EXECUTIVE SUMMARY
Appointment of members to the Pelican Bay Services Division Board.
OBJECTIVE: To appoint five members to the Pelican Bay Services Division Board, to terms expiring
on March 31, 2025.
CONSIDERATIONS: Collier County Ordinance No. 2002-27, as amended, created the Pelican Bay
Municipal Service Taxing and Benefit Unit (Unit) and established the Pelican Bay Municipal Service
Taxing and Benefit Unit Advisory Committee (known as the Pelican Bay Services Division Board). The
Pelican Bay Services Division Board consists of nine members representing the residential interests
within the Unit and two members representing the commercial and business interests within the Unit.
With the assistance of the County Manager, the Pelican Bay Services Division Board provides input to
the Board of County Commissioners in carrying out the purposes of the Unit as set forth in the Ordinance.
Terms are four years. A list of the current membership is included in the backup.
The terms for Jacob Damouni (commercial/business), Scott Streckenbein (resident), Thomas F. Cravens
(resident), Joseph Chicurel (resident), and Peter Griffith (resident), will expire on March 31, 2021. A
press release was issued and applications were received from interested citizens.
Pursuant to Ordinance No. 2002-27, as amended, the Board of County Commissioners set the mail-in
balloting date (March 5, 2021) in order for residents of the Unit to select four members to the Pelican Bay
Services Division Board representing residential interests and one member representing commercial and
business interests. The nominees receiving a plurality of the ballots are deemed the successful nominees
and their names are forwarded to the Board of County Commissioners. The Board of County
Commissioners, at a regularly scheduled meeting, then makes the necessary appointments to fill the
vacant positions.
BALLOT RESULTS FROM CLERK: Of the 6,935 residential and 40 commercial ballots mailed,
1,532 valid residential ballots and 8 valid commercial ballots were returned by the balloting date. Twelve
returned ballots were found to be invalid and were thus not counted. The mail -in ballots were counted on
March 10, 2021 in the Clerk of Courts Conference Room, and the results are listed below. David
Mangan, Joseph Chicurel, John Cullen, Susan Lyons Hamilton, and Michael Lee Rodburg received the
highest number of votes.

RECOMMENDATION: That the Board of County Commissioners:
1. Appoints David Mangan to the Pelican Bay Services Division Board representing
commercial/business interests, to a four-year term expiring on March 31, 2025;
2. Reappoints Joseph Chicurel and appoints John Cullen, Susan Lyons Hamilton, and Michael Lee
Rodburg to the Pelican Bay Services Division Board representing residential interests, to four -
year terms expiring on March 31, 2025; and
3. Authorizes the Chair to sign the attached resolution confirming the appointments.

This 11 member Board was established by Ordinance 2002-27, as amended, to provide input to
the Board of County Commissioners in carrying out the purposes of the Pelican Bay Municipal
Service Taxing and Benefit Unit as set forth in the Ordinance; to recommend to the BCC an
itemized budget, work programs, and priorities in accordance with the adopted budget or budget
amendments. The board will exercise decision and control of the day to day operational affairs of
the Unit to the maximum extent allowed by law, unless and except when there is some overriding
governmental reason to do otherwise. Membership shall be 9 representatives of the residential
interests within the Unit and 2 representatives of the commercial & business interests within the
Unit. Terms are 4 years.

RESOLUTION NO. 2021 - _____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, APPOINTING DAVID MANGAN,
JOSEPH CHICUREL, JOHN CULLEN, SUSAN LYONS HAMILTON,
AND MICHAEL LEE RODBURG TO THE PELICAN BAY SERVICES
DIVISION BOARD.
WHEREAS, Collier County Ordinance No. 2002-27 created the Pelican Bay Municipal Service
Taxing and Benefit Unit (Unit) and established the Pelican Bay Municipal Service Taxing and Benefit
Unit Advisory Committee (known as the Pelican Bay Services Division Board); and
WHEREAS, Ordinance No. 2002-27, as amended, provides that the that the Pelican Bay Services
Division Board shall consist of nine members representing the residential interests within the Unit and
two members representing the commercial and business interests within the Unit, and sets forth a process
for selection of members by ballot; and
WHEREAS, one seat representing commercial interests and four seats representing residential
interests on the Pelican Bay Services Division Board will expire on March 31, 2021; and
WHEREAS, the mail-in ballots for the expiring seats were counted on March 10, 2021, and the
office of the Clerk of the Circuit Court prepared a list of the election results.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF COLLIER COUNTY, FLORIDA, that DAVID MANGAN, representing commercial and business
interests, and JOSEPH CHICUREL, JOHN CULLEN, SUSAN LYONS HAMILTON, and MICHAEL
LEE RODBURG, all representing residential interests, are each hereby appointed to the Pelican Bay
Services Division Board to serve four-year terms expiring on March 31, 2025.
THIS RESOLUTION ADOPTED upon majority vote on the 23rd day of March, 2021.
