EXECUTIVE SUMMARY
Recommendation to approve the "After -the -Fact" submittal of an FY21 Community Development
Block Grant Coronavirus Relief Funding Pre -Application to the Florida Department of Economic
Opportunity in the amount of $6,076,900 for the demolition and replacement of the Golden Gate
Senior Center.
OBJECTIVE: To obtain State Department of Economic Opportunity (DEO) Community Development
Block Grant Coronavirus Relief (CDBG-CV) funding for the demolition and replacement of the Golden
Gate Senior Center.
CONSIDERATIONS: On February 1, 2021, the Florida Department of Economic Opportunity
announced funding available to state and local governments for Coronavirus relief. The total state
allocation available is $92,000,000. The DEO announced a pre -application round for units of local
government. If the DEO approves the pre -application, an invitation to submit a full application will be
provided later in the spring or summer. The funding requested in the pre -application is for the demolition
and replacement of the Golden Gate Senior Center. The existing structure is over forty (40) years old and
is currently used for a variety of community programs, including serving as a meal site for seniors, as a
community meeting space, and as a recovery center during emergencies. If funding is awarded, the
existing building will be replaced with a much larger structure designed and built to current building
codes. Upgrades to the building will include impact -rated operable windows to increase air circulation
and create enough space to allow for proper social distancing during programs thus reducing the
opportunity of spreading COVID-19.
The pre -applications were announced on February 1, 2021 and were due March 15, 2021. Due to the short
turnaround, CMA #5330 authorizes the County Manager to approve the submittal of grant applications
followed by "after -the -fact" approval by the Board of County Commissioners (Board) at the next
available Board meeting. The County Manager approved the submittal of the pre -application on March
11, 2021 and is attached to this Item.
CDBG-CV projects must meet the National Objective of benefiting low- to moderate -income persons
(LMI). The proposed project was advertised at the Affordable Housing Advisory Committee (AHAC)
meeting on March 2, 2021 and no public comments were received.
CDBG-CV funding does not require a match, however, funding in the amount of $225,000 will be used
for furniture, fixtures, and equipment (FFE) which is not an eligible grant expense. Funding for FFE is
available from the General Fund.
FISCAL IMPACT: At this time, there is no Fiscal impact on the County. The total project cost is
$6,076,900. CDBG-CV funding does not require a match and is federally funded one -hundred percent
(100%). If the project is selected for funding by DEO, the Community & Human Services Division
(CHS) will use $50,000 for administration for the grant. Funds would be appropriated into CHS Fund
(705). Local funds in the amount of $225,000 will be used for furniture, fixtures, and equipment that are
not eligible for grant expenditures under the CDBG-CV program. Funds are available in Countywide
Capital Project Fund (301) Golden Gate Senior Center Rehab project supported by a transfer from the
General Fund (001). If funds are awarded, a grant agreement and Budget Amendments will be brought to
the Board at a future date.
GROWTH MANAGEMENT IMPACT: Award and implementation of this project will further the
Goals, Objectives, and Policies of the Capital Improvement, Recreation and Open Space, and

Intergovernmental Coordination Elements of the Growth Management Plan.
LEGAL CONSIDERATIONS: The Board will have the opportunity to submit a full application if
invited by DEO. Accordingly, this Office has no issue with respect to the legality of this request, which
is appropriate for Board action and requires a majority vote for Board action. -JAB

The Community and Human Services (CHS) Division is applying for Community Development
Block Grant funding through the State DEO for the demolition and replacement of the Golden
Gate Senior Center.
The total project cost and grant application request is in the amount of $6,076,900. The grant --
amount of $6,076,900 is 100% federally funded and requires no match. An additional $225,000 0
in local contribution will provide for furniture, fixtures, and equipment which are not eligible under w
the CDBG-CV grant program. Local funds are available within the Countywide Capital Project
Fund 301 under the Golden Gate Senior Center Rehab Project and supported by a transfer from
General Fund (001).

