MINUTES OF THE MEETING OF THE COLLIER COUNTY
BOARD OF COUNTY COMMISSIONERS
COLLIER COUNTY HOUSING STIMULUS PROGRAM
Naples, Florida, April 16,2007
LET IT BE REMEMBERED, that the Collier County Board of
County Commissioners, in and for the County of Collier, having conducted
business herein, met in WORKSHOP SESSION on this date at 1 :00 PM, at
the 3rd Floor, Harmon Turner Building, Naples, Florida, with the following
members present:

The meeting opened with the Ptedge of Allegiance.
I. Dick Grant, Chairman, Economic Devetopment Council of Collier County,
stated the following.
. Affordable housing for the workforce has been determined to be a problem in
Collier County
. Affordable housing issue is an impediment to attracting high wage paying
value-added businesses to the area
. Ordinances and resolutions have been developed
. An incentive-based program that provides tools for a developer to create
affordable housing will be presented
. Tax structure and revenue sources are uncertain right now
. Housing market has not improved, but that is temporary
Tammie J. Nemecek, President, Economic Development Council of Collier
County, gave a slide presentation on the Collier County Housing Stimulus
Program. (See attached)
. EDC desires to grow high-wage jobs in Collier County both from existing
employers and new employers brought into the community. In order to
accomplish this, the workforce needs a place in Collier County to live
. Population will continue to grow in Collier County
. Although housing prices have come down, that may not be true in the future
. Program needs to be put in place so it is ready for future use
. Final ordinances will be brought back in June for consideration after the
Tallahassee session
. Program can be analyzed now to make sure it is ready to implement once the
Tallahassee session is done
. It is hoped by using an incentive-based program developers will be
encouraged to build more affordable housing
AI Reynolds, Director, Economic Development Council of Collier County,
made closing statements as follows:
. Plan for resolution of this issue has been a highly collaborative effort
. This very difficult issue was created in Collier County over 20 years ago
. Focus must be on incentive-based approach
. Workforce housing is essential infrastructure
II. Questions and Answers
Commissioner Coletta stated the incentives being asked for are realistic.
Commissioner Halas stated total incentives requested equal $10,000,000 which
could be a problem, and linkage fees need to be addressed.

Mr. Weigel stated the increase in incentives would be substantial, advised against
jeopardizing the impact fee structure; legal and constitutional implications would
have to be carefully examined.
Mr. Mudd stated $10,000,000 in funding without another funding source would
require ad valorem dollars.
Commissioner Fiala asked ifCDD, maintenance fee, mortgage payment,
insurance and taxes all figured into the 30%.
Ms. Nemecek responded yes.
Commissioner Fiala asked who oversees CDD expenses.
Ms. Nemecek stated there is an Interlocal Agreement between the County and the
CDD.
Mr. Weyer stated from the standpoint of the CDD, with the Interlocal Agreement
there would be opportunities to watch the situation. CDD would not have to
maintain the homes, CDD could build them and the Homeowners Association
could maintain them.
Commissioner Fiata stated that housing prices do not seem to drop
commensurate with the benefits that Collier County offers. Density bonuses on
the other 85% of property should be limited to one unit per acre to reduce impact
on road system.
Commissioner Henning stated he would not want to see Collier County
subsidize affordable housing that is competing with the free marketplace.
Commissioner Henning expressed concern that subsidized homes would not
remain in the affordable housing market.
Mr. Weyer responded that the challenge was to keep restrictions low enough that
the market would not lose interest in purchasing the homes.
Commissioner Coletta asked questions regarding impact fees.
Mr. Feder suggested more specific studies on impact fees.
Commissioner Cotetta stated the Commission is in favor of deferrals rather than
waivers.
Discussion ensued on poiuts as follows:
. There is a need to prioritize what Collier County money is spent on
. Alternative ways to finance other than funds coming from government are needed
. Review process of plan needs to start
. Suggestion was made to come back to review the plan and ordinances before
giving them to staff
. Input from community could provide a better plan
. Need to wait to see what the climate will be in a month
. Collier County needs to be part of the process; wants recommendation of County
staff to BCC; needs modification
