EXECUTIVE SUMMARY
Recommendation to accept staff report regarding redistricting schedule following the delayed
release of the 2020 decennial census data.
OBJECTIVE: To provide an update to the Board regarding the redistricting schedule following the 2020
decennial census and prepare for the timely adoption of new Commission District boundaries by the end
of the 2021 calendar year as required by Florida Statutes.
CONSIDERATIONS: Article VII, Section 1(e) of the Constitution of the State of Florida requires the
Board of County Commissioners to “divide the County into districts of contiguous territory as nearly
equal in population as practicable, with one Commissioner residing in each district…” after each
decennial census. Chapter 124 of the Florida Statutes also provides for more frequent redistricting to
maintain population balance but provides that redistricting shall only occur in odd-numbered years.
After previous decennial censuses, the U.S. Census Bureau released Redistricting Data on or before
March of the following year. County staff has then completed the mapping activities over the course of
several months followed by a public vetting process and finally adoption within that same year to satisfy
the statutory requirement of redistricting only in odd-numbered years.
On February 12, 2021, the U.S. Census Bureau announced that the release of Redistricting Data would be
delayed and on March 15, 2021, clarified that the target release date would be in mid-to late August of
2021. This delay will significantly shorten the time available for staff and the Board to complete the
mapping, public vetting, and adoption of revised maps.
Despite the delay in the release of Redistricting Data, staff anticipates the redistricting schedule, as
modified from previous years to accommodate the revised release date, can be completed within the 2021
calendar year. To that end, Zoning Division staff has already begun the process of completing several
tasks as outlined in the proposed schedule.
A review of population projections by Planning Communities has shown that several Commission
Districts had the potential to grow at different rates from 2010 to 2020, confirming the need for revisions
to equalize populations across each Commission District. Additionally, Staff has secured or planned for
contracts with planning and legal firms to assist in the public vetting and review of the and coordination
with the School Board, Supervisor of Elections, County Attorney’s Office and other stakeholders to
review and prepare schedules.
Additional preparation as described in tasks four through seven in the proposed schedule will occur from
April through September so that public vetting of new district boundaries may commence in an expedited
manner following the September release of Redistricting Data.
If Redistricting Data is further delayed or if additional information becomes available, staff will update
the Board by executive summary or memo as this could require additional consideration, such as special
meetings, in order to meet the state redistricting deadline.

FISCAL IMPACT: There are no fiscal impacts associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues at this time, and requires majority vote for acceptance of the report. -JAK
RECOMMENDATION: To accept the staff report regarding the 2021 redistricting schedule and advise
staff as to any changes.
