EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners endorse and approve the County
Manager’s new senior leadership corporate organizational structure, staffing complement,
approach, and responsibilities to take effect immediately, and approve all necessary budget
amendments.
OBJECTIVE: To establish and staff the new corporate senior leadership team and related structure and
responsibilities.
CONSIDERATIONS: On March 23, 2021, the Board chose Mark Isackson unanimously to become the
County Manager, assuming control of operations of the County Manager Agency on May 3, 2021.
Ordinance 2013-40, the Collier County Administrator’s Ordinance, makes the County Administrator
responsible for the administration of all departments that are responsible to the Board, including the
responsibility to select, employ, and supervise all personnel and fill all vacancies under the jurisdiction of
the Board.
A new CEO is expected to bring together a group of talented corporate senior leaders that possess candor
and will stress accountability necessary to advance the organizations objectives, foster a culture of
efficiency and implement policy as directed by the County’s elected leadership. The County Manager has
made some initial decisions about how specific areas of County government and the related
organizational structure will evolve and change to best meet the needs of our residents and visitors;
continue our prudent fiscal stewardship; foster a culture of efficient and effective service delivery; an d
emphasize organizational accountability, all of which will position Collier County Government to meet
the challenges of growth, escalating capital infrastructure needs, and community expectations.
Ordinance 2013-40 requires that the Board confirm the County Manager’s appointment of Assistant
County Administrators and Department Heads. Mr. Isackson is making the following appointments to the
Agency’s executive leadership team that require confirmation:
• Sean Callahan, Deputy County Manager
• Amy Patterson, Deputy County Manager
• Daniel Rodriguez, Public Services Department Head
• James French, Growth Management Deputy Department Head
• Trinity Scott, Growth Management Deputy Department Head
Generally, the role of Deputy County Manager serves as the chief operating officer assisting the County
Manager in the management and oversight of all aspects of Agency operations, finances, and human
resources.
The County Manager’s office, as envisioned, will be engaged and undertake a much more prominent role
in the administration and management of all government functions. As such, organizational changes
underway will be better served by utilizing two (2) Deputy County Managers that divide the duties of the
oversight of agency operations and capital initiatives. Mr. Callahan will be overseeing all corporate
operational functions including those of the Administrative Services Department which functions will be
collapsed under the County Manager’s office. Ms. Patterson’s role will be everything capital planning,

execution, and related agency coordination. Capital project visibility from the County Manager’s office is
seen as critical as the County prosecutes its current capital initiatives and prepares for future projects. Mr.
Callahan and Ms. Patterson have extensive general governmental experience, proven leadership skills,
education, demonstrated management abilities, and a knowledge of County operations and personnel
which make each of them uniquely qualified to fill these positions.
The County’s Public Services Department is comprised of eight divisions consisting of 479 full time
employees with an annual operating budget of $113.3 million plus an ongoing capital budget exceeding
$83 million. Mr. Rodriguez is well-qualified to lead this department with his previous experience and
knowledge of agency operations.
The County’s Growth Management Department is comprised of eight divisions consisting of 557 full
time employees with an annual operating budget of $111.8 million plus an ongoing capital budget
exceeding $307 million. This department will be separated into two distinct sections with focus on
transportation planning, construction, and maintenance: and community development planning and
regulatory functions. Two Deputy Department Heads will lead each section in the execution of these
critical operations. Mr. French and Ms. Scott, with their extensive knowledge of these operations, will
serve in each of these positions, respectively.
George Yilmaz will continue to serve the County in his capacity as Public Utilities Department Head.
Other changes to the Agency’s organizational structure will be regularly briefed and updated to the Board
as they are implemented strategically over the coming months.
FISCAL IMPACT: Each Deputy County Manager will earn a salary of $170,000 annually. The Public
Services Department Head will earn a salary of $160,000. The Deputy Department Head in charge of
Community Development planning and regulatory functions will earn a salary of $155,200 and the
Deputy Department Head in charge of Transportation planning, construction and maintenance will earn a
salary of $150,000. The shift of personnel based upon organizational changes and salary adjustments
outside of the County Manager’s office (pluses and minuses) is negligible. A budget amendment totaling
$375,000 is necessary to cover separation pay and the relocation of three (3) FTE’s into the County
Manager’s cost center when final structural changes are implemented. Existing appropriations will be re -
positioned and there will be no impact to reserves. To the extent possible based upon timing, many of the
new organizational changes will be reflected in the adopted FY 2022 budget. No new FTE’s are
requested.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
item.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney. Section Six (a)
11 of Ord. No. 2013-40 (the Collier County Administrator’s Ordinance) provides as follows: “The
County Administrator shall be responsible for the administration of all departments that are responsible to
the Board and for the proper administration of all affairs under the jurisdiction of the Board. To that end,
the County Administrator shall by way of enumeration and not by way of limitation, have the following
specific powers and duties to: …Select, employ and supervise all personnel and fill all vacancies,
positions or employment under the jurisdiction of the Board except the County Attorney. However, the
employment of an Assistant County Administrator, and all Department Heads shall require
confirmation by the Board.” (emphasis added). Accordingly, this item is approved as to form and
legality, and requires majority vote for confirmation. - JAK
