date at 8:30 A.M. in in the Human Resources Conference Room in Naples, Florida, with the following

Steve Hruby called the meeting to order at 8:31 a.m. He read the procedures to be followed and led in
the pledge to the flag.

There were 8 active members present when the meeting started, therefore a quorum was
established. Commissioner Taylor arrived at 8:54 a.m.
Litha Berger made a motion to approve the agenda which was seconded by Mary Waller
The motion passed by a vote of 8-0.
b. A motion was made by Litha Berger to approve the minutes from the meeting on November
2 and was seconded by Denise Murphy. The motion was passed with a vote of 8-0.

4. INFoRMATIoNAt ITEMS
The Quarterly Apartment Listing was reviewed. lt was noted that in Naples proper, there were
no very low income rentals. The only very low income rentals are in Immokalee.
b. Collier Cares Update - Kristi informed the group that the county did meet the spending deadline
of the 567 million by the date of L2/3/20. We assisted hospitals, not-for-profits, long-term care
facilities, many small businesses, day care facilities and hundreds of individuals through the
application process. Kristitold the group that there will beasecondroundofUSTreasury
money comin8 to the county and the program will be reopened in March, pending BCC
acceptance and approval. This money will be used to stave offevictions ofthose in the 80% and
below range. lN addition staff is preparing an item for Board approvalwith remaining assistance
funds. These funds will assist with mortgage foreclosure prevention, rental assistance to those
8t%-1-40% AMl, utility assistance, outreach and assist senior citizen programs. Staff antlcipates
presenting to the BCC on January 12, 2021to ask for permission to open a satellite office to
process this next round ofapplications. We will be hiring several additional temporary staff in
order to handle the volume.

d. Grant Cycle Opening-The entitlement grant cycle officially opens today. All applications will be
turnedintoCHsbyFebruarysthat12noon.. Technical Assistance Meetingswill takeplacethis
month from January 20-22.
Manatee Parkwill berevisitedasalocationforaffordablehousing.. Lltha askedthe groupto
take an interest and push for seniors, veterans and affordable (low and moderate) housing for
all ofNaples. Adiscussion regardingthe schools byManateewas broughtup. Anewschool is
needed wlth or without additional housing. Denise Murphy will speak to the new commissioner
and ask for his assistance and bring an update. Commissioner Taylor motioned that we give our
support and revisit the Manatee property after we hear Denise's report at the next meeting.
We willthen take our report to the BCC in time for the second meeting in February. Litha
Berger seconded and the group voted 9-0 in favor.
f. Marketing Plan Update - Hilary told the group that Quest has provided a quarterly update and
sent out an e-blast of the top five housing initiatives. Quest is also working on a flyer that can
be sent out to every resident in the Gordon River district listing all ofthe county programs. We
want residents to get on the waiting list to be ready to proceed when the next round of
rehabilitation money comes through. This is the last affordable housing area in the City of
Naples. Hilary will bring a copy ofthe flyerto the next meeting. ln addition, they are working
on a 20-year anniversary book showing what the entitlement grants have done for the county.
Commissioner Taylor asked Kristito give a presentation to the BCC when the book is ready. The
new website brought in 6,000 visitors in October and 2,000 in November.

c. 2019 CAPER - Kristi told the group we have expended S2.7M in 2019 to meet ourtimeliness

c. Quarterly Housing Report-The report is out. There is also a Fair Housing survey on the
webpage. Kristi encouraged everyone in the group to get the word out for as many people as

6. DISCUSSION ITEMS
a. HUD Entitlement Grants, SHIP and LHTF Grant Application Cycle Timeline. Hilary reviewed the
timeline with the group.
1. The selection committee always has a member of the AHAC. Mary Waller was
nominated to be on the review committee by Denise Murphy, Steve Hruby
seconded, and the group voted 9-0 in approval. Steve Hruby will be the back-up.
7. STAFF AND GENERAL COMMUNICATIONS
a. Update on HUD plans in in progress: Analysis of lmpediments, Citizen Participation Plan,
Consolidated (5-year Plan) and Annual Action Plan
b. Project Updates:
1-. Bembridge PUD to BCC for zoning approval- YL2/TOZL
2. The Community Housing Plan Regulatory Relief initiative for Land Development Code
Amendment for affordable housing first hearing is scheduled for 1./26/2021"

There being no further business for the good of the County, Mary Waller motioned to adjourn the meeting at 9:40

Emergency Rental Assistance Overview
Congress included $25 billion in emergency rental assistance ln the Consolidated Appropriations Act of
2021, The President signed the measure into law on December 27,2020, The legislation lncludes an
extenslon of the federal evlction moratorium through January 37,2A2!, The legislation also extends the
disbursement deadline for the CARES Act Coronavirus Rellef Fund from December 31,202D to December
31,2027.

The Treasury Department will administer the program

with populations over 200,000 are eligible to receive funding. Approximately $400 million will be

The funding will be distributed to states based on the state's population according to the 2019 Census
data. Each state will recelve no less than $200 million. Forty-flve percent of a state's allocation will be

pandemic for households meeting the criteria below; up to 10% can be used for case management or
other services. The assistance can last up to 12 months plus an additional three months, if necessary, to
ensure housing stability.

