner Park is complete. A Request for Quote (RFQ)
will be solicited from multiple landscapers by Mr. Sells.
Mr. McGee’s next project will be a landscape design for the south corner intersection of
Vanderbilt Road and Vanderbilt Drive by Regatta at Vanderbilt Beach.
Landscape refurbishment for Vanderbilt Drive will be undertaken on completion of the Regatta at
Vanderbilt Beach project. Sight line visibility at finger street intersections and space constrictions
between the road and sidewalk will be considerations in selection of plant material. Right of Way
(ROW) areas require County approval.
VIII. PROJECT MANAGER REPORT – Harry Sells
A. Budget Report for 3/11/2021
Mr. Sells reported:
• FY21 Ad Valorem property tax revenue budget is $1,444,900.00, an increase of 3%.
• The Millage Rate remains constant at 0.5000.
• Total funds available FY21 is $5,202,501.33 including investment interest, transfers, and
contributions (minus a 5% reserve of $74,300).
• Transfers and Contributions, Line 11, in the amount of $3,717,601.33, is a carry-over
generated from 2020.
• Operating Expense Budget is $4,927,328.83 of which $443,063.55 is committed;
$332,318.49 expended.
• Unencumbered Operating Expense funds available are $4,151,946.79.
• Purchase Order for Century Link (engineering design) in the amount of $8,000.00 applies
to Utility Conversion Phase IV.
• McGee & Associates Purchase Order for $4,962.50 covers landscape design projects for
Conner Park and the intersection of Vanderbilt Drive and Vanderbilt Beach Road by
Regatta.
• Stantec’s Purchase Order for $253,671.00 covers construction, engineering, inspection,
and easement survey services for Phase IV.

• McGee and Associates Purchase Order in the amount of $6,937.50, issued on February
23, 2021, is for landscape design and construction documents for the south corner of
Vanderbilt Drive and Vanderbilt Beach Road.
• Purchase Orders in red indicate that they have been closed out and the mone expended..
• Collier County Utility Water Sewer expense will increase due to Conner Park irrigation.
• Improvements General/Capital Outlay budget, Line 36, is $145,172.50.
• Transfers to 111, Line 35, are for Staff salaries.
• Budget Transfers from Appraiser and Tax Collector, Lines 36 and 37, are fees billed by
the appropriate entities for tracking and collecting services.
• Total Budget Available Balance as of March 11, 2021 is $4,249,704.20.
Approximately $2,250,000.00, not reflected in the budget, is committed for Phase IV Utility
Burial, Conner Park Beautification and the Lift Station projects. Remaining cash funds are
adequate for FY22 commitments and new/ongoing projects such as landscaping.
B. Phase IV Utility Burial Status
Mr. Sells updated the Committee on the status of the project noting:
• An updated version of the survey has been submitted to the Growth Management
Division (GMD).
• Status of the Right of Way (ROW) Permit application submitted to the County and
permit request opened with the DEP (Department of Environmental Protection) for
the two sub aqueous bores will be researched.
• A Purchase Order for Stantec in the amount of $253,671.00 to perform Construction,
Engineering, Inspection, and easement survey services for Phase IV has been
approved. The firm’s role will commence one (1) to two (2) weeks prior to
construction.
• The MasTec North America contract for burial of conduit and placing of equipment
for Florida Power & Light, Comcast cable and Century Link for Phase IV in the
amount of $1,765,869.40, in the number of base bids for Section 10,11,12 and 13 plus
alternate 1 and reserve right, if alternate 2 is required to implement Alternate 2 for
$234,000.00, is scheduled to go before the Board of County Commissioners on
April 13, 2021.
• Florida Power & Light Company’s Overhead to Underground Conversion –
Customer Cost Sheet for Phase IV was distributed. FPL requires payment in advance
in the amount of $162,359.00 to permit underground facilities installation. In lieu of
direct payment, the County will purchase $163,359.00 in equipment to be warehoused
by MasTec. $7,782.00 assessed by FPL to design the Phase IV underground network
has been paid. The Underground Facilities Conversion Agreement will go before the
BCC for approval April 13, 2021.
• Mobilization time is two (2) to three (3) weeks from issuance of the notice to proceed.
Work will start on the north side.
• Estimated time frame for completion for the Phase is six (6) to nine (9) months.
C. Conner Park Beautification Status and Discussion
1. Lift Station Fence
Three (3) quotes ranging from $69,745.00 to $78,240.25 were received for construction of
a pre-cast wall, wrought iron cantilever gate and ground cover plant installation at the

