BAYSHORE/GATEWAY TRIANGLE COMMUNITY REDEVELOPMENT LOCAL ADVISORY
BOARD MINUTES OF THE MARCH 08, 2021 MEETING
The meeting of the Bayshore/Gateway Triangle Community Redevelopment Advisory Board
was called to order by Chairman, Maurice Gutierrez at 6:00 p.m.
I. Roll Call: Advisory Board Members Present: Maurice Gutierrez, Steve Main, Al
Schantzen, Steve Rigsbee and Mike Sherman. Virtual attendance approved
Camille Kielty, Karen Beatty, and Dwight Oakley. Larry Ingram had an
unexcused absence.
CRA Staff Present: Debrah Forester, CRA Director, and Shirley Garcia,
Operations Coordinator.
II. Pledge of Allegiance
III. Adoption of Agenda: Al Schantzen made a motion to adopt the agenda as
written, Steve Rigsbee seconded the motion. Motion passed unanimously.
IV. Approval of Minutes: Al Schantzen made a few minor corrections on the
minutes. Al Schantzen made a motion to approve the minutes with the minor
changes, Steve Main seconded the motion. Approved unanimously.
V. Community / Business - Presentations
VI. Old Business:
a. Updated FY21 & 22 Work Plan– Ms. Forester provided a brief overview
of the updated work plan with the South Bayshore Drive added to it and
noted staff will coordinate with the Isles of Collier Preserve to possibly
partner with some of the improvements depending on the timeline. Maurice
Gutierrez asked if the stormwater subcommittee will start meeting again and
Ms. Forester said not until stormwater determines the scope of work for the
two projects that were already approved and in process. Al Schantzen asked
about the general road maintenance and why Pine Tree and Andrew was
listed but not Woodside and the other limited roads were not on it. Ms.
Forester said she could add the other streets onto the list. Al Schantzen
asked about the complete streets on the 1st page. Ms. Forester explained
that the work plan follows the items identified in the redevelopment plan
and as we begin to implement the Plan, the projects become more specific
and become separate projects that implement the general goals of the Plan.
She will make a note of what page in the Plan it’s referenced. Steve Main
requested staff stop using the verbiage lane repurposing because it should
be called what it is lane elimination. Ms. Beatty asked if a community
garden could be added because in the past the CRA staff had that as one of
the priorities. Ms. Forester agreed to revisit that topic later after the 17-acre

boardwalk was designed because there could be an opportunity at that
location or through a public private partnership. It was noted that for it to
be successful a garden manager would be needed.
b.Sabal Shores Streetlights- Ms. Forester provided the brief overview of the
neighborhoods desire to add more streetlights within the sabal shores
neighborhood. Ms. Scott will provide more details after she works out the
details with FPL. The Bayshore Beautification MSTU has agreed to cover
the cost for the light bill every month after installation.
c.Bayshore Drive Access Management Plan Update- Ms. Forester
provided the update on some of the conversations with Transportation staff
that recommended the CRA utilize a consultant more familiar with the
County’s modeling program that will create a sub-model specific to
Bayshore redevelopment area. Based on the County’s rotation process –
Stantec is the firm to use for this task. Ms. Forester is working with Stantec
to get the scope of services and a cost estimate.
d.Revised 2021 Meeting Calendar- Ms. Forester provided the updated meeting
calendar and provided a reminder for the April 6th BCC joint workshop at 9am.
The other change will be the Wednesday May 5 Joint workshop with the
Bayshore Beautification MSTU at 5:30 and the change from the June 2nd
meeting to the Monday June 7th due to holiday at the end of May.
e.Gateway Triangle Neighborhood Initiative Update- Ms. Forester provided
an update for this project and staff is creating a survey like the one for Sabal
Shores Neighborhood initiative. Steve Rigsbee asked if there will be options
just to add comments and Ms. Forester responded there will be a comments
section at the end of the survey for the residents to add additional comments.
VII.New Business:
a.Holly Avenue Neighborhood Initiative Update- Ms. Forester mentioned
the neighborhood watch meeting for the residents and property owners on
the street per their request and will be held at the boat yard at 4825 Bayshore
Drive on March 24, @ 5:30pm.
b.Open Streets Celebration Bayshore Drive – Megan Greer, Blue Zones-
Megan Greer attended via zoom to provide information on celebration of
open streets the Blue Zones project has done in other areas and was very
successful and is asking if the CRA Board would support an event to open
the street to educate on bicycle safety, provide helmets to kids and a free
shuttle service similar to the one the CRA was interested in purchasing.
They would have the Fire Department and the Sheriff’s Office partner in
the event, and she requested support of the CRA for Blue Zones to host this
event. Ms. Greer provided the information for celebration of open streets