The Treasury Department will recapture any funds not obligated by September 30, 202L,.Unobligated
funds wlll be recaptured and reallocated to those grantees who have obligated at least 65 percent of
their grant by September 30,2027, The amount of the reallocation will be based on demonstrated need,

Renters with incomes up to 80% of area medlan income (AMl) who meet the following criteria are
ellgible to receive assistance.
One or more indlviduals in the household has qualified for unemployment benefits or can attest
in writing that they have experienced a reduction in household income, incurred significant
costs, or experienced other flnanclal hardshlp due to the coronavlrus pandemlc; and
one or more indivlduals ln the household can demonstrate a risk of experiencing homelessness
or housing instability which may include a past due utllity or rent notice or an eviction notice; or
unsafe or unhealthy living conditions; or any other evidence of such risk as determined by the
grantee.
Grantees must prioritize funding assistance to renter households at or below 50 percent of AMI and
to households in which one or more household member is unemployed and has been unemployed
for 90 days,

Re:Update on Regulatory Relief for Housing that is Affordable LDC Amendments and
Update to the other four lnitiatives directed by the BCC.
As parc of an October 2018 Board of County Commissioners meeting, the Board provided
direction upon the final recommendations of the Collier County Housing Plan. As part of that
review, the Board directed staff to prepare Growth Management PIan (GMP) and Land
Development Code (LDC) amendments on five specific initiatives identified within the Housing
Plan:
l. Regulatory relief for affordable housing applications.
2. Streamline commercial to residential conversions.
3. lncentivize mixed income residential housing in future and redeveloped Activity Centers.
4. Create a Strategic Opportunity Sites designation process and allow for increased density
5. lncrease density along transit corridors.
To assist with the task the Housing Department entered a contract with Johnson Engineering
to assist with the development of the lnitiatives. The first lnitiative was the only lnitiative that
only proposed changes to the Collier Land Development Code and not the Growth
Management Plan, which is a longer process to satisfy. As such, the first lnitiative has followed
its own accelerated path for BCC review. At the most recent BCC meetint on January 26*,
the BCC approved the proposed Regulatory Relief Amendments as part of thelr summary
agenda. The amendments still require a second hearing from the BCC (February 9, 2021), but
with the approval at the first meeting, this is a procedural step.
The cost savings measured contained within the amendment are related to:o providing for cluster housing that is affordable through an administrative review process,
rather than the costly, time consuming and uncertain public hearing process;
o allowing local roads within an affordable housing project be constructed at a lower
elevation to savint cost in terms of amount of lill needed;
o allowing an alternative design for local roads internal to a housing that is affordable
project to save cost of drainage infrastructure;
o allowing cost saving alternative design and materlals for the construction of sidewalks
internal to an affordable project:

allowing a triplex (three units in one structure) to be exempt of the costly Site
Development Plan process and be permitted through the building permit review;
allowing clubhouse facilities to be approved as part of the plat associated with the
housing that is affordable projecq rather than a separate Site Development plan
submittal, which would currently be required and;
exempting an affordable project from the dedication of a public water well, which
consumes valuable acreage of a project.
Again, these relief efforts are ser for final approval at the February 9, 202 I BCC public Hearing.
The other Four initiatives are currently under review by the collier Growth Management
Department's staff, as part of the required Growth Management Plan amendment process. lt is
anticiPated that these GMP amendments will finalize review in March/April and be tentatively
scheduled for the collie county Planning commission in April/May and the Board of county
commissioners in June{uly. From Board review, the amendments will be transmitted to the
state Department of Economic opportunity and then proceed back to the planning
Commission and the Board for Adoption hearings in fall/ winter of 2O7l122, where they will be
companion items to Land Development code amendments which will be designed to
implement the specifi c lnitiatives.

Jessica Brinkert, Administrator
Moorings Park at Grey Oaks
Jessica Brinkert, Administrator, is an elder care professional at Moorings Park at Grey Oaks, a
luxury life plan community located in the heart of Naples. A full charge administrator, Jessica is
responsible for day-to-day operations at the 50-bed assisted living and memory care facility,
dedicated to providing high quality, person-centered care for older adults. Resident care, nursing,
physical plant and regulation compliance all fall within her purview.
Ms. Brinkert is a graduate of Florida Gulf Coast University, where she earned a B.A. in
communication and a Master's degree in public administration. She holds a Graduate Certificate
from the University of Florida in geriatric care management. A certified Memory Trainer
through the University of California, Jessica is also a Master Trainer in the Best Friends
Approach, which redefines how we can enhance the lives of individuals living with Alzheimer's
and dementia. She agrees with Andy Rooney, the American television personality who famously
said, "the best classroom in the world is at the feet of an elderly person." She has received her
most valuable and impactful life and work lessons from the residents she serves.
Jessica is currently serving a two-year term as a volunteer member of the School Advisory
Council for Osceola Elementary School. The council assists with preparation, evaluation and
implementation of the School Improvement Plan (SIP), as well as the annual school budget.
Happily married for nine years, Jessica and husband Jeff are blessed with two beautiful children,
Jenna (6) and Luke (4). Originally from Longboat Key, Jessica is a true Florida native and
enjoys spending time walking the beach, boating and practicing yoga.
