MINUTES
Meeting of the Immokalee Lighting and Beautification MSTU Advisory Committee on March 24, 2021. The
Advisory board members, staff, and public appeared virtually and in person.

A. Call to Order.
The meeting was called to order by Andrea Halman, MSTU Vice-Chair at 8:39 A.M.
B. Pledge of Allegiance and a moment of silence.
Andrea Halman led the Pledge of Allegiance and moment of silence.
C. Roll Call and Announcement of a Quorum.
Christie Betancourt opened roll call. A quorum was announced for the MSTU Committee (8:44 A.M.).

D. Approval of Agenda.
Action: Ms. Norma Garcia made a motion to approve the agenda as presented. Ms. Christina
Guerrero seconded the motion and it passed by unanimous vote. 4-0.
E. Approval of Consent Agenda.

Action: Ms. Norma Garcia made a motion to approve the Consent Agenda as presented. Mr. David
Turrubiartez, Jr. seconded the motion and it passed by unanimous vote. 4-0.

F. Announcements.
1. Communications Folder
Staff reviewed the communications folder with the board and members of the public. The folder
contained the public notice for this meeting.
2. Public Comments speaker slips
CRA Staff reiterated the public 3-minute speaker slip policy. The board will give more time if they
feel it necessary.
3. Annual Workshop – April 6, 2021 @ 9:00 A.M.
Staff reminded the MSTU members they ae invited to attend the Board of County Commissioners
Annual Workshop meeting in Naples on April 6, 2021 at 9:00 A.M. Invitations will be sent next
week. There will also be access via a Hybrid Zoom meeting; and Troy Miller will monitor who
wants to speak via Zoom.
4. Community Redevelopment Plan Update – Surveys
Ms. Debrah Forester announced there will be opportunities to take the online surveys for the
Community Redevelopment Plan. Small groups will be coordinated as Focus Groups after the
Kick-off Meeting on March 31, 2021 at 5:30 P.M.. Everyone is encouraged to take the surveys,
but not encouraging anyone to take the surveys twice. A link to the survey can be accessed by going
to the Immokalee CRA webpage at www.Immokaleecra.com.
5. 2020 Annual Report
Staff referenced the 2020 Annual Report is being finalized and will be available on-line and as a
print version for distribution after adoption by the BCC.
G. Old Business.
1. TIGER Grant update
Mr. Michael Tisch advised on March 23, 2021 the Selection Committee for the Design/Build
Contractor met and identified a short list of four (4) firms competent for this contract. Ms. Debrah
Forester said that was the first step. The second step is in-person interviews, with the top choice
for BCC approval. Ms. Andrea Halman asked how long to complete the selection, and Mr. Michael
Tisch answered by July 13th. Ms. Debrah Forester asked if the start of the project was still 2023.
Mr. Michael replied the contract will be signed later this year to start the design process and 2023
is the start of construction. Mr. Michael Tisch said any additional questions could be emailed to
him.
2. Contractor Maintenance Reports
i. A&M Property Maintenance Report & Schedule (Enclosure 5).
Street Sweeping schedule was reviewed for the month of April and it is scheduled to be done
on Saturdays (April 1, 8, 15, 22 & 29). Ms. Andrea Halman attends the monthly walking
tours of service with Staff and the Contractor on the first Monday of every month. MSTU
Members are welcomed. The S. 1st Street is more focused on the medians, but the tour is a
walk of Main Street from 1st – 9th St.
3. Lightpole Improvements on SR 29 (15th Street)
i. Simmonds Electrical Quote (Enclosure 6)
Staff advised that twenty-seven (27) of the poles do not have GFIs or transformers. These
were being done in stages and are down to the last group. We have a quote from Simmonds
Electrical for $24,237.80.

