EXECUTIVE SUMMARY
Recommendation to accept an update on COVID-19 related relief funding and ongoing community
assistance programs, and to authorize the County Manager or designee to execute any funding
agreements necessary for the American Rescue Plan Act Coronavirus State and Local Fiscal
Recovery Fund.
OBJECTIVE: To receive an update on COVID-19 relief funding and ongoing community assistance
programs.
CONSIDERATIONS: Since the onset of the global COVID-19 health pandemic, Congress has passed
several pieces of legislation that provided funding for states, counties, municipalities, and tribal
governments. Large pieces of legislation, such as the Coronavirus Aid, Relief, and Economic Security
(CARES) Act, The Consolidated Appropriations Act of 2021 - which included a $900 billion COVID-19
Relief package - and the American Rescue Plan Act 2021 made funds available for a variety of uses for
pandemic recovery. In addition, several existing grant programs, like the Community Development Block
Grant, were repurposed to address COVID-19 response. A list of all COVID-related funds received and
allocated to Collier County is attached as backup to this executive summary.
While some funding awards have very tailored uses, some state and local funding was left to the
discretion of local governing bodies to decide on its allocation following guidance from the U.S. Treasury
Department. The CARES Act was signed into law on March 27, 2020 and included a $150 billion
Coronavirus Relief Funds (CRF) to provide payments to State, Local, and Tribal governments navigating
the impact of the COVID-19 outbreak. On June 16, 2020, Governor Ron DeSantis announced Florida’s
plan to distribute $1.275 billion in CARES Act funds to counties with a population below 500,000,
including $67,162,432 to Collier County.
Since receiving these funds, the Board authorized several different programs designed to put money into
the community as quickly as possible - including granting staff maximum flexibility to submit internal
County expenses, County public safety expenses, Constitutional expenses, and other eligible
governmental expenses to meet the State’s deadline for accounting for the full appropriation of CRF
funding to Collier County, and directed continued implementation of the Collier CARES program.
At their February 9, 2021 meeting, the Board authorized an additional $21.7 million community
assistance program through December 31, 2021 that included programs designed to continue community
support and expand the use of other relief programs. Funding is sufficient to meet the program needs thus
far. Staff has stood up an assistance center that interested applicants can set an appointment and receive
help with an application being filed. Appointments can be in-person or over the phone.
The Collier Community Assistance Program launched on March 29, 2021 and to date, staff has received
and are processing 1,120 applications for the program. Of these applications, only two have been for
utilities assistance. The Collier County Water and Sewer District has halted utility disconnections since
the onset of the health pandemic, but as of June 1, 2021 will resume normal operations. The City of
Marco Island resumed normal operations in January 2021, and the City of Naples and Lee County
resumed in March 2021.
On March 11, 2021, the American Rescue Plan Act of 2021 was signed into law. Included in the
legislation was a $350 billion Coronavirus State and Local Fiscal Recovery Fund - Collier County is
expected to receive an allocation of $74,649,373, but this is subject to change upon official notification.
Like the CARES Act, uses of these funds will be directed by the local governing body while following

Treasury guidance. The final rules are still being developed, but the American Rescue Plan Act included
more flexible uses than the CARES Act.
The American Rescue Plan Act allocates $65.1 billion in direct federal aid to all counties based on their
share of the U.S. population. Allowable uses outlined in the bill include (but are not limited to):
• Responding to or mitigate the public health emergency with respect to the COVID-19 emergency
or its negative economic impacts.
• Providing government services to the extent of the reduction in revenue.
• Make necessary investments in water, sewer, or broadband infrastructure; and
• Responding to workers performing essential work during the COVID-19 public health emergency
by providing premium pay to eligible workers of the county that are performing such essential
work, or by providing grants to eligible employers that have eligible workers who perform
essential work.
Funds from the American Rescue Plan Act are expected to be received on May 10, 2021 and further
regulations and guidance may be issued by the Treasury Department in the coming weeks. Staff will bring
a formal recommendation for allocation following receipt of funds and guidance on their use. Once a
funding agreement is available, approval of this item today will allow the County Manager to accept the
funds appropriated for Collier County.
FISCAL IMPACT: A Budget Amendment will be needed to recognize the American Rescue Plan Act
federal grant funding at a future Board meeting. Staff will distribute funds for eligible expenditures in
accordance with Board-approved policy.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
item.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues, and requires a majority vote for any Board action. -JAK

The CRF allocation is in lieu of the State's annual SHIP allocation for the period of FY20‐23.
OAA amendments to the CARES funding expanded allowable activities to include Home Delivered Meals and Recreational Materials
OAA funding has come through two programs, the Family First Act (FAM 1ST) and the CARES Act (CARES). FAM 1ST funding is an amendment to the existing
annual funding agreement. CARES funding has been issues under a separate agreement.
Current award allows grantees to recapture lost revenue due to decline of trips provided. The recapture amount is based on a CTD formula up to the
maximum monthly allocated award amount and covers state fiscal year awards 2019 and 2020.
Annual RSVP Match Requirements waived.
SHIP Increase to current FY20 award is not disaster specific but encouraged to be used for eligible applicants affected by the ongoing crisis.
TRSA ‐ Telephone Reassurance and Shopping Assistance are new grant funded activities specific to COVID.
State Aging Programs did not receive add't funds, just the ability to use current funds for COVID related activities including TRSA.
FTA 5307 Regular Apportionments for years 2015 ‐ 2020: ER Flexibility only applies to funds that have not passed their period of availability, including
