EXECUTIVE SUMMARY
Recommendation to approve the sale and disposal of surplus assets per Resolution 2013-095 via
public auction on April 10, 2021; approve the addition of surplus items received subsequent to the
approval of this Agenda Item for sale in the auction; and authorize the Procurement Director, as
designee for County Manager, to sign for the transfer of vehicle titles.
OBJECTIVE: To sell County surplus property that is obsolete, uneconomical, or inefficient, and serves
no useful purpose to County operating divisions and obtain revenue for the County.
CONSIDERATIONS: The Procurement Services Division has scheduled a County surplus property
auction for April 10, 2021 and plans on holding multiple auctions throughout the fiscal year. The April
FY21 Auction List attachment contains a list of Collier County Surplus Sale Items that no longer have a
useful business purpose and are scheduled for auction. All vehicles and equipment on this surplus auction
list have been closely reviewed by the Fleet Management Division and determined to be at the end of
their economic service lives with disposal being in the best interests of the County. Age, miles, hours,
maintenance/repair history, current condition, and residual value all play parts in the decision‐making
process. The items on the attachment have been offered for transfer to other departments prior to the
auction.
In addition to the items listed on the attachment for sale at the Auction, staff is requesting approval to:
• Add additional surplus items received after the approval of this Agenda Item for sale in the
auction;
• Accommodate requests for donations received from other government entities or legitimate
Florida Non- Profit 501 (C) (3) organizations prior to the auction;
• Authorize the Procurement Director, as designee for the County Manager, to sign for the
transfer of vehicle titles; and
• ffer items for sale utilizing online auctions throughout the year.
Collier County is currently under contract with a full-service auctioneer, Royal Auction Inc., to provide
services to include preparation for the event, sale and disposal of all Collier County owned property, and
the transfer and disposition of all property titles. Under this contract, there is no auctioneer’s
commission and a buyer’s premium was implemented. This sale will be conducted pursuant to
Section 274.06, Florida Statutes. Notice for this auction will be published in the newspaper not less than
one (1) week prior to sale.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
Executive Summary.
FISCAL IMPACT: Net revenue from items other than vehicles will be deposited according to the
General or Enterprise fund that originally purchased the equipment, and future agenda items will be
brought to the Board to be recognized and to approve the revenue. Net revenue from the sale of vehicles
will be deposited into the appropriate Motor Pool Capital Replacement fund. Proceeds from any grant
funded assets will be recorded in accordance with the Office of Management and Budget Grant
Compliance guidelines.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval.

RESOLUTION NO. 2013-9 5
A RESOLUTION BY THE BOARD OF COUNTY COMMISSIONERS,
COLLIER COUNTY, FLORIDA, AUTHORIZING THE COUNTY
MANAGER OR HIS DESIGNEE TO EXECUTE CERTIFICATE OF
TITLES FOR COUNTY-OWNED MOTOR VEHICLES AND OFF-
HIGHWAY VEHICLES DESIGNATED FOR SALE AND SOLD AT
BOARD AUTHORIZED AUCTIONS.
WHEREAS, Section 274.06, Florida Statutes, allows the Board of County
Commissioners the authority to conduct auctions to sell county-owned surplus property that no
longer has a useful business purpose; and
WHEREAS, from time to time the Board of Commissioners authorizes county staff to
sell at auction property that no longer has a useful business purpose, including motor vehicles
and off-highway vehicles; and
WHEREAS, Chapter 319 of the Florida Statutes sets forth the proper procedure to
endorse and transfer title to a person acquiring a motor and off-highway vehicles; and
WHEREAS, after the Board has approved the sale of county-owned surplus property at
auction all that remains is the ministerial duty to complete the necessary paperwork to transfer
title for such sale; and
WHEREAS, the Board desires to authorize the County Manager or his designee to
execute certificates of title and/or any other related paperwork, including but not limited to
odometer disclosure statements, necessary to transfer title for all county-owned motor and off-
highway vehicles sold at Board authorized auctions.
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Collier County, Florida, that the County Manager, and/or his designee is hereby authorized to
perform the ministerial function of executing any certificate of title and/or any other related
paperwork, including but not limited to odometer disclosure statements, necessary to transfer
title for all county-owned motor and off-highway vehicles sold at Board authorized auctions.
