MINUTES OF THE MEETING OF THE COLLIER COUNTY
BOARD OF COUNTY COMMISSIONERS AND
COLLIER COUNTY AIRPORT AUTHORITY
Naples, Florida, April 16, 2007
LET IT BE REMEMBERED, that the Collier County Board of County
Commissioners, in and for the County of Collier, having conducted business
herein, met in WORKSHOP SESSION on this date at 9:00 AM, at the 3rd
Floor, Harmon Turner Building, Naples, Florida, with the following

The meeting opened with the Pledge of Allegiance.
I. Executive Director's Comments
Theresa Cook, Executive Director, Collier County Airport Authority,
introduced the members of the Collier County Airport Authority and gave a slide
presentation. (See attached)
· Collier County Airport Authority acquired land via a trade between Marco
Island and Collier County; the Airport Authority purchased the land from
Collier County with 95% funding from FAA, 2 1/2% from Collier County
and 2 1/2% from the FDOT
· Current vehicle parking will be relocated to land just purchased from
Collier County
· Permit has been received from the U.S. Army Corps of Engineers to
develop a taxiway at Marco Airport; permit allows for mitigation of
taxiway at Marco Island
· Fuel farm at Marco Airport was funded with 50%, $70,000, from FDOT
and 50% from Collier County
. It should take six to eight months to complete mitigation at Rookery Bay
. Taxiway should take two to three years to be developed
. Fuel sales and volume have increased at Marco Airport
. Most airport traffic is executive
. Most airport clientele are going directly to Marco Island
. Many Corps permit issues for the taxiway revolved around a crocodile that
was on the endangered species list but was taken off the endangered
species list right after the permit was acquired
· lmmokalee Airport/Florida Tradeport, $350,000 was spent on mitigation
for panther habitat; map was subsequently changed and the area no longer
requires mitigation for panther. Collier County Airport Authority would
like to get the money back since panther mitigation is no longer required
for that area but application for a new permit would be required and the
cost of a new permit would offset the savings.
. Every parcel around the lmmokalee Airport is proposed to be development
in the next several years
· Traffic at lmmokalee Airport is expected to greatly increase in the next
few years
· Future of lmmokalee Airport is expected to be as a cargo plane and private
jet facility
. National Guard is looking for land at lmmokalee Airport; they need about
25 acres to put up a Quarter Master's supply unit; National Guard would
be a large asset to Collier County in case of disaster
. Lake will be 11 acres when completed and will handle all the water for the
Phase I construction
. lmmokalee Airport is expected to be self-sufficient in ten years
· Everglades Airport taxiway development is stalled due to need to mitigate
for a wetland in the area

. "Gawn Fishin" purchase has encountered issues over installation of boat
ramps, manatees and environmental issues. There are currently no boat
ramps, only docks
. Everglades Airpark north taxiway should be completed in two years
. Marco Island Executive Airport plans to build a new terminal to be
completed in 2012
. Immokalee Airport is planning to build a new air traffic control tower and
will need funding assistance; new t-hangers are also being planned as well
as runway rehabilitation
. Controlled airfield will draw more traffic
. Airport is represented well in the Immokalee Master Plan
Commissioner Halas commended the Airport Authority Board on its progress.
Commissioner Coletta suggested the Collier County Airport Authority submit to the
Collier County Board of County Commissioners correspondence with the Fish and
Wildlife Service regarding the panther mitigation money. Funds should be returned to
the taxpayers of Collier County.
Being no further business for the good of the County, the workshop concluded by
order of the Chair at lO:05AM.