which included closing down Bayshore Drive near Celebration Food Truck
Park because of the proximity of the food and drinks close by and be either
on a Saturday or Sunday towards the end of May. Al Schantzen thought it
would not be a good idea since the City of Naples will be shutting down a
lane around the same time to make some repairs to the main water line on
Bayshore Drive at Coco and Areca and recommended looking at some other
areas in the district to host the event. Ms. Greer stated this was not a set date
in May and they are willing to look at some additional dates if they needed
to. Camille Kielty wanted to show her full support for the event and thinks
it was a good idea to hold it on the bridge if they looked at the time frames
for the opening of the park. Ms. Beatty recommended that they look at
shutting down one portion of the bridge and veer the traffic to a two lane on
the opposite side of the bridge so it didn’t shut down the road completely;
the traffic would still be able to travel and she would support the event as
well. Ms. Greer wanted it to be in a location for the least disruption for the
community and will let the experts decide on the best location. Al Schantzen
asked if Ms. Greer could focus on the residential community to ensure there
would be no impacts on the residents. Mike Sherman asked what type of
support was required and Ms. Greer assured the CRA no monetary support
was necessary just support of the idea and Mike Sherman was supportive
and assured these concerns would be easily taken care of.
VIII.Staff Report:
a.CRA Directors Report- Ms. Forester provided the report and highlighted
some of the projects and noted the Lake Kelly ditch maintenance that
stormwater department will be doing from Thomasson Drive all the way
down to the Haldeman creek outfall. They will be notifying the property
owners abutting the ditch for access through the properties. Al Schantzen
asked about the 17 acres boardwalk and if staff could stay on top of the
homeless when designing the boardwalk to keep the homeless from moving
in there during that phase. Maurice Gutierrez asked why the sidewalk on
Peters Avenue was located on the residential side and not the opposite side
of the roadway. Ms. Forester explained there are utility conflicts running on
the opposite side of the road. Steve Rigsbee commented about the sidewalk
on Linwood Avenue and if the County will be taking away some of the
commercial properties parking areas and Ms. Forester commented that the
areas where they are using for parking are in the County right of way and
not legitimate parking areas so the County will only be utilizing the right of
way and no way interfering with legal parking areas for the businesses.
b.Project Manager Report- Ms. Forester provided Ms. Scott’s list of
projects starting with Del’s plaque and monument which will be on the
corner of Thomasson Drive and in the Roundabout, Fire Suppression 4 was
presented to the Grants Department and Ms. Scott did a very good job
presenting but now we wait to hear from the Grants who was awarded, Mike

Sherman asked what staff has planned for the Del’s property and Ms.
Forester answered the highest and best use but no decision has been made
to sell it on the market. A survey will be going out to the Community like
the one for the 17 acres for input from the community on what would be the
best use for that site.
c.Private Development Update- Ms. Forester provided the new
developments updates starting with Camden Landings which is going
before the BCC at tomorrow’s meeting, the Bayshore Wine Venue is
waiting on the hearing examiners decision. Maurice Gutierrez asked about
the St. Matthews project and how many people fail their programs. Mr.
Gutierrez commented if they do not expand their facility the more contained
it is and less people will be thrown out into the community. He recommends
they devise an outreach program designed to helping the homeless succeed
and continue to assist the folks who failed and are homeless. Steve Main
asked how many density bonus pool units the CRA has left and Ms. Forester
calculated 122 units left if the Camden Landings Project is approved by the
BCC.
d.Maintenance Report: Ms. Forester provided the current maintenance report
and noted the pavers safety check would happen this month.
e.Financial Report: Ms. Forester provided the current financial report if anyone
had any questions.
IX.Other Agency’s:
a.Collier County Sheriff’s Office: No attendance from the Sheriff’s Office
b.Collier County Code Enforcement: The Code enforcement report was
attached if anyone had any questions. Al Schantzen mentioned cases that
were open but not on the list and Mr. Johnson will revise next months and
make sure those open cases all get onto the report. Al Shantzen mentioned
that 360 market could operate a pontoon rental under the term Marina
however that does not allow the home-based pontoon rentals going on in the
residential docks currently.
X.Communications and Correspondence:
a.Naples Botanical Garden Food Pantry Event- Ms. Forester provided the
flyer with the monthly schedule for anyone in need of assistance for food.
b.2021 Bicycle Month- Ms. Forester provided the flyer from FDOT for some
bicycle safety tips as well as recognizing the month of March as bicycle
month.

