Agenda 03/23/2021 Item #16C7 (RPS #20-7753 w/Schenkel & Schultz, Inc.)03/23/2021 EXECUTIVE SUMMARY Recommendation to award an agreement to Schenkel & Shultz Inc., for Request for Professional Services (“RPS”) No. 20-7753, “Design Services for Collier County EMS Stations,” in the amount of $713,680 for two new Emergency Medical Services stations approved in the Infrastructure Sales Tax program. OBJECTIVE: To obtain professional engineering and design services for two new Collier County Emergency Medical Services ("EMS") Stations as part of the Emergency Medical Services expansion program outlined in the Annual Inventory Report (“AIUR”). CONSIDERATIONS: The Golden Gate (“GG”) Estates EMS Station 74 and Old 41/North Naples EMS Station 412 are included in Emergency Medical Services AUIR growth plan. The AUIR identified the need for a new station at these locations to address growth and development within each of the coverage areas. Generally, for every 16,900 increase in population, EMS adds a station in order to maintain the adopted level of service for the County of 8 minutes or less in the urban area and 12 minutes or less in the rural area 90% of the time. Collier County EMS and Facilities Management Division’s intend on collaborating with the local Fire Districts to explore a partnership and co-location agreement for each of the stations, which may include a cost sharing component for the construction. On October 27, 2020, the Board accepted the selection committee ranking and authorized staff to negotiate an agreement with the top ranked firm, Schenkel & Shultz Inc., for RPS No. 20-7753, “Design Services for Collier County EMS Stations” (Agenda Item 16.C.5). Consistent with the Section 287.055 of the Florida Statues, the Consultants’ Competitive Negotiation Act, staff negotiated and reached a proposed agreement with Schenkel & Shultz Inc. for a contract in the amount of $713,680 for all professional services but is clearly bifurcated for the two separate EMS stations. The total contract amount negotiated subject to the Board’s approval is for Engineering & Design services for the two above-referenced Collier County EMS projects (GG for $454,769 and Old 41/North Naples for $258,911). The proposed negotiated agreement resulted in a cost savings of $8,902.50 and staff considers the bargained for attached agreement to be reasonable and fair. This item requests authorization to issue an initial purchase order for the GG Estates EMS Station 74 in the amount of $454,769; to be followed by a future separate purchase order for the Old 41/North Naples EMS Station 412 in the amount of $258,911. Funding for the second station is subject to validation by the Surtax Citizen Oversight Committee and Board-approved funding under Fund 318, and authorization of the necessary budget amendment. The two projects will run on the separate timelines as out lined in the contract. FISCAL IMPACT: The anticipated cost of the design and engineering services for both projects is $713,680. Funds in the amount of $454,769 are available for GG Estates EMS 74 in the Infrastructure Sales Fund (318) Project 55212. Pending validation by the Surtax Citizen Oversight Committee, a future budget amendment to allocate money from the Infrastructure Sales Fund (318) will return for the Board’s approval for the Old 41/North Naples EMS Station 412.
