HAPB Minutes 02/19/2021 • November 20,2020 MINUTES OF THE MEETING OF THE COLLIER COUNTY HISTORICAL/ARCHAEOLOGICAL PRESERVATION BOARD Naples, Florida, February 19, 2021 LET IT BE REMEMBERED, that the Collier County Historical/Archaeological Preservation Board in and for the County of Collier, having conducted business herein, met on this date at 9:15 A.M. in REGULAR SESSION in Conference Room #610, Collier County Growth Management Division—Planning and Regulation Building, 2800 N. Horseshoe Drive, Naples, Florida, with the following members present: CHAIRMAN: Eugene (Gene) Erjavec Austin Bell-(Z) Barry O'Brien- (Z) Elizabeth Perdichizzi-(Z) Patricia Sherry- (Z) George Thompson ALSO PRESENT: Ray Bellows, Planning Manager, Zoning Services Timothy Finn, Principal Planner, Growth Management Alexandra Casanova, Operations Coordinator Amanda Townsend, Collier County Museums 1. Roll Call/Attendance 1 , a November 20,2020 Chairman Eugene Erjavec called the meeting to order at 9:15 A.M. Roll call was taken and a quorum established. (Two members were present in person; four members present via zoom.) 2. Addenda to the Agenda Rural Lands West presentation is added to the agenda 3. Approval of the Agenda George Thompson made motion to approve. Eugene Thompson offered second in support of the motion. Carried unanimously 6-0. 4. Approval of the minute from November 20,2020. All approved. Carried unanimously 6-0. 5. Old Business A. Marco Island Historical Society Letter Timothy Finn stated he has made edits to the letter and that he is waiting for Marco to respond. B. Quorum Update Ray Bellows advised that the legislature for the virtual attendance is over. Mr. Bellows states there now needs to be four board members present to vote or Approve anything. - Patricia Sherry stated she is not present due to her husband passing away suddenly. She stated that she is usually present. - Betsy from Marco stated she will be able to attend after she receives her second vaccination on March 5. C. Collier County Museum Director Amanda Townsend Update Goodlette and Pine Ridge Road Plot W - Ms. Townsend states they have not made too much progress on it yet. She said They are pursuing county ownership of the two out parcels, which are Plat W and Plat N. Both of them are currently privately owned, with no clear line of title. Both owners will agree to turn them over to county management so they can similarly be managed like Plat B, which is Rosemary Cemetery. - Ms. Townsend states they are continuing to pursue title transfer of the properties after which they would seek historic designation. The sites are now protected. D. Horse Creek Marker Update - Mr. Erjavec states he finally got in contact with the management company and that there is a new contact named Rebecca Obrien. Mr. Erjavec asked Ms. Amanda Townsend to come back up to update. - Mr. Erjavec asked what the options would be as far as financing. Ms. Townsend 2 November 20,2020 replied horse Creek could apply for a category grant from the state and the cost would be $1100 for a one-sided, and $2200 for a two sided. She assumes they should only need one sided. - Ms. Townsend also stated if they wanted to erect a sign of their own it would be at their own expense. - Mr. Erjavec will be meeting with them for more updates 6. New Business A. Mr. Erjavec advises there are two applicants and two vacancies. - Mr. Bellows asks Mr. Erjavec to review before next meeting and they can take vote then. B. Immokalee Solar Farm Cultural Assessment -Mr. Erjavec said after reviewing the assessment, he did not see any historic or ecological interest within the property. - Mr. Thompson also advised he went over the assessment and that everything seems straight forward and should be approved. - Mr. Erjavec asked for other opinions and stated he thinks it is a nice study. - Patricia Sherry agreed it was a good report as well and is for it. - Board will vote at the next meeting. C. Seminole Trail Government Center Trail Cultural Resource Survey - in attendance is Seth Bain from the Seminole Trible who prepared the assessment. - Mr. Bain said there has been a long time need for a Government Services Building health, safety, as well as a property built for a hurricane shelter. - The Seminole Tribe would like to build this along Tamiami Trail. - Mr.Bain advised the tribe has reviewed the report and the wetlands in the area will be