Recipients are required to take reasonable steps to ensure

Proficiency:
It is the policy of the Community and Human Services Division of Collier County to take

Golden Gate Senior Center Rebuild

The purpose of this project is to demolish the Golden Gate Senior Center - located at
4898 Coronado Pkwy, Naples, FL 34116 - and to design and build a new structure that
will replace the existing one. The existing Senior Center building is over 40 years old.
Currently, the building is used for a variety of community programs, including serving as
a meal site for seniors, as a community meeting space, and in emergencies as a
recovery center. Since this facility serves as a community center, it will serve as a
vaccination site for seniors and other residents in the community. We believe it would
best serve the community and aid in the prevention of the spread of coronavirus to
replace the Senior Center with a new, larger structure designed and built to the current
Codes. Upgrades from the current building will include impact rated operable windows
to increase air circulation, as well as the installation of a HEPA fan/filtration system. A
site analysis recently conducted on the overall area established what is the maximum
square footage that can be constructed on this site without impacting viability and
parking requirements. By demolishing the existing 7,083 SF building, we would create
enough space to erect a new 9,960 sf structure, allowing for better social distancing
during programs thus reducing the opportunity for person -person spread. The EPA has
indicated that airborne transmission can be reduced when the layout, design, HVAC
system are all imoroved.

Project/Program Need: Describe the need for the proposed

The COVID-19 pandemic has vastly changed the way the Golden Gate Senior Center is
utilized. Social distancing requirements have decreased the number of seniors who can
participate in on -site programs. Additionally, social distancing is a concern in the event
of the use of the Senior Center in a public safety context. This region has seen many
hurricanes and wildfires and the Senior Center has often operated as a Post Disaster
Recovery Center, where elderly and other residents can meet and interact with FEMA,
Red Cross, and Salvation Army representatives. By building a new, larger structure
completely up to Code, the vulnerability of the population residing in this area could be
greatly diminished. Having a new building that can safely and reliably host Post Disaster
Recovery activities after an emergency event has become an essential need for the
residents in this area, especially for the elderly. The new Senior Center will also serve as
an ideal site for vaccine and PPE distribution, given the projected continuing need for
these items. If the need for booster vaccinations is necessary, this facility can also serve
as an ongoing site to serve this Low -Moderate income area and the seniors who benefit

Part IX - CARES Act Justification
Demolition and Replacement of Golden Gate Senior Center
Describe how this activity will prevent, prepare for, or assist in the
recovery from the coronavirus pandemic.
Prevention of coronavirus is addressed in the design of the new Senior Center with
upgrades from the current building, including impact rated operable windows to increase
air circulation, as well as the installation of a HEPA fan/filtration system. The square
footage of the new facility will be increased, allowing for better social distancing during the
various programs offered at the Senior Center, reducing the opportunity for person -to -
person spread. The new Senior Center will serve as an ideal site for vaccine and PPE
distribution, given the projected continuing need for these items. If the need for booster
vaccinations is necessary, this facility can also serve as an ongoing site to serve this Low -
Moderate income area and the seniors who benefit from this facility.

Collier County Community and Human Services will submit a pre -application on behalf of Collier County
government to the Florida Department of Economic Opportunity (DEO) for Community Development Block Grant
— Coronavirus Relief Funding (CDBG-CV) Entitlement Program. The CDBG-CV programs are designed to help
local governments prepare for, prevent, or respond to the health and economic impacts of COVID-19. The
activities must be critical to locality and primarily for the benefit of low- and moderate -income residents.

COMMUNITY DEVELOPMENT BLOCK GRANT, HOME INVESTMENT PARTNERSHIPS
PROGRAM AND EMERGENCY SOLUTIONS GRANT PROGRAM
Collier County's Consolidated Annual Performance and Evaluation Report (CAPER) for the 2019-2020
Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and
Emergency Solutions Grant (ESG) is available for viewing and public comment from February 8, 2021 to February
24, 2021.
The CAPER is comprised of statistical and financial statements and narratives describing activities carried out
during the 2019 -2020 program year. During PY19, Collier County expended the following federal funds:
approximately $2,100,000 In CDBG funds, $310,000 In HOME funds, and $250,000 in ESG funds with all
expenditures benefiting very low -to moderate -income persons in Collier County.
Public Comment Period
Copies of the CAPER will be available at all of the Collier County public libraries as well as the Collier County
Community and Human Services Division, 3339 E. Tamiami Trail, Suite 211, Naples FL 31112 and on our website,
www.colllercountyfl.gov, during the public comment period. The public Is invited to review the CAPER and
submit written comments to 'the Collier County Community and Human Services Division no later than February
24, 2021. The CAPER, including a summary of public comments received, will be sent to the U.S. Department of