Master Pump Station, located within the Right of Way (ROW) along Bluebill Avenue and
Vanderbilt Drive just north of Naples Park.
During discussion, the Committee agreed to accept the low bid submitted by EBL
Partners.
Vice Chair Sjostrom motioned to approve EBL Partners contract proposal in the
amount of $69,745.00 for installation of a decorative pre-cast wall, cantilever gate and
landscaping at the Master Pump Station, located within the Right of Way (ROW) along
Bluebill Avenue and Vanderbilt Drive just north of Naples Park. Second by Mr. Harris.
Carried unanimously 5 - 0.
2. Sidewalk Pavers - Vanderbilt Drive and Bluebill Avenue
A quote was submitted from Capital Contractors in the amount of $229,853.35 to replace
the concrete sidewalks by the north and south Gateway signs with pavers in color
consistent with crosswalks and ADA compliant transition strips and curbing on the
Vanderbilt Drive and Bluebill Avenue intersections.
Vice Chair Sjostrom motioned to recommend the Board of County Commissioners approve
Capital Contractors estimate #100410, dated February 23, 2021, in the amount of
$229, 853.35 for architectural paver installation for the east/west and north/south crosswalks
including ADA compliant transition strips and curbing on Vanderbilt Drive and Bluebill
Avenue. Second by Chair Forman. Carried unanimously 5 – 0.
VII. OLD BUSINESS
A. Potential Future Projects for Discussion
Future improvements to the Vanderbilt Beach M.S.T.U. for consideration include:
1. Refurbishment of Vanderbilt Drive Landscape
The project will be undertaken on completion of landscape designs for the north side of
Conner Park and the corner of Vanderbilt Drive and Vanderbilt Beach Road.
2. Refurbishment of Corner of Vanderbilt Drive and Vanderbilt Beach Road
Project is in the planning stage with McGee & Associates Landscape Architects for the
corner by Regatta of Vanderbilt Beach where Vanderbilt Drive and Vanderbilt Beach
Road intersect.
3. Sidewalks East and West Side of Gulf Shore Drive
The Road Maintenance Department is considering sidewalk installation for 2025. Design
and funding are required; sidewalks must conform to County code and be ADA compliant.
A bike path should be incorporated into the project design. Property owners are
responsible to install and maintain sidewalks in the Right of Way (ROW). Drainage
would have to be redesigned to accommodate the installation.
4. Lighted Street Name Signs at Intersections Along Gulf Shore and Vanderbilt Drives
The project is under review pending development of technology to provide attractive,
small scale LED Solar lighting.
5. Refurbish Bridge of Channel on Bluebill
The Committee suggested cleaning the waterway bridge and investigating the feasibility
of treatment with a veneer stone. Mr. Sells will schedule a meeting with the Road
Maintenance Department.

6. Extend Fence on South Side of Conner Park
Most members concurred the fence on the south side of the park should be extended
approximately one-hundred and fifty (150) feet from the present end with columns spaced
fifteen (15) feet apart.
Rough estimate received to grub 150 feet of scrub on the bank and install ten (10) sections
of fence and ten (10) columns:
Cost for fence: $65,000.00
Cost for grubbing: $ 2,400.00
Total $67,400.00
During Committee discussion the following was noted:
• Two property owners on Flamingo Avenue do not support the fence extension.
• Extension of the fence without grubbing the area or a reduced overall length
should be considered.
• The Parks and Recreation Department must approve the fence extension.
7. FPL Box Wraps
Mr. Sells will request feedback and approval from FPL for decorative wrap application on
utility boxes.
8. Trash Cans on Vanderbilt Drive
Committee members voiced concern regarding trash collection maintenance.
9. Radar Speed Signs on Vanderbilt Drive
Clint Cluny, Chair of the Vanderbilt Waterway MSTU, suggested installation of radar
speed signs on Vanderbilt Drive to calm traffic. Traffic Operations must approve
installation.
Mr. Sells will research options for radar speed signs and present specifications and price
quotes at the April meeting.

X. PUBLIC/BOARD COMMENTS
The Committee requested Staff research options for designated bike path lanes on Vanderbilt
Drive or signage to create awareness for bicyclists and drivers.

A landscape design for Vanderbilt Drive will be submitted for Committee consideration
upon completion of Conner Park refurbishment.

A landscape design for Vanderbilt Drive will be submitted for Committee consideration

3. Install Sidewalks east and west side of Gulf Shore Drive
The Road Maintenance Division is considering sidewalk installation on the east side of
Gulf Shore Drive for 2025. Design and fund allocation are required; sidewalks must
conform to County code and be ADA compliant. A bike path should be incorporated into
the project design. Drainage would have to be redesigned to accommodate the installation.
Project timeline depends on coordination with Road Maintenance and many issues.
4. Lighted street name signs at intersections along Gulf Shore Drive and Vanderbilt Drive
The project is on hold, pending development of technology to provide attractive, small
scale LED Solar lighting
Under review. Most lighted street signs are not attractive.
5. Refurbish bridge of channel on Bluebill
The Committee suggested cleaning the waterway bridge and researching application of a
veneer stone.
Scheduled discussion with Road Maintenance.
6. Extend fence on south side of park
Members concurred extension of the fence should be undertaken. The MSTU needs to
contact the citizens on Flamingo to inform them in advance.
Negative feedback received from two citizens.
PM asked for a rough quote to grub 150’ of scrub on bank and to install ten sections of
fence and ten columns.
Cost for fence $65,000
Cost for grubbing $2,400
Total $67,400
7. Wrapping large electrical boxes
Will request feedback from FPL.
8. Install Trash cans along Vanderbilt Drive
9. Install Radar speed signs along Vanderbilt Drive and possibly Gulf Shore
