Meeting was called to order by Chairman Juszkiewicz at 10:00 AM.

Opening remarks
Roll Call was conducted and there was a quorum
New Business:
• Two items on BCC meeting for RSVP and Salvation Army (name)
Walt was asking for an updated membership list with terms and expiration dates. Mike will send
out an updated list.
Ed Bonilla introduced himself as a new member and is representing RSVP
Walt has been with CC for five+ years and a member for 15. Recommending another member
step up to become Chair. Mike Shaw explained what the process entails.
• Update on badge item. Walt discussed his request why and when they had badges as
volunteers. Mike gave an update on status. Dan has given approval, and EM will reserve the
right to turn on and off through Facilities. This item will be discussed further at the next
meeting.
• The annual hurricane exercise is expected to take place in June. EM staff is actively working
with various functions Emergency Support Functions to prepare for the season. The exercise is
expected to start with simulation via WebEOC, then offer planning sessions.
• EM is hosting various WebEOC trainings in advance of hurricane season.
• Significate updating coming soon with WebEOC version release 9.0 which will not change how it
works, but how it looks. Stressing organizations to be up to date on new version.
Old Business:
• Covid 19 and vaccine efforts: Carl — continue to progressively respond to demand. One big
change for the vaccine efforts, going from drive through to walk up. This change was due to
weather and heat index. DOH is administering 1000 shots a Day, Monday -Friday at North Collier
Regional Park.
• The Medical Reserve Corps was brought up due to frustrations of getting appointments and
shots. This issue was addressed at last meeting.
• DOH is working with the State for mobile vaccines. The mobile vaccine clinics are targeted for
the people who have a harder time getting out or do not have computer access. We are not
advertising these "pop -ups" but working aggressively to target the communities in need.
• We are working with the State regarding strike teams for going out into the community and
administer shots to people that are homebound or have difficulty getting out.
LMS Update: William Lang
• William gave background of his experience and made mention that he is now the Chair of the
LMS working group.
• They had 2 meetings this year. The first meeting of the year was held via GoToMeeting on
January 15tn
• In response to grants that are open at the State is the fire mitigation assistance grants that came
from the 36tn Ave Wildfire. There was a special meeting on March 5tn; in this meeting two
special projects were added. One was the Immokalee Fire and Public Utilities and another
structure hardening. The next regular meeting will take place on April 161n. There are two
available grants open with the State. Fire Mitigation FM 5307 which is open until May 10. With
this grant we are Tier 1 meaning we get priority for approximately $630,0000 certain mitigation
acations.
Another grant that we are eligible for that is open until May 24 is the Hurricane Dorian. We on
at a Tier 3 for this as we were not directly affected so we are last on the list.
CCPS Local Mitigation Strategy expired and they adopted a new LMS on April 13tn
Preparedness Training and Exercise Update — Mike Shaw
• Recent in -person training ICS 300 class, 24 in attendance. We are hoping to do some other ICS
classes, and working with the State on these.
• On May 3-7 the Collier Healthcare Emergency Preparedness Coalition is funding the 0-305 All -
Hazards Incident Management Team course.
• Collier EM recently hosted Exercises 101 class and there were 11 students in attendance
learning about the basics of planning exercises and drills.
• EOC layout will have some minor layout updates due to the new Joint Information Center.
• Emergency Management is expanding on the Logistics side, we are hoping to conduct an
exercise in concert with the annual hurricane exercise or something separate. Our goal is to
improve and streamline the process to get organizations/agencies their resources.
Agency Reports:
• Dan Summers and John Neuman assisting at Piney Point incident in Manatee County. The State
requested the Mobile Command bus, so they are supporting the utilization of the unit.
• Staffing Update — CCEM still trying to fill Volunteer Agency and Recovery Coordinator Position
Chief Byrne: Fire and EMS Chiefs Association
• All Fire/EMS/Law Enforcement has been partnering with DOH and EMS to help support the
vaccine efforts. During the last year we have developed a great relationship, very positive and
effective.
• Fire Chiefs are concerned about current drought season. All districts are monitoring.
Eddie: RSVP
• Project Director for Human and Community Services. RSVP is rebranding nationally RSVP
AmeriCorps for Seniors; this will be coming soon.
William: LMS
• Is suggesting getting some representation from the CHS for LMS working group.
• FEMA is going to be changing the rate of flood insurance in October; we will be seeing a lot of
mitigation.
Barry: CERT
• None of the CERT teams have resumed to in person training, everything this is still Zoom.
• CERT teams are helping with vaccine efforts, the teams are directing the patients. It's becoming
challenging to get volunteers.
• Barry handed out letter. Heather Mazurkiewicz PIO for NCF she is the head for the CERT
volunteers for the County for this program. They are asking for Non-Cert people to help with
vaccine effort.
• National Conf. is still set for July 12-17 in Springfield, MO. Florida CERT is being held on August
23-28 in Crystal River, FL. The FL CERT is facing challenges and not sure this will take place.
• Isles of Capri would like to re-engage their team from years ago.
Bridget: ARC
• Red Cross has done a lot of virtual activity. They have been sending ARC members to the Texas
border to assist with the sheltering issues.
• They continue to host virtual classes on disaster preparations.
• Their big push is called "Sound the Alarm". ARC is calling people and asking about individual
requirements they may need and review their families' safety and evacuation plans. If they
need alarms installed, they are working with the fire departments for installations.
• ARC is selling their building. They will have a satellite office with a reduced staff. Their main
office is in Lee County.
Ashley Jones: Salvation Army
• COVID has been giving Salvation Army many opportunities to assist. Their main goal is to serve
meals in Immokalee and at North Collier Regional Park. They are partnering with Food360 and
another vendor. They have also partnered with DOH and have provided meals for those who
have had to self -isolate.
• They have been focusing on mobile pantries for those who are home bound. Salvation Army has
been filling the gaps when other organizations have not been able to serve.
• Ashley has been working with a software program called Gateway. This program is for
underserved, underprivileged families or those who could not leave their residence. They sign
up and if they qualify, they received a $50.00 gift card to Wal Mart.
• Another gap that the Salvation Army has found that is not receiving any funding are the HOA
Fee's. There are families who have been affected by Covid, unemployment, or are on a fixed
income and are not able to meet these financial burdens. There are millions of federal dollars
that are coming into Collier, as nationwide. The Salvation Army is trying to find a solution to
assist that group of people.
• Ashley also served on the National Volunteer Organization Active Disaster case management,
she stepped back due to many the opportunities in Collier.
• She was involved in the FEMA funeral assistance program and reached out to the community
members who have been affected and assisted with this program.
• Their main goal is to help people in the community with all the available resources. Ashley
explained her role in disasters and social services and how she assists people who are in need or
qualify for all the various programs and how the Salvation Army applies for grants and how they
work.

• Updated the group for the next couple regular LMS meeting dates, they will be held on April
16th, July 16th, and Oct 15th.
Reg Buxton: Chamber of Commerce
• Didn't have anything to report out.
Walt
• The USCG Auxiliary has slowed down due to the pandemic, but things are starting to pick back
up. Memberships from four years ago had 33,000 members and it is now at 18,000 members.
• The Auxiliary has started their on-line boating safety classes and trying to put together a
program of how to secure your boat during a storm.
• There is a new rule for the Auxiliary. The Coast Guard has mandated a test check -in via email or
text, and you must respond, if not they USCG will send someone down to check on you. Every
member gets this test, this also helps to identify who the members are.
