Landscape Maintenance Report – Mainscape Landscaping Company Mr. Schumacher reported:  Landscape renovation of both Hunter Blvd and Coronado Pkwy is complete.  Refurbishment of Tropicana Boulevard will commence week ending May 1, 2021.  Forms reflecting correct pricing for mulch (per 2 cuft bag) have been submitted to the Procurement Department for modification of the Mainscape bid tab. o $2.50 Labor for application (spreading). o $5.00 Mulch and application. Irrigation  Irrigation water usage for Hunter Boulevard and Coronado Parkway was increased to ensure adequate coverage for new landscaping.  Mainscapes’s irrigation crew lowered irrigation heads on Hunter Boulevard and Coronado Parkway to conform to recommended specifications. VII. Landscape Architect’s Report – McGee & Associates The Summary dated April 6, 2021 reflects plant and tree replacements specified under the Median Refurbishment Project. Tropicana Boulevard No horticultural issues noted. Sunshine Boulevard  Mainscape’s Agronomy group will spray turf gradually for excessive weeds.  McGee & Associates will update the refurbishment plan and replace dwarf Bougainvillea and Blueberry Flax Lily with Bougainvillea Silhouette and Yellow African Iris.  Irrigation heads will be lowered to conform to County specifications prior to mulch application. Coronado Parkway  Mulch application to be scheduled.  Spray areas for weed control where existing Perennial Peanut is/was located.  Mainscape’s Agronomy Department to inspect Paroutis Palms and recommend palm fertilizer and nutrients.  Remove dead stalks, thin out and treat (including the root ball) Paroutis Palms for fungus.  Median #13: remove existing Society Garlic and spray for weeds; provide counts for replacement.  Median #14: Replace Alexander Palm damaged by auto accident. Hunter Boulevard  Mulch application to be scheduled. Water Usage March 2021 water usage per WeatherTrak controller:  Tropicana Boulevard – 373,388 gallons.  Sunshine Boulevard – 398,444 gallons.  Coronado Pkwy & Hunter Boulevard – 345,807 gallons. Six (6) day irrigation schedule implemented due to landscape refurbishment. Mr. McGee will provide Mr. Schumacher an updated list of recommended plantings for Sunshine Boulevard so he can solicit a quote. Mr. Jefferson arrived. A quorum of four was present. MINUTES April 20, 2021 GOLDEN GATE MSTU 3/5 VIII. Project Manager’s Report A. Budget Report Mr. Schumacher summarized the “Golden Gate MSTU Fund Budget 153 dated April 20, 2021” for information purposes and provided an overview of the budget noting:  FY21 Ad Valorem property tax revenue budget is $493,900.00, an increase of 11.44% over FY20.  Total revenue FY21 is $1,304,234.75 including investment interest, transfers, and contributions (minus a 5% reserve of $25,100.00 – based on total revenue plus Investment Interest of $8,000.00).  The FY-21 Millage rate remains constant at 0.5000%.  Current Operating Expense Budget is $330,834.75 of which Commitments total $153,180.06; Expenditures $46,528.33.  Uncommitted Operating Expense funds available are $131,126.36.  The Landscape Ground Maintenance Purchase Order, Line 17, is for routine monthly maintenance. Resolution of inconsistencies between contract specifications and actual bills submitted resulted in payments processed for September through November 2020.  When the amount of funds expended in Line 16 exceeds the amount budgeted, the negative figure in budget remainder column will be shown in red through the end of the fiscal year.*  The Landscape Incidentals PO, Line 16, will fund median landscape refurbishment. The budgeted amount will be increased from $30,000.00 to $55,000.00, as approved by the Committee, via a transfer of funds out of Capital Outlay or expending Operating Expense balance.  Florida Power & Light expense funds electricity for lights and pumps.  Forestry Resources, operating under a County Contract, will supply mulch for application upon completion of median refurbishment.  SiteOne supplies parts for the irrigation system.  Transfer to 111, Line 35, is reimbursement for Staff salaries.  Improvements General Fund, Line 32, reserved to fund capital projects or multi-year landscape contract deficit, available balance is $904,300.00, a reduction of $700.00 for purchase of a laptop for Staff.  Budget Transfers Appraiser and Tax Collector, Lines 36 and 37, are fees billed by the appropriate entities.  Total available balance, less committed expenses, is $1,091,7555.38. * Mr. Schumacher noted the negative dollar figure for Line 16, Landscape Incidentals, will be offset by the reserve surplus in Operating Expense, Line 32. B. FY-22 Budget Golden Gate MSTU Proposed Fund Budget Fiscal Year 2022 Mr. Schumacher presented the “Golden Gate MSTU proposed budget for Fiscal Year 2022” effective October 1, 2021 noting:  Funds not expended in FY-21 are carried forward into the FY-22 budget.  Capital Outlay Funds  FY-21 budget of $905,000.00 will increase to $1,181,200.00 in FY-22.  Overall budget expenses are decreased by 6.5%.  Capital is accumulating in anticipation of the MSTU participating financially in community redevelopment projects that are consistent with the MSTU ordinance.. MINUTES April 20, 2021 GOLDEN GATE MSTU 4/5  If necessary, funds can be transferred from Capital Outlay to Operating Expenses via a budget amendment approved by the Board of County Commissioners (BCC). Estimated time frame for transfer process is six (6) weeks. The Committee queried funding sources available for catastrophic events. Mr. Schumacher noted the Capital Outlay Fund can be accessed by the Committee to finance repairs/replacement of assets related to a catastrophic event such as a hurricane. Mr. Schumacher will investigate establishing a separate “Reserve” line item within the Capital budget to be designated for hurricane preparedness. Chair Spencer motioned to approve the proposed FY-22 budget for the Golden Gate Beautification M.S.T.U. Second by Mr. Jefferson. Carried unanimously 4 – 0. Millage Rate The M.S.T.U. has 2 options for the millage rate currently assessed at 0.5000: 1. Lower the current millage rate to maintain the FY21 MSTU income level, a “Revenue Neutral” millage rate. 2. Continue the current millage rate to enable MSTU revenues to fluctuate in tandem with ad-valorem taxable property values, a “Millage Neutral” rate. Ms. Holmes