EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners, acting as the Airport Authority, award
Invitation to Negotiate No. 19-7664, “Immokalee Regional Airport Hangar/Commercial
Aeronautical Development,” and authorize its Chair to sign the attached Collier County Airport
Authority Leasehold Agreement for Hangar Construction with Global Flight Training Solutions,
Inc., for the construction of hangars at the Immokalee Regional Airport.
OBJECTIVE: To generate revenue by leasing an available parcel of land at the Immokalee Regional
Airport (“IMM”) to a private developer for the purposes of operating a flight school by constructing
office space and aircraft hangars.
CONSIDERATIONS: On October 30, 2019, the Procurement Services Division sent notices of
Invitation to Negotiate (“ITN”) No. 19-7664 to two thousand six hundred thirty-nine (2,639) firms for
“Immokalee Regional Airport Hangar/Commercial Aeronautical Development” for the lease of three
parcels. One hundred thirty (130) parties viewed the ITN package, and the Authority received three
proposals by the January 14, 2020 deadline from Marco Hangars, LLC, Collier Mosquito Control District,
and Global Flight Training Solutions, Inc. Staff determined all three proposals to be responsive and
responsible.
A selection committee met on February 25, 2020 to evaluate and score the proposals and determine if the
County should move forward with negotiations. After reviewing and ranking the proposals, the selection
committee discussed how many firms to bring back for negotiation. By consensus, the committee decided
to bring all three firms back for negotiation.
Each vendor proposed to lease a different parcel as follows:
Collier Mosquito Control District Parcel A
Global Flight Training Solutions, Inc. Parcel B
Marco Hangars, LLC Parcel C
The negotiations with Global Flight Training Solutions, Inc. for Parcel B successfully resulted in the
attached proposed leasehold agreement.
Collier Mosquito Control District (the “District”) initially had an interest in Parcel A, but after
negotiations with Marco Hangars, LLC on Parcel C failed, the District and staff successfully negotiated
lease terms as to Parcel C. That agreement will be brought back separately at a future meeting. Staff also
intends to resolicit for Parcel A in the future.
Through the negotiation process, staff determined that the proposed terms with Global Flight Training
Solutions, Inc. are beneficial to the Authority. The term of the fully-net Lease is forty (40) years. It is for
a parcel of land approximately 141,330 square feet to be used for the construction, and subsequent
operation of, aircraft hangars at IMM, inclusive of three steel buildings approximately 10,000 square feet
each, consisting of aircraft hangar units, office space and restrooms. Within six months of the effective
date, Tenant shall deliver to the Authority all plans and specifications, along with a proposed schedule,
which shall be reviewed and approved by the Authority prior to permitting. The plans and specifications
shall adhere to all federal, state, and local development codes, regulations, and ordinances.
The initial lease rate of $1,295.53 per month, plus applicable taxes, currently 7% or $90.69, for a monthly
total rent payment of $1,386.21 shall commence when a Certificate of Occupancy is issued by Collier

County and based on the square feet of completed construction and land use of each improvement by
tenant. The rent may be increased annually in accordance with the Authority’s lease rental rate adjustment
program. In addition to rent, the Tenant will pay an annual Commercial Operating Fee, currently $200,
plus applicable sales tax, per the Authority’s published Rates & Charges.
Tenant shall comply with all initial and ongoing insurance and bonding requirements, including a
performance bond or letter of credit in a sum equal to the full cost of all such improvements, furnished
prior to the start of construction.
Upon lease termination, Tenant agrees that all right and title to any alteration s, additions and
improvements made to the Premises during the Lease term shall vest in the Authority, however the
Authority reserves the right to cancel or terminate the lease if the Tenant is found to have defaulted on its
obligations, or if cancellation is deemed necessary by the Authority to implement any phase or portion of
any Airport Master Plan adopted by the Authority, however such option, if exercised, shall entitle the
Tenant to compensation for the fair market value of the leasehold interests and improvements.
FISCAL IMPACT: Monthly rent in the amount of $1,295.53 plus applicable sales tax of 7% of $90.69
and commercial operating fee of $200 annually shall be deposited in Authority operating Fund (495),
Immokalee Regional Airport Cost Center (192330).
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with the
Executive Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
RECOMMENDATION: Recommendation that the Board of County Commissioners, acting as the
Airport Authority, award Invitation to Negotiate No. 19-7664, “Immokalee Regional Airport
Hangar/Commercial Aeronautical Development,” and authorize its Chairman to sign the attached Collier
County Airport Authority Leasehold Agreement for Hangar Construction with Global Flight Training
Solutions, Inc., providing for the construction of hangars at the Immokalee Regional Airports.
