PSCC Minutes 04/19/2007 R April 19, 2007 MINUTES OF THE MEETING OF THE COLLIER COUNTY PUBLIC SAFETY COORDINATING COUNCIL Naples, Florida, April 19, 2007 LET IT BE REMEMBERED, that the Collier County Public Safety Coordinating Council, in and for the County of Collier, having conducted business herein, met on this date at 2:00 P.M., at the Human Resources Conference Room, Building B, 3301 East Tamiami Trail, in Naples, Florida, with the following members present: CHAIRMAN: Commissioner Fred Coyle Judge Hugh D. Introduction A. Welcome - Commissioner Fred Coyle B. Approval of December 8, 2006 Public Safety Coordinating Council Meeting Minutes Mr. Russell moved to approve the December 8, 2006 Meeting Minutes. Seconded by Judge Manalich. Carried unanimously 15-0. C. Acceptance of the February 16, 2007 Work Release Subcommittee Meeting Minutes Mr. Russell moved to accept the February 16, 2007 Work Release Subcommittee Meeting Minutes. Seconded by Judge Manalich. Carried unanimously 15-0. D. Acceptance of February 26, 2007 CIT Task Force Meeting Minutes Judge Manalich moved to accept the February 26, 2007 CIT Task Force Meeting Minutes. Seconded by Mr. Russell. Carried unanimously 15-0. II. Old Business A. Work Restitution Release Subcommittee Update - Judge Ramiro Manalich Judge Manalich gave a presentation on the Work Restitution Release program. . Board of County Commissioners approved the Work Restitution Release program . Master Plan is being formed . Separate facility for work restitution should be part of facilities planning . Facilities needed for work restitution housing are less expensive than secured facilities and would result in a reduction of jail population . Residents in work restitution housing facility would pay their room and board; alcohol and drug intervention education could be made available in the evenings . Security would be provided according to the Sheriffs criteria and standards . Facility would be an incarceration facility . Program is currently available on a limited basis due to lack of facilities 2 April 19, 2007 Commissioner Coyle moved to recommend that the consideration of a facility for Work Restitution Release be included in the long-range Jail Master Plan analysis, and that the Work Restitution Release Subcommittee conduct further research on the topic and report back to the PSCC. Seconded by Judge Hayes. Carried unanimously 15-0. B. Crisis Intervention Team (ClT) Task Force Update - Chief Scott Salley and Bonnie Fredeen Chief Salley presented a report on the Crisis Intervention Task Force. (See attached) · Requested approval ofrecommendation to end task force and establish a community coalition for CIT Ms. Fredeen stated she is eager to work on the proj ect and supports the Public Safety Coordinating Council. . Unit is in crisis; not enough beds are available to fill the need · Collaboration with the entire County is needed . Need is for 30-bed unit, receiving beds, holding beds and some short term residential beds . Approval for site plan is close . Hospitals may help with funding . Project will go forward, will go to Tallahassee for ongoing funding, support of Public Safety Coordinating Council is needed . There may be federal grant monies available . David Schimmel and Kathleen Hunter will form the coalition . Drug Coalition model will be replicated Mr. Pettit stated it would be appropriate to have someone come back from the Coalition to report to the Public Safety Coordinating Council on the Coalition's activities, thus avoiding Sunshine Law issues. Public Safety Coordinating Council would not be able to delegate to the Coalition items for action that would otherwise be the role of the Coalition. Mr. Russell moved to thank the Task Force for its fine work and agree that the Task Force's job is ended and it can be disbanded. Seconded by Judge Hayes. Carried unanimously 15-0. Commissioner Coyle moved the Public Safety Coordinating Council support the request for funding for additional treatment facilities. Seconded by Judge Manalich. Carried unanimously 15-0. Mr. Russell moved the Public Safety Coordinating Council support David Schimmel's interest in creating a community coalition from CIT. Seconded by Judge Hayes. Carried unanimously 15-0. C. Inmate "Snapshot" Report - Chief Scott Salley Chief Salley presented the Collier County Jail Data report. (See attached) 3 April 19, 2007 · Large number of inmates are awaiting transfer to a state mental hospital, more facilities for mentally ill are needed . Judge Hayes has been asked to serve on a task force to make recommendations on how to handle mental health issues in the courts · Hendry County jail is overcrowded, conditions are dire and a new jail is needed Commissioner Coyle stated the public's attitude is shifting regarding illegal immigration. $56,000,000 is spent on illegal immigrants, which is equal to every penny in property taxes paid by all of the property owners in the City of Naples and all of the businesses owned in the City of Naples. III. New Business A. Discussion Regarding New Chief Circuit Judge - Chief Judge Hugh Hayes Judge Hayes stated as follows: . Judge Terry is taking over as Chief Circuit Judge . Judge Hayes will resume duties in the Collier County Civil Court in July 2007 . Judge Monaco and Judge Hayes are currently working on a mental health court, pretrial screening would be added, will partner well withC1T IV. Comments and Suggestions Commissioner Coyle suggested a joint meeting between Collier County Public Coordinating Council and other public safety coordinating councils. An update on illegal immigration will be available in June 2007. V. Public Comment Kathy Ray provided copies of information regarding mental health courts to the council. The next meeting of the Collier County Public Safety Coordinating Council will be held in June 2007, the exact date to be determined. 4 April 19, 2007 ***** There being no further business for the good of the County, the meeting was adjourned by order of the Chair at 3:25 PM.