motioned to maintain the current millage rate of 0.5000 for FY-22. Second by Mr. Jefferson. Carried unanimously 4 – 0. C. Median Refurbishment – Plant Replacements Discussed under Item VII IX. Old Business Mr. McGee will submit a proposal to research decorative fence options for the Parkway Bridge. X. Public and Board Comments Mr. Jefferson reported: The Parkway Bridge project was discussed at the Golden Gate Development Zone meeting including the feasibility of narrowing the medians and traffic lanes on Golden Gate Parkway and installing sidewalks. A Civic Association meeting addressed redevelopment options for the Golden Gate Golf Course owned by the County. The Board of County Commissioners (BCC) ultimately determines the use. XII. The project will install wider sidewalks, street trees, and lighting thereby making the corridor safer, and more inviting for residents, visitors and businesses. Golden Gate Parkway RAISE Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Page 2 of 4   Project Location: o Golden Gate City is a tight-knit community of approximately 36,000 people residing in a four-square-mile area situated one mile east of I-75 and eight miles northeast of Naples in Collier County, FL. o Three of the four census tracts within Golden Gate City (104.1, 104.11 and 104.2) have been defined as areas of Persistent Poverty zones. o The Golden Gate Parkway Complete Streets Transformation Project will enhance and create additional sidewalks, pedestrian and transit features, and mobility facilities in Golden Gate City.  Golden Gate City has a vision to create a safe, diverse, family-oriented community that offers easy access to education, parks, shopping and services within a vibrant walkable community.  Over the past several years, consistent policies, plans and ordinances emphasizing the vision of a vibrant economic hub with improved aesthetics and walkability have been approved.  This grant will help revitalize and rebuild the Golden Gate Parkway corridor which is central to stimulating the community redevelopment and attract private development.  This project is designed to grow the existing pedestrian network by providing expanded, wider and safer facilities to accommodate bicyclists and pedestrians and initiate the community renewal for economic development through the infrastructure improvements.  According to the 2019 American Community Survey 5-year estimates, over 17% of the population of Golden Gate City live in poverty. The national average for the same timeframe is 10.5% and the State of Florida is 12.7%. The Median household income in 2019 dollars for Golden Gate City is under $49,000 the median household income for Collier County is just under $70,000.  Approximately 34% of those living in Golden Gate City work in the Service Industry and over 20% work in the construction industry. Golden Gate City is over 60% Hispanic or Latino. Over 21% of the population of Golden Gate City carpools to work. Residents of Golden Gate City are almost 3 times as likely to commute to work on a bicycle than that of the national average, indicating that if there were safer and more efficient pedestrian, bicycle and transit accessible facilities, they would be used.  This project will include better and wider bicycle and pedestrian facilities that will connect residents to employment and shopping hubs, several local schools, and existing businesses along the corridor. It will also entice more businesses to invest in the community and strengthen the local economy. The enhanced mobility to jobs and services will provide opportunities to thousands of people in a predominantly minority and low-income neighborhood. The combined benefits will help transform a distressed area. This Golden Gate Parkway RAISE Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Page 3 of 4  investment in the area could make a significant difference in the economy, the creation of jobs and continue to transform the community.  The Collier MPO, as part of their Bike and Ped Master Plan in 2019, created a map of the Environmental Justice (EJ) areas within Collier County and designated the area of Golden Gate City as a Very High EJ area. The Collier MPO’s 2021 Local Roads Safety Plan listed Golden Gate Parkway as the #1 Intersection High Crash Corridor on two of the Emphasis Area criteria tables. The Collier MPO also designated the Golden Gate Parkway corridor as a medium crash area with most of the crashes involving people walking and biking occurring on higher speed and higher volume roads such as Golden Gate Parkway. In 2018, the Collier MPO completed the Golden Gate City Walkable Community Study which prioritized many of the projects included in the grant.  This project will: o Provide connected facilities that will enhance investments that the County has recently made within the area and further the goals, objectives and policies in the Golden Gate Area Master Plans, Opportunity Zones, and Walkability Study. o Provide safe areas for residents to be able to travel either directly to their employer or to board the Collier Area Transit system.  Project benefits: o Safety – the project will convey traffic safer and more efficiently and decrease the potential for crashes. o Environmental Sustainability – reducing carbon emissions, noxious emissions and reduces environmental impacts as it relieves congestion. o Quality of Life – Currently residents of Golden Gate City have limited access to good local jobs and opportunities within their community. This project is a great opportunity for walkers and cyclists to safely use the new facilities for recreation and as a means to access jobs, medical services, and education centers. o Economic Competitiveness – the project will improve access to the transportation network by bringing transit stops into ADA compliance and creating safer stops at heavily used locations. These modifications to the roadway and transit facilities will help transform the community and local economy. o State of Good Repair – the project will carry people and goods safely and more efficiently. o Redevelopment – A large commercial development used to be home to a Kmart but has been vacant for several years. This large vacant store and parking lot are centrally located on Golden Gate Parkway which is the backbone of the economic redevelopment of the community.
