EXECUTIVE SUMMARY
Recommendation to approve the electronic submittal of a 2020 Federal Transit Administration
5339 Bus and Bus Facilities grant award in the amount of $9,020,000 for the purchase of six (6) 30'
fixed-route buses and the renovation of the Collier Area Transit Maintenance Facility on Radio
Road; accept the award, and authorize the necessary Budget Amendment.
OBJECTIVE: To obtain grant funding for the purchase of six (6) 30’ fixed-route buses and to renovate
the Collier Area Transit (CAT) Maintenance Facility.
CONSIDERATIONS: On April 28, 2020, the Board of County Commissioners (Board) approved the
submittal of a grant application to the Federal Transit Administration (FTA) in the amount of $9,020,000
for the purchase of six (6) 30’ fixed-route buses and the renovation of the CAT Maintenance Facility
located at 8300 Radio Rd. Renovations include but are not limited to, renovating the existing building to
modernize the facility so that it meets current building codes, security, and technology enhancements
including a Bus Simulator and Digital Think Room to provide enhanced training, Business Intelligence,
and installation of solar panels. The grant requires a twenty percent (20%) match of the total project cost,
the total project cost is $11,275,000. Collier County has requested approval from the Florida Department
of Transportation (FDOT) to use transportation development credits in the amount of $2,255,000 as a soft
match for the grant. On January 14, 2021, Collier County received approval from FDOT for the use of
transportation development credits in the amount of $2,255,000 as a twenty percent (20%) soft match to
the Capital Grant Program.
On September 3, 2020, CAT received notification of award from FTA. Following Board approval,
execution of the grant is processed through the FTA Transit Award Management System (TrAMS) by the
Collier County Public Services Department Head, who serves as the Board of County Commissioners’
appointed designee.

FISCAL IMPACT: A Budget Amendment is required in the amount of $9,020,000 to recognize federal
grant revenue within Collier Area Transit Grant Fund (424) Project 33736. The local match of 20% or
$2,255,000 has been secured through the use of toll development credits as authorized by Title 23 U.S.C.
120(i)(1).
Staff has completed an ongoing maintenance and operating cost estimate associated with the renovations

to the existing building as well as the technology and training cost. The Bus Simulator comes with a 5 -
year warranty and the ongoing cost associated to maintain is expected to be $5,000 commencing in 2026.
The current building on Radio Road is thirty-five (35) years old and the maintenance to the facility will
have a positive impact. The maintenance of the solar panels will be included in the Division’s existing
electrical maintenance agreement. The ongoing repair of the maintenance building is incurred by the
Facilities Management Division. The Fleet Division mechanics will need to be trained and certified on
repair and maintenance of the two (2) electric buses funded by FTA 5307 grant funds as necessary. The
annual maintenance costs are outlined in the table below.

The total fiscal impact for the Bus Facility by year 2026 is $41,000 and will be budgeted accordingly in
the annual budget.
Vehicles are replaced through the Fleet replacement schedule with maintenance funded through the
annual FTA 5307 apportionment.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
item.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. -JAB

This letter responds to Collier County's request on January 6, 2021 to the Florida Department of
Transportation for $2,255,000.00 in Transportation Development Credits (TDCs) to be used as
“soft match” for Collier County's State Fiscal Year 2020/2021 Section 5339(b) capital grant
application to the Federal Transit Administration (FTA). This grant will be used for renovating
their aging maintenance facility, facility security and capacity enhancements, fleet maintenance
expansion, technology enhancements and rolling stock purchase.
The Department concurs with Collier County's request by authorizing the $2,255,000.00,
according to the enclosed Department memorandum of January 14, 2021 from Mr. Brad
Thoburn, Assistant Secretary for Strategic Development.
The following two actions are very important for Collier County's staff to carry out:
1. The amount and the use of these TDCs, the Department’s Financial Management Project
Number and the page in the State Transportation Improvement Plan (STIP) where this
project is listed should be included in Collier County's FTA Section 5339(b) grant
application project budget sheets, and
2. Please send a copy of this letter and Mr. Thoburn’s authorization memorandum to the
FTA Project Manager for Collier County.

Application Executive Summary
The CAT Administration and Maintenance Facility is located at 8300 Radio Road, Naples, FL.
The facility currently houses the transit administration offices, maintenance area, and a passenger
transfer center.
It is a multimodal facility that serves buses, passenger cars, pedestrians, and bicycles. The
maintenance facility is a
prefabricated steel building that was constructed in 1985.
Due to the age of the facility, and the fact that less restrictive building codes were in place at
the time of construction, the building is susceptible to complete destruction during inclement
weather. During the last hurricane, the structural integrity of the maintenance building was
severely tested with damages sustained to the roof and exterior wall membrane of the facility.
Without the maintenance building, the transit system would be very vulnerable.
Funding is needed to refurbish/rebuild and expand, with furnishings the aging maintenance building,
optimizing available

space for effective operational use, built to Leadership in Energy and Environmental Design
(LEED) standards; and update with state-of-the-art equipment to accommodate innovative mobility
service to the community. In addition, Collier County is requesting funding to purchase
buses and introducing electric buses into the fleet that would also function as back power to
emergency facilities in the event of emergencies; and installation of solar panels that will be a
positive impact on the environment but also provide back up energy for the maintenance facility and
shade for buses.
The PTNE Division and the Collier County Facilities Management Division will provide oversight and
project management following the FTA grant award for this project. The Federal grant amount
requested is $9,020,000. The current project total is $11,275,000. The 20% required matching share
for the project is being provided in part by Florida Department of Transportation (FDOT)