preserved. The tribe found no adverse effects. Mr. Bain said that they will be doing a connection permit. They will be looking at widening the road and they potential effect it will have on the Tamiami Canal. - Mr. Erjavec asked if there were any homesteads on the area. Mr. Bain advised there are homesteads throughout the area, but they would not be affected. It is zoned by the Seminole Tribe. - Mr. Erjavec and Mr. Thompson both agreed it was a good report. - Mr. Bellows will coordinate with John Kelly on the conditional use. George Thompson made a tentative motion to approve. Mr. Erjavec seconded in favor. They will vote at the next meeting. D. Certificate of Appropriateness for Mar-good Park - Amanda Townsend advised she reached out to the regional manager of that area in the parks and recreation regarding the renovation of cabins. (Fish Camp Cottages) - Ms. Townsend states she will need more time to prepare. She advised they would possibly have more information sometime in March. 3 • November 20,2020 - Ms. Townsend stated the construction is not funded at this time and she is hoping to apply for a grant. They will come back before the board. E. Rural Lands West Presentation - Mr. Bellows asked Anita Jenkins to present. - Ms. Jenkins clarified that they are talking about the Rural Lands Stewardship and not just Rural Lands West. - Ms. Jenkins said in 1999, Collier County was brought into a lawsuit for not not protecting natural resources. - Collier county then went into a study of the agricultural areas, which consisted of the Rural Land Stewardship area. - Ms. Jenkins said they established two programs back in 2002. They pulled back to a regional context of planning. - They are looking at open areas to promote such as rural areas like Ava Maria in the Rural Land stewardship. - Jamie Cook, principal of environmental developmental division, presented next about the natural resource protection and how that translates into development. - Ms. Cook advised the blue and green areas on the map are the ones that need to be protected. She states that an applicant must come in with a Nature Resource Index Assessment in order to establish a send or receiving area. - Ms. Cook advised the blue area on the map is the flow way areas. They are newly owned land/wetlands. They need to protect those areas because they will direct waterflow. - Ms. Cook advised the green areas on the map are habitat and species protected Area. - Ms. Cook advised the light blue areas on the map are water retention areas. That includes storage of water and the quality of water. - Anita Jenkins stated for development to occur,there needs to be an Establishment of a village or town. They are in process of going over Amendments to this program. - Ms. Jenkins advised they are also in the process of protecting active agriculture Fields. They want to develop 45,000 acres of growth into the white area. - Mr. Erjavec asked Ms. Jenkins how much will be impacted agriculturally. Ms. Jenkins replied most of it is already agriculture such as tomatoes and cattle. - Mr. Erjavec said they need a report of the study from years ago and asked if they were going to re-survey. - Mr. Bellows stated they would need a cultural assessment in place to work but at a later stage. - Mr. Erjavec said he just wants to make sure everything is preserved. - Mr. Bellows said they are looking to develop away from the green and blue areas and said if there are any questions or ideas, have them do a cultural assessment. 8. Review of Project and Activity Log - Mr. Erjavec stated they are still working on the letter to Marco. Mr. Bellows 4 November 20,2020 said it was already sent to Marco and they are waiting for them to sign. - Mr. Erjavec states Cemetery historic designation will be reviewed next month. - Mr. Erjavec will try to get a meeting with Horse Creek. - Mr. Erjavec said Mar-good was discussed and they will continue to do so. - Mr. Erjavec said they will talk about the Immokalee Solar farm next month. - Mr. Erjavec stated the Indian Hill site is still for sale and he cannot discuss. 9. Public Comments: Mr. Erjavec reminded people online about attendance. 10. HAPB Comments: None 11. Adjournment: The next HAPB meeting will be held on March 19, 2021 at 9:15 AM. There being no further business for the good of the County, George Thompson moved to adjourn. Seconded by Eugene Erjavec. Motion passed, 6-0.