XIII.Advisory Board General Communications: Steve Rigsbee asked
about the status of the leaning FPL pole on Andrews and if staff had a
timeframe of when they would complete the removal since it is a health
safety issue. Ms. Forester said staff has been working on it with FPL, but
they had other emergencies that pulled them away from that site. Staff
will get a time frame and let him know the status. Al Schantzen asked
when the East Naples Task Force meetings will resume and if staff could
find out the next meeting date planned.

CRA PROJECT UPDATES – April 2021
1. MINI-TRIANGLE
Gateway Mini Triangle PPL: PL20200001193
Metropolitan Naples - 5.27 ACRE CATALYST SITE - The closing of this site took place on November 13,
2020. Subdivision Split proposed to create three parcels with the intent to have separate Site
Development Plans for each one. One parcel -totaling approximately 1.6 acres sold to Naples Triangle
Development on November 13 (simultaneous closing).
Application submitted on Dec. 22 for Subdivision Construction Plans and Plat. This project proposes to
create 3 separate parcels with the intent to have separate SDP’s for each parcel. Drainage Easement is
being processed through GMD. Demolition of buildings started in March and will be completed first
week of April.

Cell Tower Relocation Agreement – The new cell tower at the Kirkwood site was fully
operational. The old tower was demolished on January 21. Final payment to Crown Castle will be
paid within 60 days of final completion notice is received.
Parcel 1 – Naples

Naples Triangle Development (NTD) is submitting for Site Development Plan approval to construct. 240
luxury apartments. Construction anticipated to commence in January 2022.
2.DEL’S PROPERTY ACQUISITION - Closed on November 20, 2020. Notice to vacate by January
19, 2021 issued. Survey of property underway. Following survey, demolition of the warehouse
and retail store will begin. Bids to complete minor renovations to Boatyard building in process.
Staff will use facility for storage. Following demolition, highest and best use analysis to be
conducted.
3.PUBLIC ART PLAN – Draft Plan is complete and approved by CRA Advisory Board and is
pending BCC approval. It is on hold until the BCC considers implementation strategy for
the Collier County Arts & Cultural Strategic Plan. Tentative date for adoption
Spring/Summer 2021.
4.17 AC BOARDWALK - Five proposals were received to develop a master plan for the site and
design and permit and develop construction drawings for the boardwalk on a 17+/- acre parcel
connecting the site to Sugden Regional Park. Selection Committee is reviewing proposals and the

6.BAYSHORE ACCESS MANAGEMENT PLAN – Staff is negotiating with Stantec to develop a
scope of work that will do the sub-area modeling of the district as requested by Collier
County Growth Management Department.
7.COASTERS/SHUTTLE SERVICE – Coasters and Posters were distributed the week of
November 23 and will continue through the end summer. Results as of February 8, 2021:
269 responses. 209 responded in favor of the shuttle. Those that voted against the shuttle
sited waste of tax payer money and it would become a “drunk bus.”
8.LAND USE REGULATIONS – Revision were presented to Growth Management staff to
determine review and public hearing schedule. Review in progress with anticipated
presentation to Planning Commission in November 2021. Johnson Engineering will
continue to facilitate the process. Their contract deadline is December 31, 2021.
9.US41 FDOT Safety Improvement Project - The project is scheduled to let for construction
on Feb 17, 2021. Construction usually begins a couple months afterwards and there are
300 calendar days of contract time. Tentative completion Feb. 2022. 7 existing light
decorative poles are called out be removed as well as the “porkchop” at the corner of
Bayshore and US41.

