Meeting in and for the County of Collier, having conducted business herein, met on this
date at 7:00 PM at Edison Community College, Naples, Florida, with the following

The Town Hall Meeting was hosted by Commissioner Donna Fiala and started at 7:00 PM.

1. Transportation
Norman Feder, Administrator, Transportation Department, gave a slide presentation outlining
progress of road construction in Collicr County.
. 220 lanes miles have becn addcd to Collicr County roadways
. Rattlesnake, Collier Boulevard to Polly A venue, completion scheduled for early 2008
. Santa Barbara Boulevard, Davis Boulevard to Copper Leaf Lane scheduled for
complction mid-2009
. Santa Barbara Boulevard Extension, Davis Boulcvard to Rattlesnake Hammock Road
scheduled construction to begin at the end of 2007 and scheduled for completion at the
end of 2009
. Collier Boulevard, ]mmokalee Road to Golden Gate Boulevard construction scheduled
for completion Spring of 2009
. Collier Boulevard, South of Davis Boulevard to US 41 scheduled for completion Summer
2010
. Collier Boulevard, Davis Boulevard to Golden Gate Main Canal construction completion
scheduled for Summer 2009
. Collier Boulevard, Golden Gate Boulevard to Green Boulevard scheduled for completion
Fall 2010
. Greenway Project, pedestrian and bicycle facilities, Parks and Recreation may be able to
proceed with this project under their budget
. US 41 landscaping scheduled to start mid-April 2007 and to bc completed October 2007
Jerry Kurtz, PE, Principal Project Manager, gave slide presentation discussing Lely Stormwater
Project (LASIP)
. Approximately]4 square miles
. Therc will be approximately 10.5 miles of channels

. Project is a multi-year project
. Lely Stormwater Project is approved to start January 23, 2007
2. Parks and Recreation
. Barry Williams, Director, Parks and Recreation gave a slide presentation discussing
the following:
. Eagle Lakes Community Park beach stickers are available
. Eagle Lakes is prime spot for birding
. Construction projects include interactive water feature, maintenance building is almost
complete, picnic pavilions, educational kiosk will be available next year
. East Naples Community Park improvements include development of soccer field to be
completed in Fall of2007
. Completed projects include playground, refurbishment of shuffleboard court,
improvements in community center
. New signagc placed on trail, new benches, new landscaping
. New skate park "Velocity" skate park marketing includes addition of page to Collier
County's website
. Manatee Park is in master planning phase; is scheduled for completion late 2009
3. Library
Marilyn Mathes, Library Director, gave a slide presentation discussing the status of the
South Regional Library.
. Will be a 30,000 square foot building with expansion potential of30,000
. Sharing parcel with emergency services building
. There will be ample parking
. It will have the largest auditorium of any of Collier County's libraries
. There will be a drive-up book drop, lots of space
. Project will go out for bid in a couple of weeks
. Estimated completion is early 2009
. $13.8 million is current estimate of cost

. There will be approximately 30 public-use computers
. Library will house 30,000 to 50,000 items
. Library will have eraft and story-telling rooms for children
. Building has been designed with green materials where possible
. Re-evaluation of whether or not to keep the eurrent library open will occur after new
library is open
4. Community Developmcnt and Environmental Dcvclopment
Joc Schmitt, Administrator, CDES, gave a slide presentation regarding Development along US
41, Collier Boulevard and Davis Boulevard Project.
. Commercial growth is strong
. Residential growth is slower
David Jackson, Community Bayshore/Gateway Triangle CRA Exeeutive Director, gave a slide
presentation discussing CRA Bayshore Gateway Triangle as follows:
. A eommunity must be designated as blighted to get CRA designation
. Progress is visible
. Stakeholders need to be coordinated
. Plan must be promoted
. Partnerships must be built
. Outside coordination is challenging
. Focus must bc placed on strengths
. Build on early successes to achieve momentum
. Funding can come from grants, bank loans, investors, fund raisers and events
. ]n areas designated as blighted, propcrty tax funds must be spent in the area where it was
collected
. New lights are planned for Davis Boulevard
. Drainage is problem in some areas, solutions are being developed
. Limerock roads havc been paved, giving an example of spending tax funds in community
from which taxes are collected

