Adjournment 4.A.2 Packet Pg. 21 Attachment: MSTU Agenda Packet-3-3-20 (15416 : Bayshore Beautification MSTU Advisory Committee - March 03, 2021) 1 February 3, 2021 Meeting Minutes Item 4a BAYSHORE BEAUTIFICATION MSTU MINUTES OF THE FEBRUARY 3, 2021 MEETING The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order by Maurice Gutierrez at 5:01 p.m. located on the 3rd floor of the Administration Building. I.Roll Call: Advisory Board Members Present: George Douglas, James Bixler, Maurice Gutierrez, Susan Crum, Robert Messmer and Sandra Arafet. MSTU Staff Present: Debrah Forester, CRA Director; Tami Scott, Project Manager; Ellen Summers, Principal Redevelopment Specialist; and Shirley Garcia, Operations Coordinator. II.Pledge of Allegiance: Led by Maurice Gutierrez III.Adoption of Agenda: Sandra Arafet made a motion to accept the Agenda, second by George Douglas. Motion passed unanimously. IV.Adoption of Minutes: Susan Crum made a motion to accept the minutes as written, George Douglas seconded. Passed Unanimously. V.Landscape Report: A.Update on Landscaping—Aaron Gross, Ground Zero Landscaping— Aaron Gross presented his landscape report. They mulched in front of Green Door Nursery, removed the banner arms, and repaired a lot of irrigation breaks and lateral breaks. Mr. Gross informed the Committee his staff will be coming out on Mondays to pick up trash after the weekend because during season it’s been getting worse. Ms. Arafet asked if this was going to be every week because they should look into doing something else. Ms. Forester noted staff is looking at installing trash receptacles, possibly Solar Bellies, near the bridge area and/or work with the businesses regarding the trash pickup. Mr. Gross noted his staff has cleaned up some beds in the right-of-way by the Marina and reminded the committee of the suggestions that he had provided in the past to freshen up the existing areas. He updated his quotes and resubmitted them to staff for consideration to do something in the interim, pending the complete renovation of Bayshore Drive. Ms. Forester suggested staff look at those suggestions and bring them back to the March meeting for the committee to review. Access Management Plan- Norm Trebilcock – Ms. Forester provided a recap of the walking tour of the roundabouts in the City of Naples and noted that at the CRA Advisory Board meeting the previous night, the CRA Board approved a recommendation to move forward on the next step to complete a traffic analysis and work with the County Transportation Department on options for the roadway. Mr. Trebilcock provided answers to questions that were raised during the tour including the size of the roundabouts and the traffic count comparison. Ms. Arafet asked if installing the roundabouts would slow down emergency vehicles and prevent them from getting to the emergency in a timely manner? Mr. Trebilcock wanted to assure the committee that it would not. Maurice Gutierrez asked if during the traffic analysis if he could provide the numbers of when a road is at its capacity before the County comes in and makes them change because the road is failing? Mr. Trebilcock responded yes, he could provide the data for the maximum capacity of the roads and the traffic count for that in comparison to what’s there now and could also do the comparison at the intersections and what would be the capacity at those before it triggers a change as well. Bob Messmer had asked if there was someone on a bike going extremely slow would the car have to stay behind them? Norm Trebilcock noted that the plans include a buffered bike lane so that would not be an issue. Ms. Arafet asked if a school bus is in front of someone then that car would be stuck behind the bus for the entire trip down Bayshore since there would be no way to pass it? Mr. Trebilcock said there are areas where the bus could pull off and allow cars to pass, but yes that is true if you are behind the bus it could be for the entire street. George Douglas mentioned the delivery trucks that stop on Bayshore Drive and block one lane to make their deliveries in front of businesses and asked what will happen to the traffic for those delivery times? Mr. Trebilcock said in that case they could include in some pull off areas or areas for deliveries only to accommodate that concern. Mr. Bixler commented that the City of Naples created some areas for loading zones, not for parking, and that works out well. Maurice Gutierrez asked if safety is first and most important why can’t they just drop the speed down to 30mph on Bayshore Drive? Norm Trebilcock stated that even if you lower the speed people will drive to the conditions of the road. The