We can do these all at the same time for this price or break it down into small groups, but the
hourly rate is $65/hour and small groupings will require more hours for the vendor to return
to the project a number of times increasing fees. Mr. David Turrubiartez, Jr. asked what we
were doing with the old blue poles. Staff said they are stored at the airport for future lighting
projects.
Action: Ms. Norma Garcia made a Motion to approve the electrical improvements to the 27 light
poles on SR 29 with the installation of the transformers with a not -to-exceed amount of $24,237.80. Mr.
David Turrubiartez, Jr. seconded the Motion and it passed by unanimous vote. 5-0.
H. New Business.
1. Mast Arm Maintenance (Enclosure 7)
Staff presented photos of three intersections and a Proposal to paint the New Market Road/Charlotte
intersection for the MSTU Members’ reference. Mr. David Turrubiartez, Jr. asked if artwork could
be put on the poles. Staff advised that darker colored paint last longer than other shades of paint
and these poles have not been painted for twenty+ years. It was verified that the MSTU is
responsible for the maintenance of the paint on the poles; and maybe the MSTU can plan to set
aside funds to do some intersections each year. Ms. Norma Garcia asked if the Immokalee CRA
could help with the expense. She instructed Staff to get quotes and ask the CRA for help. Staff
advised that the CRA funds are for new capital improvements; and will ask the CRA Board to help
and bring back their response to the MSTU Members. Mr. David Turrubiartez, Jr. suggested Staff
to inquire on an extended warranty on the paint.
I. Staff Reports.
1. Project Manager Observation Report (Enclosure 8)
Ms. Yvonne Blair referenced the project manager observation report. Ms. Andrea Halman
suggested a bird of paradise signage logo be mounted on the backstage wall at the Zocalo, but that
may interfere with the Holiday decorations. Staff is to confirm the size of the two bird of paradise
logo signs.
2. Project Manager Report (Enclosure 9)
Ms. Yvonne Blair reviewed the project managers report.
i. Zocalo electrical estimate (Enclosure 10)
Staff presented the Zocalo electrical estimate from Simmonds Electrical in the amount of
$2,680.27 to upgrade the electrical service at Zocalo Plaza when a safety hazard of a
transformer being underwater was discovered. Simmonds recommended the relocation above
ground.
Action: Mr. David Turrubiartez, Jr. made a Motion to approve the electrical improvements to ensure
safety at the Zocalo Plaza with the relocation of the transformer above ground in the amount of $2,680.27.
Ms. Norma Garcia seconded the Motion and it passed by unanimous vote. 5-0.

3. Operations Manager Report (Enclosure 11)
Ms. Christie Betancourt announced the tentative schedule for a Workshop on April 21, 2021 at
10:30 a.m. following the CRA Meeting to discuss the IAMP Policy 6.1.4 Central Business District.
An emailed announcement will be sent once the date and time have been confirmed. It will be
offered by Zoom as well.
Ms. Christie Betancourt advised that on the Redevelopment Plan, Johnson Engineering completed
Step 1 and prepared sidewalk and updated maps. The Kick-off Meeting is March 31, 2021 at 5:30
P.M. to go over the maps and it will be an opportunity for others to provide input. Attendance may
be via Zoom or in-person with a limit of 30 persons in the conference room. Ms. Christie Betancourt
announced upcoming meetings for other agencies.
Commissioner William “Bill” McDaniel, Jr. announced his next Town Hall meeting is on April 21,
2021 ay 6:00 P.M. and he will provide a detailed update on all projects. It will be at the Career
Source Facility and via Zoom.
J. Other Agencies
1. Code Enforcement
Staff provided updates for Code Enforcement. A list shows 48 properties demolished. The CRA
is having conversations of what to do with the vacant lots.
Community Clean Up - On May 1, 2021 8:00 A.M. -12:00 P.M. is the community clean up for
residents (e.g. tires, biohazards).
Task Force - Ms. Andrea Halman said the Community Task Force always met until COVID-19 and
would like to see the Task Force reactivate activities.
2. FDOT updates
Updates provided in Project Manager report.
3. Collier EDO/Immokalee Culinary Accelerator
No updates.

L. Next Meeting Date. MSTU meeting will be on April 28, 2021 at 8:30 A.M. at
