CArr ro ORDER Mary Waller called the meeting to order at 8:34 a.m. She read the procedures to be followed and led in the pledge to the flag. 2. RotL CALI - CoMMITTEE MEMBERSAND STAFF There were 7 active members present when the meeting started, therefore a quorum was established. 3. APPROVAL OF AGENDA AND MINUTE Litha Berger made a motion to approve the agenda which was seconded by Steve Hruby. The motion passed by a vote of 7-0. a LET lT BE REMEMBERED that the Collier County Affordable Housing Advisory Committee met on this date at 8:30 A.lM. ina WORKING SESS/ON in the Human Resources Conference Room in Naples, Florida, with the following Members present: 1.A.5 Packet Pg. 16 Attachment: AHAC Meeting Minutes (signed) - March 2, 2021 (15576 : Affordable Housing Advisory Committee - April 5, 2021) b. A motion was made by Steve Hruby to approve the minutes from the meeting on February 1. 2021 and was seconded by Litha Berger. The motion was passed with a vote of 7-0. 4. INFoRMATIONAL ITEMS AHAC Legislative Support - The group discussed the letters written by staff to Senator Passidomo and Representative Rommel in support of Florida SB 510 and Florida HB 13 exempting the State Housing Trust Fund to be swept. These letters were signed by Mary Waller and sent before the hearing. b. The group was given a listing of all state and federalfunding listed properties taken fromthe Shim berg website. This included a list of all county partnerships with developers. Someof these went out as far as 2050. SHlP allocation pro.jection for FY 21-22 for Collier County is 55.4 million. This is big increase from S0 in FY 20-21. 5. PUBtIc CoMMENT There were 3 public speakers. First, Michael Puchalla told the group that in January, the housing and credit counseling organizations had established a community landtrustwith6 membersfrom the community. They are addressing senior rentals for individuals below 60% and 62 years of age and older. Hacienda Lakes is near Physicians Regional Hospital, has many amenities and will have a 99 year renewable lea_se to keep the property affordable. They are also working on living accommodations for two Sheriffs Deputies to live at the new Sports Park. The plan is to have the construction trailers that will be used during the build to be converted back into living spaces and be rented to the deputies who will have a presence in the Sports Park 24hoursaday. Thefirstwill be at 120% and below and the second at 140% and below. Michaelwill bring updates back to the AHAC periodically. Secondly, Jackie Keay spoke to the group about being an advocate for affordable housing for people of color in Naples. She has seen a lot of prejudice since she was a girl being brought up in Naples and wants to help better the situation- Lastly, Bernardo Barnhart introduced himself to the group as a potential mem ber on the AHAC from lmmokalee. He told the group he filled out an application, but missed the cut-off. Steve Hruby told the group the addition ofa person from lmmokalee has been a desire for years. Jennlfer Mitchell motioned to readvertise the empty seats so that Mr. Barnhart may be included in the consideration for membership. Litha Berger seconded and the group voted 7-0 to accept. The AHAC Committee Vacancy Ranking Sheet was explained to the group. Thegroupdecided that each member should come backto the next meeting with the form filled out. ln lieu of the above motion, staff will forward additional applications to the group before the next meeting in time for review. a c a 6. Acompletelistof all applicantswill be sent out when they are received in the CHS Office. Public Hearing CDBGCV Application - Rachel Hansen gave the group a report on the Golden Gate Senior Center pre application that will be sent out in March. Due tothe COVID response and the fact that the senior center already addresses the target population of low to Moderate income resldents, we are asking that the current Senior Center be demolished. lt is a 40-year-old building and in poor shape. We are requesting funding for a 9,960 sq. ft. building to be built in its place. lt will function as a senior meal site, offer educational opportunities, be a vaccinatlon site, COVID outreach center and a post-disaster recovery center, Public Comment: John Harney asked if there would be adequate ADA parking. Rachel assured the group the building would be ADA compliant as this is a requirement of Collier County building code. 7. STAFF AND GENERAL COMMUNICATIONS Letter to BCC regarding the Manatee Site - The group reviewed the letter that staff drafted to Commissioner Taylor regarding the re-opening of discussion of placlng affordable housing on the Manatee property. Litha Berger stated there is a lot of activity in the area and it is really lmportant to take another look at this property. Litha motioned to send the letter, it was seconded by Steve Hruby and the group voted 7-0 in favor. The letterwill be sent out by staff. 8. ADJOURN There being no fu rther business for the good of the Cou nty, Litha Berger motioned to adjourn the meeting at 10:10 a.m.; Steve Hruby seconded, and the group agreed with a vote of 7-0.
