OBJECTIVE: To maintain historic resources entrusted to the Museum Division in accordance with accepted historic preservation practices and standards. CONSIDERATIONS: The Museum Division preserves and interprets important artifacts of local history for the edification and enjoyment of residents and visitors. The Naples Depot is listed on the National Register of Historic Places. Collier County holds a 90-year lease on the Depot to operate it as a museum telling the history of Naples and Collier County development through the lens of transportation. Under the terms of the lease, the lessee is responsible for the maintenance of the building and train cars in accordance with accepted historic preservation practices and standards. The Haskell & Barker Caboose #99093 was donated to Southwest Heritage, Inc. and delivered to the Naples Depot in 1978 from Alexandria, Virginia. The 1909 Southern Railroad Caboose nicknamed "Soo City," now bears the Atlantic Coast Line logo, numbering, and color scheme to represent what heavy equipment came through the Naples Depot during its tenure as a working train depot. Extensive general replacement/repair projects were conducted on the Caboose circa 1988, 1998, and 2008; it is reasonable to assume that similar projects were done prior to the Caboose's arrival at the Depot. Recognizing that the Caboose is again in need of repair work, Museum staff sought the expertise of Historic Preservation Architects on a continuing contract. Parker Mudgett Smith Architects has completed an assessment of the structure's needs and produced construction documents and specifications for completion of the work. The initial release of the bid package to General Contractors on continuing the contract resulted in one submittal received at over thirty percent (30%) higher than the architect's estimate of the probable cost of $141,750. The project was re -bid and the base bid came in at $110,400. Staff is recommending that the project be fully funded at $142,600 to allow a contingency for unforeseen circumstances once the contractor begins work and for lead paint abatement. Due to the negative impact of the COVID-19 pandemic on Collier County's tourist tax receipts, the Museum Division made significant cost containment decisions midyear in FY20 and saw an eleven percent (I I%) reduction in its overall budget for FY21. One of the ways these reductions were achieved was through defunding and reprioritization of capital projects. Any new enhancement projects were deferred, and only safety, security, and critical historic preservation projects are being advanced until revenues closer to historic levels can be anticipated with confidence. As such, new monies were not budgeted for the Caboose restoration in FY21 and now need to be transferred from residual monies from completed projects and a suspended enhancement project previously funded in FY20. FISCAL IMPACT: Staff has prepared a Budget Amendment adding $51,991.41 in residual monies from completed projects at the Naples Depot Museum and $47,956.95 from the deferred garden enhancement project at Collier Museum at Government Center to the $42,651.64 available in the Caboose project (50521) to fully fund the construction portion of the restoration of the Caboose at the Naples Depot Museum at a total of $142,600. The source of funds is Museum Capital (314), which is funded through transfers from Museum Operating (198) and the General Fund (001).
