Backup Documents 02/09/2021 Item #11C CARES Act 02.09.21 FINALCollier Cares program Update Board of county commissioners February 9, 2021 1 Board direction Accept the update on Board approved CARES community programs Approve and / or provide direction on allocation of available funding 2 Collier county Community assistance Collier County was allocated $67,162,432 from the Coronavirus Relief Fund as part of the Coronavirus Aid, Relief and Economic Security (CARES) Act Board Actions: June 23, 2020 July 14, 2020 September 22, 2020 October 23, 2020 November 10, 2020 Payments from the fund may be made available to cover costs that -   are necessary expenditures incurred due to the public health emergency with respect to COVID-19; were not accounted for in the budget most recently approved as of March 27, 2020 (the date of enactment of the CARES Act) for the State or government, and; 3. were incurred during the period that begins on March 1, 2020 and ends on December 30, 2020. 3 4 Administrative order of convenience Treasury and State provided guidance on administrative order of convenience All public health and safety employees meet the substantially dedicated test Entire payroll costs are eligible to be covered by the CRF Fulfilled CRF obligations by use of public safety salaries 5 ASSISTANCE PROGRAMS TO DATE 6 Proposed ongoing community assistance program 7 Individual assistance - $7,500,000 Expand Emergency Rental Assistance to 140% AMI and homeowners Maximum of $10,000 per household Payments direct to landlord/mortgage/utility Loss or reduction of employment due to health emergency Collier County resident Includes quarantine assistance & water utilities 8 Small business / NOnProfit loan repayment - $5,500,000 One-time grants to businesses up to $25k to pay off EIDL loan and water utility bills 100 or less full-time employees Proof of an existing EIDL Business must be located in Collier County Payments made directly to SBA 9 COVID-19 Pandemic Funding Total for Florida - $ 78,796,314,000 Pandemic Response Funding for Economic Relief 10 Personal protective equipment (PPE) - $1,000,000 County to procure materials to create PPE kits for businesses, community partners Kit will be based on number of employees, event attendees, etc. Availability of goods will key in implementing successful program 11 Senior and social service support - $1,500,000 Software to support telework case management Electronic devices to communicate with physician, caseworker, families Funding for vaccine roll-outs 12 emergency food assistance - $5,000,000 Assistance to qualified food banks and pantries to offset the cost of COVID-19 emergency response Community Foundation of Collier County has been administering programs ~75% increase in operating costs since March 13 Community outreach Replenish existing CVB funds for Paradise Pledge campaign Ongoing marketing campaigns around programs 14 Board direction Accept the update on Board approved CARES community programs Approve and / or provide direction on allocation of available funding 15 Back up slides 16 17 By using FY20 Public Safety Expenses, Collier can continue Collier CARES program and fund local non-for-profit agreements and still have funds to be used for other Gen Fund purposes. This scenario does not include reimbursement to other agency’s Public Safety Expenses. 18 19 Program Update 20 Possible Reallocation 21 *Other entities likely did not apply due to Board direction. County, Municipal, Public Safety Expenses 22 Cares act call center 30 staff from all County Departments took 2,354 calls while the call center was active 23 PPE Days of service Need to assemble personal protective equipment (PPE) kits All County staff will receive an invitation to participate Community partners are welcome Date TBD (October/November) 24 Eligible expenditures 25 Important notes on uses Must be used on incurred expenses related to COVID-19 pandemic (3/1/20 – 12/30/20) Can only be used to cover costs not accounted for in the latest budget No duplication of benefits County is responsible for determining eligible expenditures in line with Treasury guidance Responsible for payment of funds or expenditures that are determined ineligible Funds not used by December 30, 2020 will be returned Funds not eligible to fill shortfalls on government revenues Subject to all Federal Single Audit Act requirements 26 CRF Guidance Expenditures paid for with payments from the Fund must be limited to those that are necessary due to the public health emergency. As such, unless the government were to determine that providing assistance in the form of a stipend is an administrative necessity, the government should provide such assistance on a reimbursement basis to ensure as much as possible that funds are used to cover only eligible expenses. 27 Since June 23 bcc – steps taken Signed agreement with Florida Division of Emergency Management Sought additional clarity on implementation of initiatives Recruitment 8 temporary FTE positions Held informational meetings with community (business, nonprofit, partners, etc.) Internally planned to stand up phone bank with Communications division Held in-depth meetings with Lee County Administration Began development of application process, FAQs, and payment requirements with Finance staff 28 What is recommended for funding? 29 Examples of documentation Proof of loss or reduction of income Verification of unemployment filing, letter from employer, paystubs Income guidelines Verification of CARES Act payment from IRS, 2019 tax return, paystubs Collier County residency DL, utility bill, Property tax receipt, lease/mortgage US Citizenship or Permanent Legal Residency Overdue utility, rent or mortgage statement – must have been current as of March 1 30 Examples of uses Examples of eligible uses: capital for small businesses economically injured by the COVID-19 coronavirus pandemic  payroll assistance to rehire workers workplace improvements directly related to mitigating the spread of COVID-19 (Re)Marketing the resumption of activities and steps taken to ensure a safe experience 31 Examples of documentation needed Business registrations - SunBiz and Business Tax Receipt 2019 financial records or tax returns 2020 bank statements and financial records Willing to sign waiver on duplication of benefits If PPP or other federal assistance has been provided, accounting for expenses – PPP data released by SBA on July 6 32 Community health & Services Initiatives Assistance to 501(c)(3) and 501(c)(19), hospitals and community health providers, public health and safety entities to offset increased costs of emergency response Eligible entities can enter into a subrecipient award agreement with County for reimbursement No duplication of benefits 33 Community health & Services Initiatives Examples of eligible uses of funding include, but are not limited to: Expand funding for Collier County not-for-profits to provide services to residents seeking assistance with homelessness, job retention, and health services; Reimbursement of increased operating expenses associated with response to the public health emergency; Community education campaigns related to COVID-19 best practices; Public safety medical expenses, including enhanced contact tracing and data collection; Educational programs to retrain and retool workers for in-demand industries; Provide support to nonprofit facilities for sanitation and improvement of social distancing measures, to enable compliance with COVID-19 public health precautions; 34 Community health & Services – child care Up to $1,250 for one month of care for qualified families Direct pay to licensed care provider Assistance to licensed providers to offset costs associated with care enhancements to respond to the public health emergency 35 Personal protective equipment (PPE) County to procure materials to create PPE kits for businesses, community partners Kit will be based on number of employees and included in other applications Availability of goods will key in implementing successful program Applications through electronic portal 36 Communications & Implementation 311 and Communications staff will post information publicly Staff from all Departments will participate in phone bank training and standup Quest Marketing will assist with implementation of communications plan Community informational sessions to be scheduled and held Staff recruitment currently under way – positions being hired 37 Electronic portal 38 Important dates July 14: approval of allocations by BCC July 15: continued staff recruitment, technology set-up, phone bank training, procurement of PPE July 20: open portal to United Way individual applications for processing July 27: open portal for community health & services initiatives August 17: second opening of individual assistance, childcare applications August 31: opening of small business assistance portal 39