awarded and managed by Transportation Planning department. Project will begin
following the US 41 FDOT project is completed. The sidewalk will be placed on the

12.Pine Street – FDOT Funded Becca to US41 – PE 2022/2023. Construction 2024/2025. Will
coordinate with stormwater study.
13.Palm Street and Washington Avenue - Stormwater/Capital Projects: Addressing
complaints about tidal water backflowing into the swales. Main objective is to install 2
catch basins with backflow preventers inside and piping to provide flow connectivity:
and regarding the swales. Kyle Construction awarded the contract. Expect construction
to start in early April. Total duration is 40 days. (Attachment 1)
14.Lake Kelly Ditch Maintenance - The scope is to remove vegetation and trees from the channel
and the banks. The intended outcome is to get the trees, vegetation, and debris out of the ditch
to improve flow. Project Schedule - late March – June 2021. Capital Improvements Division has

Fire Suppression System- Phase 3:
Fire Suppression Phase 3 has been approved and the contract with Andrews Siteworks, LLC in the amount of $658,560.00
has been executed. This project will commence on January 27, 2020, the contractor will start the project at the intersection
of Areca Avenue and Basin Street. This project included Areca Avenue, Coco Avenue, Basin Street, Canal Street and
Captains Cove. The contract schedule requires a 150-day substantial completion and a 180-day final completion. The
construction team Identified a glitch this week and we expect a small delay in obtaining additional permits.
The scope of work for this project is limited to the replacement of the existing waterlines and installation of fire hydrants, this
project does not include any stormwater enhancements or roadway improvement under the Andrewes Sitework contract.
CRA staff is working with other County departments to identify what enhancement can be made in the area.

The final step in construction is to connect the new waterlines to the existing 18” watermain, this step will require additional
work as the existing watermain is lower in the ground than anticipated. Additional Maintenance of Traffic and dewatering
methods will be needed, Staff will update the community when this work gets scheduled.
Fire Suppression 4:
CRA staff received word that our application did not score high enough to be recommended for funding this year.

CRA Parking Lot:
CRA parking lot has been approved and the contract with Fort Construction Group of Naples Inc in the amount of
$472,772.25 has been executed. This project will commence on January 4, 2021, the contract schedule requires a 150-day
substantial completion and a 180-day final completion. Stormwater chamber system has been installed and inspected.
The importation and exportation of fill has been complete, the site has been graded. The surveyors have laid out the entire
parking lot. The silt fence at the road has been installed. The islands have been filled for landscape. FPL materials are on site.
The planter around the oak tree has been scalped. All the debris found / uncovered on site has been removed.
Bayshore landscaping and Bridge:
Staff is continuing its efforts with landscape beautification.
Irrigation is a challenge; Staff is looking into a golfcart that has a water tank to help supplement the non-irrigated areas.
Hamilton Avenue: Phase 2
Project has been put on hold for further discussion.
FPL- Underground Service:
Associated with Thomasson drive project. Completed, staff is working on the black comcast lines.
MSTU Landscape Contract:
Staff has completed the editing for the new Landscape contract, the contract will now include Thomasson drive, Hamilton
Avenue, and the community parking lot. The documents are with Collier County procurement department being processed
for solicitation. Bids are due back April 1, 2021.
Moorhead Manor:
Staff has completed the agreement and exhibits; County Attorney’s office is reviewing the final document. CRA staff is
preparing the documents for approval at the next available BCC agenda.
Stormwater:
CRA staff is working with Collier County GMD Capital Project Planning, Impact Fees, & Program Management,
Stormwater Management Section on a new project titled CRA Bayshore Gateway Triangle Area 4 and Pine, Becca, and
Weeks Stormwater Improvements. Blot Engineering, Inc of Cape Coral, FL 33904 has been selected as the engineer of
record and is waiting to review their proposal.
South Bayshore renovation:
Staff has been tasked with revisiting this project, additional information from Isles of Collier is needed to access how to
move forward. A community meeting will be scheduled for discussion.
Sabal Shores street lighting:
Staff has been tasked with evaluating the existing street lighting in the sabal Shores community, a community meeting will be
scheduled for discussion.
Linwood Way:
Staff is waiting on the PO to be opened -Landscape buffer-Staff has awarded the contract to Hannula Landscaping for
$13,899.00
4825 Bayshore Drive:
General cleanup of the building has been completed, new gate installed and landscaping out front has started.