2021 Entitlement Grant Cycle opens January 4 and closes at noon on February 8. If you plan to apply for funds
from the Community Development Block Grant (CDBG), CBG-CV, Home Investment Partnerships (HOME)
Program, Emergency Solutions Grant (ESG), ESG-CV and/or Local Housing Trust Fund (LHTF) Program, you
must apply between January 4 and noon on February 8. In addition, each applicant must participate in a
mandatory one-on-one technical assistance meeting with county staff to discuss your goals and objectives and to
ensure you are aware of the due diligence necessary before, during and after any grant award. These mandatory
meetings will be scheduled January 20-22.Once the application window closes, all applications will be reviewed
for completeness. Any corrections to applications will be addressed before they are given to the Review and
Ranking Committee for scoring. On March 3, the Review and Ranking Committee will convene a public meeting
where each applicant will provide a 10-minute presentation and answer questions from the committee. Once
scores are final, a recommendation report will be provided to the Collier County Manager and conditional award
letters will be sent at the end of March or early in April.
Fair Housing Needs Assessment Survey- (Spanish) — Collier County needs your input by February 5! The county is
preparing its 2021-2025 Five -Year Consolidated Plan, 2021 Annual Action Plan, and Analysis of Impediments to
Fair Housing Choice as required by the U.S. Department of Housing and Urban Development (HUD) under
federal regulations. The Consolidated Plan identifies community needs and provides a five-year strategy for how
HUD grants will be used to develop community resources that address those needs. This document provides
essential information to policy makers, administrative staff, housing providers, lenders, and fair housing
advocates, and assists in building public support for fair housing efforts. The Needs Assessment Survey is an
important part of the process for developing the Consolidated Plan, Annual Action Plan & the Analysis of
Impediments to Fair Housing Choice Report. Your responses will be kept strictly confidential and are reported
only in combination with other responses and in summary format to protect your privacy. You have the right to
discontinue participation at any time.

COVID -i9 UPDATE FROM FPL
Good afternoon Mayors, Commissioners, and Managers
I'm writing to provide an update regarding FPL's response to the coronavirus (COVID-19) pandemic. While the
wide majority of our customers are able to pay their bills, we do have customers struggling as a result of COVID-
19. We remain committed to helping those customers still experiencing hardship.
As you may know, we have a long history of working with our customers and connecting them with referral
services, such as 211, to find financial assistance. As a result of COVID-19, funding to programs, such as the Low -
Income Home Energy Assistance Program (LIHEAP), has increased significantly. Consider:
In Florida, LIHEAP funding has increased nearly 6o% due to COVID-19.
In FPL's service area alone, we estimate that approximately 75% of LIHEAP funding — or $30 mi
remains available to customers.

• Additionally, qualifications for programs, like LIHEAP, have been modified, meaning more customers are
eligible.
Unfortunately, the majority of our customers past -due on their bill have not reached out to FPL for help, despite
our outreach. Since the beginning of the pandemic, our Customer Service team alone has initiated more than 2.1
million phone calls, emails and other communications. We'd greatly appreciate your help in getting the
word out about the assistance that's available by sharing our posts on Facebook and Twitter.
As we have since mid -March, we're continuing to suspend disconnections for nonpayment while helping connect
customers with financial assistance. And, where there is hardship, we're continuing to waive late fees and offer
customers additional payment extensions to help them manage past -due FPL balances.
While we never want to turn the lights off for nonpayment — especially during these difficult times — we remain
mindful that unpaid electric bills are ultimately paid for by all FPL customers. We will continue to assess our
COVID-19 policies to ensure we're supporting customers experiencing hardship while also balancing the needs of
all of our more than 5 million customers. We urge customers struggling to pay their bill to take action now and call
us directly, toll -free, at 800-226-3545, to discuss their situation, as they remain responsible for their outstanding
FPL balance.

COMPLETED PROJECTS:
• Lee County Sheriff's Office Forensic Center: This is a very unique facility in
that it was constructed from ground up as Evidence Facilities. The primary
purpose of the facility is to house and maintain evidence in accordance with State
and National Accreditation Standards for the storage and handling of evidence.
Construction of the 80,633 square foot building began in November 2006 and the
project was completed in May of 2008. The total project cost was $11,904,000
and was completed $1,000,000 under budget.

• Core Facility Expansion Project: This project was an eight story addition to the
existing Core Facility. Under this project, an additional 768 new beds were
constructed: 384 as indirect supervision beds configured in two person cells, and
384 direct supervision beds in dormitory style housing. In addition, an infirmary
with the capacity to house 26 inmates, and a high risk supervision unit able to
house up to 30 inmates was provided. The structural frame poured concrete and
the exterior of the building was clad in precast concrete panels to match the
existing facilities. The expansion cost was $52,790,650.
