04/13/2021 EXECUTIVE SUMMARY Recommendation to approve a $433,269 work order under Request for Quotation No. 15-6469 to Layne Christensen Company to condition and treat six production wells in the County’s Potable Production Wellfield. [Project No. 70085] OBJECTIVE: To complete well rehabilitation by performing well conditioning and treatment (acidification) of existing Lower Tamiami and Lower Hawthorne Aquifer wells in the Collier County Water Sewer District (“CCWSD”) Potable Production Wellfield. CONSIDERATIONS: The proposed scope of work under Project No. 70085, to condition and treat six production wells in the County’s Potable Production Wellfield, under Request for Quotation (“RFQ”) No. 15-6469, is consistent with the FY2021 Budget approved by the Board on September 17, 2020. The proposed project consists of injecting an acid solution into selected production wells to provide well bore rehabilitation and well yield improvements. The acid solution dissolves existing mineral deposits within the well thereby improving well pumping efficiencies, reducing drawdowns, and providing for higher water production rates. The County’s Potable Production Wellfield consist of 110 wells; of which, to date, 30 wells have undergone treatment. This leaves a balance of 72 wells as future candidates for rehabilitation after completion of the six wells treated under this project. The proposed well treatment (acidification) will provide needed rehabilitation of the existing wells, thereby increasing the water pumping rate from each well to the North County Regional Water Treatment Plant and the South County Regional Water Treatment Plant. Completing this well rehabilitation will extend the useful life of these existing wells in lieu of constructing new wells. The County issued RFQ No. 15-6469, “Well Conditioning of Six Production Wells - Phase 5,” on January 14, 2021 and distributed it to all vendors on the County’s Fixed-Term Well Testing, Drilling, and Maintenance Contract No. 15-6469. Of the five vendors notified, two submitted a quote by the February 5, 2021 deadline as summarized in the below table. VENDOR QUOTE Layne Christensen Company $433,269 Wells & Water Systems, Inc. $448,016 No quotes were received from All Webbs Enterprises, Inc., Naples Well Drilling, Inc., or Youngquist Brothers, Inc. This project is the fifth phase of a multi-phased project to complete all the well treatment rehabilitation work on the County’s Potable Production Wellfield. Considering the number of quotes received on this phase, a brief history of the previous solicitations for the earlier phases is appropriate. The first phase received three quotes, Wells & Water Systems, Inc., All Webbs Enterprises, Inc. & Layne Christensen Company, from the County’s Fixed-Term Well Testing, Drilling and Maintenance Contract No. 15-6469. Wells & Water was the lowest responsible vendor. The second phase received two quotes, Wells & Water and All Webbs Enterprises. Wells & Water Systems was the lowest responsible vendor. The third phase received one quote, Wells & Water. The fourth phase received two quotes, Wells and Water Systems, Inc., and Layne Christensen Company. Wells and Water Systems was the lowest responsible vendor. The work solicited is specialized and not every Contractor on the County’s Contract No. 15-6469 is interested in performing this specific type of well treatment rehabilitation project. The quote specifications informed the bidders there may be unforeseen conditions associated with the 16.C.2 Packet Pg. 841 04/13/2021 project. The quote amount incorporates an allowance of $20,000 for owner-directed work related to unforeseen conditions including, but not limited to, issues related to the borehole, well casing or wellhead. The price for any needed additional work will be negotiated prior to commencement in accordance with the county’s Procurement Ordinance and the terms of the agreement. County staff determined the quote to be fair and reasonable and recommends awarding the project to Layne Christensen Company. The quote received is approximately 1 percent less than the engineer’s cost opinion. In its February 8, 2021 recommendation letter, the design professional Water Science Associates, Inc., recommends awarding the project to Layne Christensen Company, who has a satisfactory performance and warranty record on previous, similar, utility-related projects. FISCAL IMPACT: The source of funding is Water User Fees, Fund (412). The project is expected to be completed in 2021. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities and to remain in compliance with all regulatory programs. RECOMMENDATION: Approve a $433,269 Work Order under Request for Quotation No. 15-6469 to Layne Christensen Company, and authorize the Chair to sign the attached Work Order. Two contractors, Layne Christensen Company and Wells and Water, Inc. submitted their quotes for the project. The Layne Christensen overall total was lower than that of Wells and Water by about $15,000. Both the bidders are qualified to perform the work elements described in the technical specifications that was part of the referenced RFQ. Based on their qualifications, past successful work on similar projects, and apparent low bid, we recommend that the project be awarded to Layne Christensen Company.
