Old Business 14. Adjournment Pelican Bay Services Division Landscape & Safety Committee Meeting February 2,2021 ROLL CALL Mr. Fabregas was absent and a quorum was established. Mr. Griffith joined the meeting at 1:40 p.m. APPRi Mr. Weir motioned, Mr. Swider seconded to approve the agenda as presented. The motion carried unanimously. )VAL OF 9/02/20 MEETING MINUTES Mr. Weir motioned, Mr. Swider seconded to approve the 9/02/20 meeting minutes as amended. The motion carried unanimously. AUDIENCE COMMENTS None SIDEWALK PROJECT UPDATES &TIMETABLE PHASE I Our ABB engineer, Mr. Jim Carr, commented that Phase I of our sidewalk project is in the procurement process, and is expected to go out for bid mid -February. He noted that his best estimate on the construction start would be mid -May. PHASE II Mr. Carr commented that the plans for Phase II are 75% complete, and he will begin working with our new arborist to complete an evaluation of the nearly 2000 trees which will be impacted by the project. Mr. Weir questioned the possibility of breaking up Phase II into additional phases. Mr. Coleman responded that breaking up the project into additional phases would slow down the entire process. SEAGATE DR. & VANDERBILT BEACH RD. RESPONSIBILITIES Dr. Chicurel commented that he would like to clear up the confusion on the boundaries of the Pelican Bay MSTBU and the resulting list of sidewalks that are the responsibility of the PBSD, which would be included in our sidewalk replacement project. Mr. Coleman provided the County Appraiser's map of the Pelican Bay MSTBU, for the committee members to review. He pointed out that our jurisdiction ends at the County right-of-way on Seagate Dr. and Vanderbilt Beach Rd., and therefore, the County's Road Maintenance Division continues to be responsible for the sidewalks on those two roads. Mr. Coleman commented that he will share this information with the full board at the next monthly board meeting. Mr. Dorrill commented that the sidewalks on Seagate Dr. and Vanderbilt Beach Rd. were inadvertently included in the preliminary project documents provided to the board. Ms. O'Brien questioned whether we could request of the County that we be able to redo the asphalt on Vanderbuilt Beach Rd. Dr. Chicurel responded that we have a lot on our plate, and that we do not need to expand our responsibilities. FINANCING EXPLANATION AND UPDATE 2 Pelican Bay Services Division Landscape & Safety Committee Meeting February 2, 2021 Mr. Coleman commented that we have the funds in our budget for Phase I of the sidewalk project; the County's Budget Office is preparing an executive summary to allow the PBSD to obtain long-term financing for Phase 1I. TRAFFIC STUDY RESULTS AND DISCUSSION Dr. Chicurel commented that the County has completed traffic studies at the San Marino crosswalk at Pelican Bay Blvd. and the intersection of Hammock Oak Dr. and Pelican Bay Blvd. No reports have been received yet. SPEEDING ON PELICAN BAY ROADS Cpl. Jim McGilvrey, Sheriff's Office, discussed strategies used by the Sheriffs Office to address speeding, which include: 1. Deployment of a speed trailer. A speed trailer was placed on Pelican Bay Blvd. near Bay Colony for a month beginning at the end of December. Out of approximately 94,000 vehicles, the data shows that 126 vehicles, or• .13%, were driving more than 15 miles over the speed limit. 2. Placement of an unmanned patrol car. The Sheriff's Office is open to any suggested locations to place a patrol car. 3. Placement of a "stealth stat" box. This device, which can easily be deployed alongside any road, captures the speed of every vehicle that passes it. Cpl. McGilvrey will arrange for this device to be strategically placed in Pelican Bay sometime in the near future. 4. Selective traffic stop campaigns by Sheriffs deputies. Cpl. McGilvrey reported that as recently as the previous Sunday, five or six deputies participated in a traffic stop campaign in Pelican Bay resulting in numerous traffic stops. Due to its high population density, Pelican Bay will continue to be an area of focus for these campaigns. Dr. Chicurel reported on a recent call fiom a resident who expressed concern over vehicles making left turns onto US 41 from Gulf Park Dr., in spite of the no left turn" sign at the intersection. Dr. Chicurel asked what the process would be to petition the State DOT to extend the US 41 median to prevent vehicles from making a left turn onto US 41. Mr. Dorrill responded that the first step would be to discuss this issue with Mr. Jay Ahmad, County Director of Transportation Engineering, in order to determine whether the County would sponsor a request to the State DOT. The second step would be to solicit the help of our Commissioners. Mr. Dorrill stated that he would follow up and make an inquiry. LPR DISCUSSION AND RECOMMENDATION TO THE FULL PBSD BOARD After discussion, committee consensus was not to pursue the installation of license plate readers (LPR's) in Pelican Bay, as we have many other large projects such as sidewalk replacement and lake bank restoration projects which have more priority. OAKMONT LAI{E RESTORATION ISSUES LANDSCAPING RESTORATION Dr. Chicurel commented that the committee needs to consider how to best landscape the water's edge along Lake 4-1, as part of the lake bank restoration project. He provided materials illustrating the need to mitigate the inadvertent placement of grass clippings in Oakmont Lake. Pelican Bay Services Division Landscape & Safety Committee Meeting February 2, 2021 Ms. O'Brien commented that her homeowners association landscaper uses a skimmer in their lake to remove all of the grass clippings. OAKMON I LAKE SIDEWALK LIABILITY AND REPLACEMENT ISSUES Dr. Chicurel commented that the replacement of the sidewalk along Oakmont Lake is the responsibility of the PBF. Ms. McLaughlin commented that at yesterday's Water Management Committee meeting, Ms. Melanie Miller of the PBF confirmed that the PBF will pay for sidewalk replacement and re -landscaping along Oakmont Lake, and will work with PBSD staff as part of an integrated project. Ms. O'Brien commented on the possibility of relocating this sidewalk further east, as the PBF property line is much further east. McGilvrey (CCSO) presented the following strategies to us that might help mitigate speeding within Pelican Bay. No strategy is a guarantee of compliance with state and local laws but the CCSO is a willing ally in the community's desire to reduce speeding and enhance safety on our streets, roads, and crosswalks.