6. Potential Impact of Sales Tax vcrsus Property Tax on Home Rule and Addressing Future
Growth Issues
Mike Smykowski, Budget Director gave slide presentation regarding impact of sales tax versus
property tax on home rule.
. Legislature's goals are to provide tax relief and equity
. Local government's revenue will be substantially reduced if proposals become law
. Collier County residents have high expectations of local government; expectations would
have to be reduced since a reduction in revenue must result in a reduction of services
. Sales tax increase has been proposed to replace revenue lost by local government
. Ad Valorem tax revenues tend to be stable; sales tax revenues Ouctuate
7. Southwcst Florida Water Management Water Restrictions
Paul Mattausch, Water Department Director, spoke regarding Phase II water restrictions
recently put in place that will affect Collier County.
. New restrictions would take effect Friday, April] 3,2007
. Irrigation would be restricted to two days per week
. Lot sizes less than five acres, watering is permitted from 4:00 to 8:00 a.m.
. Lot sizes larger than fivc acres may water eight hours
8. Questions and Answers
Peggy Burton asked what homeowners could do about an old car wash on US 4] that has
sustained hurricane damage with homeless living on the lot.
Mr. Schmitt responded the car wash is up for sale, no redevelopment is currently planned for the
car wash, and it may be possible to tear it down if it is deemed a health and safety issue. Code
Enforcement will inspect the area; County cannot force owner to comply with today's standards,
new owner must come in before new standards can be enforced.
Nancy Markham asked for an update on the Ironwood property.
Mr. Schmitt responded a developer had been interested in the property, but it would be too
expensive to bring the property up to Code.

Karen Kaskel asked about the Pine Road from Davis to Rattlesnake, why have that road built
when County Barn needs to bc expanded.
Mr. Feder responded if traffic is increased, County will come back and make modifications.
John A. Norman, asked for equal distribution of traffic on St. Andrews and Augusta.
Mr. Feder responded distribution would be onto Rattlesnake Hammock.
Lavonnc Peters expressed concern over use of Palm trees in median on Rattlesnake Hammock
due to possibility of fronds falling into trafllc and stated Olive trces should be kept tight to allow
better visibility.
Mr. Feder responded no Olive trees have been planted on Rattlesnake Hammock. Palm trees
are maintained on an ongoing basis so there will be no problem with fronds in the road.
Andre Bouguet asked regarding Santa Barbara Extension, would it be possible to have a
reduction of truck traffic on St. Andrews.
Mr. Fedcr responded there should be no truck traffic on St. Andrews.
Debby Pappy stated smaller parks for boat launches are desired in Goodland.
Connie Fullmcr, President, Goodland Preservation Association, spoke about a large home that
violated building standards.
Mr. Schmitt rcsponded property owners have made changes in design in order to comply with
the building code.
Phil Brougham, asked about bike paths along 95].
Mr. Feder responded it would be necessary to consult with the State.
William Cannon spoke in favor of rational speed limits in Naples Bay; asked about extending
Livingston Road to connect Radio to Davis.

Mr. Feder responded a decision had been made not to do so; residences would have to be
removed.
Mel McGuire spoke against sales tax in place of property tax.
Edward J. Fullmcr spoke regarding Goodland Drive 892A, it needs attention.
Mr. Feder responded temporary repairs have been promised, resurfacing must be kept up.
Marcia Howsc requested a traffic light at Barefoot Williams Road and US 4]. Ms Howse also
stated a ditch along Barefoot Williams needs cleaning.
Mr. Edwards responded the original developer had a permit to build a traffic signal, but sold to
a new developer who does not believe he should have to pay the entire cost of traffic signal. The
County is still working with DOT and the permit is still being offered.
Mr. Feder stated the new developer does not want to pay the entire cost of the new signal. The
ditch cleanup will be looked into.
Len Bulat stated his question had already been answered.
Tony Marrone asked for a traffic light at Barefoot Williams Road and US 4].
Mr. Feder stated the County is working to get a signal.
Ted Beisler asked the Collier County Board of Commissioners to avoid allowing more traffic on
Collier Boulevard, already congested. Also questioned re 99 acres for park.
Mr. Feder responded the 99 acres was purchased as mitigation land, there will be a very small
trailhead path and vcry small area for recreation.
Harry Nuzum had a question regarding roads and landscaping on bridge on 95], landscaping
south on 95] is too high, poor visibility, needs trimming. Mr. Nuzum also suggested a new
bridge at the extension of Golden Gate Parkway.
Mr. Fcdcr responded that is part of plan for Golden Gate Parkway.

Larry Mieszcak asked ifthere is a time limit on freezing CRA taxes.
Mr. Mudd responded that there is a time limit on freezing CRA taxes.
Jan Jackson asked if there will be a traffic light put in by Treviso Bay.
Mr. Feder responded the matter is being monitored and the developer needs to get a permit from
the State. Developer is required to make significant improvements to the roadway.
There being no further business for the good of the County, the Town Hall Meeting was concluded
at 9:11 PM.