This petition proposed to amend the existing conditional use to increase the air-
conditioned square footage by enclosing an open terrace and reconfigure dormitory
space to increase the number of beds from 104 to 130. Based on the pre-
application meeting, the master plan will be modified to clean up the
interconnection points and pursue shared parking with the Lulu’s Kitchen site.

Long-awaited tower project in East Naples marches on

The old will soon make way for the new, transforming a high-profile corner in East Naples.
A years-in-the-making mixed-use tower project, now dubbed Metropolitan Naples, is advancing — quietly for now.
Demolition permits have been filed for in Collier County.
Once those permits are in hand, the long-idle, vacant buildings are expected to come down quickly at the site, which stretches between Davis
Boulevard to the north and U.S. 41 to the south in an area known as the Gateway Triangle, named for its pizza-like shape.
"It's mainly old metal buildings and they were used as warehouses. They have been vacant for a long time, so it will really clean up the site, just getting
rid of those old buildings," said Jerry Starkey, one of the project's developers.

With the buildings gone and a clean slate, site work should begin by June, which will involve putting in all of the community's infrastructure, from water
and sewer hook-ups and electricity to streets, landscaping and entryways, he said.
"Then we expect the first building to begin construction probably in January," Starkey said.
The development will feature a mix of housing, retail and entertainment in up to three towers, each as tall as 15 to 16 stories — or up to 160 feet.
Most of the retail will be restaurants.

Long time in coming
The upscale development is the brainchild of Starkey and Fred Pezeshkan, both longtime local developers, who won the right to purchase and develop
the property from the county through a competitive bidding process.
The county has targeted the Bayshore/Gateway Triangle area for redevelopment since 2000 — or for more than 20 years.
After some unexpected delays the sale of the redevelopment site closed late last year. The biggest delay? The relocation of a 200-foot communications
tower, which took a few years.
Starkey and Pezeshkan signed an agreement to purchase the five-acre property back in 2016.
County records show a bi-furcated sale by the Collier County Community Redevelopment Agency, with a slice of the property turned over to another
partnership, operating under the name Naples Triangle Development JV/Propco LLC and managed by Roger Saad, with SK2 Capital, a real estate
private equity and capital markets advisory firm headquartered in Naples.
That group will actually build the first tower, which will include roughly 270 luxury rental apartments, along with one or two upscale restaurants on the
bottom floor.
With a second group involved, the entire development can get done much sooner, Starkey said.
Construction should begin on the second tower by next summer. This tower will have luxury condos for sale, but
Starkey and Pezeshkan are still in the planning mode, so they can't offer too many details yet.
"We hope to come to the market with those at the end of the year," Starkey said. "At this point, we are having
focus groups and listening to the market to determine the size of the units, and the features that people are most
interested in."
Each of the two towers will take 18 to 24 months to build.
A question mark
Plans for the third tower are still in flux. There had been strong interest in making it a hotel, but the interest in that
has faded since the pandemic hit, turning the travel industry upside down.

"At this point, we would still be interested in a hotel, but we might end up seeing if the county will allow us to build more residences, instead of a hotel, if
the hotel market doesn't turn around," Starkey said.
Despite the uncertainty over what will go in the third tower, the developers remain confident and upbeat about the redevelopment project.
"We think it's going to be a very successful community and there is tremendous interest for this community, this product, this close to downtown and the
beaches. So it's pretty exciting," he said.
It might be even better if the condos were already finished, given the strength of the Naples housing market at this time, Starkey said.
Naples — and the surrounding area — has seen a surge in residential sales and interest over the past year, thanks to the spread of COVID-19 and other
factors, including bad weather and high taxes elsewhere in the country, which are only encouraging more Northeasterners and Midwesterners to relocate
here.
High-end real estate has been hot.
"I think the demand in Florida generally and Naples specifically is sustainable for a long time into the future," Starkey said. "People like the lifestyle here."
Still a secret
As for the restaurants, the developers remain tight-lipped about the ones they are trying to attract, or have shown interest.
The developers hope to bring in top-notch restaurants that aren't in this market yet, including national chains, as well as smaller, but highly successful
concepts in larger cities, such as New York and Chicago.
"I think when it's all complete we'll have three to five very nice restaurants in the community," Starkey said.