Project Description
The proposed grant includes the following components:
Upgrade and expand the existing maintenance Facility, optimizing available space for effective

Project Benefits
The expansion of the maintenance facility will improve the ability to provide continuous service of the
fleet to operate the transit system.
The project will result in a cost savings to the county with a return on the investment in 10 years. The
life of the building will be extended
for another 30 years.
Maximizing the space to better accommodate staffing and training room will allow staff to be placed in
a better area based on their functions.
Centralizing some of the functions of the employees will provide for improved internal operations,
better communication and coordination.
The improvements for the training room will be an immediate return on the investment because the
enhanced training will result in an immediate
correction of operational safety. The reduction in incidents and accidents will be immeasurable.
This grant will allow for the purchase of 6 buses and will improve the overall condition of CAT's transit
fleet. With these assets,
the percentage of the fleet that has surpassed their useful life will be reduced from 72% to 42%. This
will result in a reduction in maintenance cost
by 16% and fuel cost due to the electric buses. Service reliability will improve with a reduction in the
number of breakdowns and other maintenance
service interruptions with the enhancement of the aging bus fleet. The fleet reduces the current
average age of the spare buses to 9 years
and 590,000 miles. The purchase of electrical buses CAT will improve fuel efficiency and
environmental quality.

to expand existing fleet. The vehicles will be owned and maintained by Collier County and operated by
the operations vendor. The vehicles will be ADA accessible and will have a useful life of ten (10) years
or 500,000 miles. The vehicles will be maintained by Collier County's Fleet Management Division. The
operating vendor, MV Transportation Inc. was selected through an RFP process. MV Transportation
Inc provides the drivers for all of Collier County's fixed route and paratransit vehicles. Collier County

Extended Budget Description
Collier County will purchase two electric buses to with state of the art devices to maintain a sustainable
fleet. The electric buses will be ADA accessible and have a useful life of five years or 150,000 miles.
The vehicles are owned by Collier County and maintained by Collier County's Fleet Management
Division and operated by the operating vendor. The operating vendor, MV Transportation Inc. was
selected through an RFP process. MV Transportation Inc. provides the drivers for all of Collier
County's fixed route and paratransit vehicles. Collier County will follow all 3rd party procurement
policies as defined in C4220.1F (Third Party Contracting Guidance). Collier County will ensure that
contractors procured will not be on the FTA Suspension and Debarment list. Transportation
Development Credits from FDOT in the amount of $150,000 will be used as a soft match.

Radio Road optimizing available space for effective operational use and build to LEED standards. The
useful life of the maintenance facility is 30 years. Transportation Development Credits in the amount of
$1,500,000 will be used as a soft match. Collier County will follow all 3rd party procurement policies as

Application Executive Summary: The CAT Administration and Maintenance Facility is located at 8300
Radio Road, Naples, FL.
The facility currently houses the transit administration offices, maintenance area, and a passenger
transfer center.
It is a multimodal facility that serves buses, passenger cars, pedestrians, and bicycles. The maintenance
facility is a
prefabricated steel building that was constructed in 1985.
Due to the age of the facility, and the fact that less restrictive building codes were in place at
the time of construction, the building is susceptible to complete destruction during inclement
weather. During the last hurricane, the structural integrity of the maintenance building was
severely tested with damages sustained to the roof and exterior wall membrane of the facility.
Without the maintenance building, the transit system would be very vulnerable.
Funding is needed to refurbish/rebuild and expand, with furnishings the aging maintenance building,
optimizing available
space for effective operational use, built to Leadership in Energy and Environmental Design
(LEED) standards; and update with state-of-the-art equipment to accommodate innovative mobility
service to the community. In addition, Collier County is requesting funding to purchase
buses and introducing electric buses into the fleet that would also function as back power to
emergency facilities in the event of emergencies; and installation of solar panels that will be a
positive impact on the environment but also provide back up energy for the maintenance facility and
shade for buses.
The PTNE Division and the Collier County Facilities Management Division will provide oversight and
project management following the FTA grant award for this project. The Federal grant amount
requested is $9,020,000. The current project total is $11,275,000. The 20% required matching share
for the project is being provided in part by Florida Department of Transportation (FDOT)
Transportation Development Credits (TDC) in the amount of $2,255,00.
Research and Development: This award does not include research and development activities.
Indirect Costs: This award does not include an indirect cost rate.
Suballocation Funds: Recipient organization is the Designated Recipient and can apply for and receive
these apportioned funds.
Pre-Award Authority: This award is not using Pre-Award Authority.
