EXECUTIVE SUMMARY
Recommendation to accept the annual Retired and Senior Volunteer Program grant award from
the Corporation for National and Community Service in the amount of $75,000 and authorize the
necessary Budget Amendment.
OBJECTIVE: To provide persons fifty-five (55) and older volunteer opportunities through Collier
County’s Retired and Senior Volunteer (RSVP) grant program.
CONSIDERATIONS: Co-sponsored by Collier County since 1990, RSVP places senior volunteers in
various non-profit organizations and County agencies to provide support and community service. The
Collier County Community and Human Services Division (CHS) will continue to administer this project,
which is seventy percent (70%) sponsored by the Corporation for National and Community Service.
The Corporation for National and Community Service (CNCS) Program provides a three -year grant with
a funding period of 07/01/2021 to 06/30/2024 and a total grant award of $225,000. Year one of the grant
period is from 07/01/2021 to 06/30/2022. The award amount for the first year is $75,000. The RSVP
grant has a budgetary local match requirement of thirty percent (30%) of the total award. However, due to
COVID-19, CNCS has allowed flexibility in meeting the match requirement for year one of the gr ant
program waiving the requirement if the County cannot provide the full required match. The thirty percent
(30%) match will be required in years two and three and the match will be met through cash contributions
and in-kind services. The program is further supported by donations from local businesses for volunteer
recognition events.
On September 8, 2020, The Board of County Commissioners (Board) approved an “After-the-Fact”
submission to apply for the Corporation for National and Community Service RSVP 2021-2024 renewal
grant application in the amount of $225,000. The official notice of award was received on March 31,
2021, and the award amount for the first year is $75,000.
FISCAL IMPACT: The Corporation for National and Community Service will provide $75,000 in grant
funding for RSVP, with a thirty percent (30) match requirement of $32,143. CHS will provide the cash
match in the amount of $17,143; the remaining balance of $15,000 will be provided through in-kind
services, primarily from the Bone-builders volunteer classes. Budget Amendments are required to
appropriate grant revenue and a cash match within the appropriate Human Services Grant Fund (707) and
Human Services Match Fund (708), Project 33746. Local match is available within the Human Service
Match Fund (708) Reserves supported by a transfer from the General fund (001) transfer and a transfer
from Client Assistance Cost Center (155930) in the amount $4,943.00 to Human Services Match Fund
(708).
The match requirement; however, has been waived in year one of the grant program due to COVID-19.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
Item.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. - JAB