concept is to create a condition that will make people feel like they need to travel at a slower rate to get through safely. Jim Bixler is very supportive of looking at some roundabouts to slow down the traffic and thinks this is a great idea so people could enjoy the luscious landscaping and enjoy the street more. There were some questions about the speed data that was presented at the meetings last year. Ms. Forester said staff will continue to move forward on developing a scope of work to complete the analysis and keep the committee involved. The goal would be to bring forward a discussion item at the joint CRA/BCC meeting in April to seek direction on moving forward. VIII. Passed unanimously. B. Chad Wills resignation and vacancy on the Committee- Ms. Forester announced Mr. Wills resignation and stated one application has been submitted to date. The vacancy is typically posted for 30 days to assure sufficient notice. The Applications will be brought forward at the March meeting. IX. Staff Reports: VIII. CRA Directors Report- Ms. Forester provided the report and highlighted some of the projects: • She noted that the Public Art Plan will be going to the BCC on March 9th agenda. a. Project Manager Report- Tami Scott highlighted a couple of projects: • Thomasson Drive project is on schedule, they added 31 days on the 2nd change order and the new date of completion will be on June 5, 2021. The install of the roundabout has been delayed a couple of weeks and they are scheduled to pave the road for 4 nights in mid- February. • Fire Suppression III in the Sabal Shores Neighborhood which includes Coco, Areca, Basin, Captains Cove and Canal Street, construction is going on now. • Fire Suppression IV grant was submitted. • CRA Parking lot is under construction. • Jim Bixler and staff have been working with Naples Botanical Gardens on some of the void landscape areas to get some suggestions on plant options. Other areas will be cleaned up and then staff will review the quotes provided by Aaron Gross. b. Private Development Update- Ms. Summers highlighted some development projects: • Naples Boat Yard on Bayview Drive has requested 2 rezones. They are requesting 3 residential lots to be rezoned to BMUD-NC across from the existing Boat Yard. The applicants have not officially submitted yet, but CRA staff will continue to monitor and follow up 4.A.2 Packet Pg. 24 Attachment: MSTU Agenda Packet-3-3-20 (15416 : Bayshore Beautification MSTU Advisory Committee - March 03, 2021) 4 on this request. • Sabal Bay expansion was approved in January and staff will be working on amending the Bayshore MSTU boundaries to include the new parcel. c. Maintenance Report: Ms. Forester provided the current maintenance report. d. Financials: The financial reports were presented and noted the FY22 budget process will begin in March. IX. Correspondence and Communications: X. Public Comments: Al Schantzen mentioned the new sidewalk sign at US41 and Bayshore, the same spot where FDOT will be removing the pork chop, and suggested that staff do not replace sidewalk where FDOT will be removing it in a few months. Ms. Scott responded that is not our staff but Road Maintenance, and she will mention it to them. An Owner that lives on Jeepers Drive noted some of the taxpayers or homeowners would like to have bromeliads. XI. Staff Comments: Ms. Forester mentioned the article regarding redevelopment in Ft. Lauderdale for the 13th Street revitalization project. XII. Advisory Committee Comments: Maurice Gutierrez wanted to thank staff again for their efforts getting the pothole repaired behind Bamz, the owner really appreciated the repair. The owner of Bamz also asked if the CRA had anything to do with repaving and striping his parking lot however, this was not a CRA project. Ms. Forester commented that Stormwater Department is doing some work along Washington Ave and Palm with some piping to address some stormwater issues and asked if that would help with the flooding in the alleyway behind Bamz but no one responded yet. MINI-TRIANGLE Gateway Mini Triangle PPL: PL20200001193 Metropolitan Naples - 5.27 ACRE CATALYST SITE - The closing of this site took place on November 13, 2020. Subdivision Split proposed to create three parcels with the intent to have separate Site Development Plans for each one. One parcel -totaling approximately 1.6 acres sold to Naples Triangle Development on November 13 (simultaneous closing). Application submitted on Dec. 22 for Subdivision Construction Plans and Plat. This project proposes to create 3 separate parcels with the intent to have separate SDP’s for each parcel. Drainage Easement is being processed through GMD. Demolition of buildings expected in March 2021. See Private Development Report on further updates. Cell Tower Relocation Agreement – The new cell tower at the Kirkwood site was fully operational. The old tower was demolished on January 21. Final payment to Crown Castle will be paid within 60 days of final completion notice is received. Parcel 1 – Naples Naples Triangle Development (NTD) is submitting for Site Development Plan approval to construct. 