With so many northerners migrating to Florida, he said, it's only natural that more restaurants will follow.
Metropolitan Naples won't be the first redevelopment project in the Bayshore/Gateway Triangle area, but it's still seen as a catalyst project that will spur
more urban renewal.
"We just hope to continue the redevelopment march that was started a long time ago," Starkey said.

If we all owned a business, we'd want to stock it — and probably name it — just the way Catherine Ehrenberger has. Her gallery/studio, at 3954

New in the growing Bayshore Arts (https://badnaples.org/) District, Things I Like has an inventory of items that just fascinate Ehrenberger. They'll likely
fascinate her visitors, too.
There are candles poured inside dusky recycled bottle holders, exuding exotic blends like orange/vetivir/geranium and red ginger/saffron/lime zest.
The jewelry is, for the most part, Florida-made. Ehrenberger has sought hers from local artisans she can relate to for their personal stories, people like
Dakota Osceola, a bead crafter of Seminole heritage. Styles range is from Osceola's delicate beadwork to bracelets that are sleek acrylic bows or
dangling polished mercury dimes.

But what people are instantly drawn to is the art on the walls. RyAnne Curnow's Tje dynamic circles of RyAnne (nee RyAnne Curnow) roll among
watercolor splashes; Maggie deMarco's color-centric abstracts carry her signature scribble; Stacie Krupa's crustaceans glow in yellows, pinks and
greens. Linda Hinkle's large-format abstracts are there, too.
There also are some serene works by an artist named Catherine Ehrenberger. The owner creates some of her paintings in the studio side room of her
1,300 square-foot space.
"I came late to this," she concedes. "I always collected collected art, but I didn't really start painting until four years ago."
That was after she left the corporate world of sales, training and development, which followed one of her furthest departures: working with horses on a
ranch in Texas.
The Downers Grove, Illinois, native said she loved the job and hated to leave: "But I had to get a job that would support the life I'd like to become
accustomed to," she said, laughing.
Ehrenberger said she had always planned to eventually open an art gallery, and that she wanted to make Things I Like "a place to come for strong,
colorful, vibrant art." Bayshore, she said, had a "lively vibe," and she's found her business neighbors to be especially helpful. She even carries some
jewelry by a Bayshore artisan, Amanda Jaron.
"I wanted it to have a community feel," Ehrenberger said. That means there's local art here, and local events. She has two open houses for her artists

Ehrenberger's building was a modest tract house at the corner of Linda Drive. Moving its entrance to the side street and turning its French vanilla and
avocado in white and violet, she created a walkaround gallery with just a section of midwall against which to position one of her handpainted pieces of old
furniture.
The viewer is drawn in so quickly, it's likely you'll circle back around the central wall segment before you see its piece de resistance: the Art-o-mat
(https://www.artomat.org/). Art-o-mats are retired cigarette machines that have come from the dark side to serve as purveyors of tiny art. Packaged in
cigarette box-size packages, the art ranges from painted blocks to framed pieces to even some wearable art, all of it custom-made by contract with Clark
Whittington (https://www.linkedin.com/in/clark-whittington-8272845/) of Winston, North Carolina.
All of the art fits inside cigarette pack containers and is even wrapped in cellophane. This squat machine, with its steamrolled Santoro text, looks as
though Jon Hamm (https://en.wikipedia.org/wiki/Jon_Hamm) in his "Mad Men (https://en.wikipedia.org/wiki/Mad_Men)" character should be lounging
against it. But insert one of the $5 tokens that Ehrenberger carries and out pops art. General depictions, visuals where the cigarette brands once were,
give an idea of what's under each pull. But pieces are unique.

"There are about 100 machines around the country, and some people seek them out just to buy the different artists and see the machines," Ehrenberger
said. It's not only an enticing addition, it keeps with Ehrenberger's philosophy that everyone should be able to afford art.
"Most of my jewelry ranges from $40 to $500," she said. "What's behind all this for me is my belief that original art brings an energy and a vitality that
mass-produced doesn't have."
And energy and vitality are among the Things Catherine Ehrenberger Likes.