240 luxury apartments. Construction anticipated to commence in January 2022. 2. DEL’S PROPERTY ACQUISITION Closed on November 20, 2020. Notice to vacate by January 19, 2021 issued. Asbestos Survey completed, no asbestos reported. All tenants have moved out. Bids are being requested for the demolition of the warehouse and retail store. Bids to complete minor renovations to Boatyard building in process. Staff will use facility for storage. PUBLIC ART PLAN – Draft Plan is complete and approved by CRA Advisory Board and is pending BCC approval. It is on hold until the BCC considers implementation strategy for the Collier County Arts & Cultural Strategic Plan. Tentative date for adoption Spring/Summer 2021. 4. 17 AC BOARDWALK The Request for proposals to hire a consultant from qualified and experienced planning, engineering or landscape architect firms to develop a master plan for the site and design and permit a boardwalk on a 17+/- acre parcel connecting the site to Sugden Regional Park has been advertised. The proposals due date has been extended until March 3, 2021. 5. BRANDING Paradise Advertising and Marketing, Inc. – Phase 1 will begin after Public Art Plan has been considered by BCC. 6. COASTERS/SHUTTLE SERVICE – Coasters and Posters were distributed the week of November 23 and will continue through season. Results as of February 8, 2021: 251 responses. 7. LAND USE REGULATIONS – Revision were presented to Growth Management staff to determine review and public hearing schedule. Review in progress with anticipated presentation to Planning Commission in November 2021. Johnson Engineering will continue to facilitate the process. Their contract deadline is December 31, 2021. 8. US41 FDOT Safety Improvement Project - The project is scheduled to let for construction on Feb 17, 2021. Construction usually begins a couple months afterwards and there are 300 calendar days of contract time. Tentative completion Feb. 2022. 7 existing light decorative poles are called out be removed as well as the “porkchop” at the corner of Bayshore and US41. 9. Linwood Sidewalk – Safe Routes to School Project – PE – 2022/2023 and Construction 2024/2025 10. Peters Avenue – five-foot sidewalk from Collee Court to US41. $389,000 CDBG grant awarded and managed by Transportation Planning department. Project will begin following the US 41 FDOT project is completed. The sidewalk will be placed on the residential side of the street. 11. Pine Street – FDOT Funded Becca to US41 – PE 2022/2023. The construction team Identified a glitch this week and we expect a small delay in obtaining additional permits. The scope of work for this project is limited to the replacement of the existing waterlines and installation of fire hydrants, this project does not include any stormwater enhancements or roadway improvement under the Andrewes Sitework contract. For Immediate Release Contact: Beth Frady March 1, 2021 Beth.Frady@dot.state.fl.us FDOT celebrates Florida Bicycle Month, encourages safety TALLAHASSEE, Fla. – Today, the Florida Department of Transportation (FDOT) kicks off its celebration of Florida Bicycle Month, a time to encourage bicycling and recognize its important role in providing transportation and recreation to millions of Florida’s residents and visitors annually. Governor DeSantis signed an official proclamation recognizing March as Florida Bicycle Month. “Whether you bike to work or school, or for recreation, everyone has a right to arrive at their destination safely,” said Florida Department of Transportation Secretary Kevin J. Thibault, P.E. “While taking advantage of Florida’s unique scenery and landscape, the department encourages all bicyclists to always be aware of your surroundings, follow the rules of the road, and never ride distracted.” More people are cycling than ever before, especially in Florida’s beautiful weather. FDOT is committed to reducing crashes, fatalities, and serious injuries involving pedestrians and bicyclists. FDOT has adopted a target of zero traffic fatalities and serious injuries in the state. This initiative is in line with the Complete Streets Policy and Program’s Bicycle Friendly State report card. Florida continues to move the needle forward in this category.
