Agenda 02/23/2021 Item #16D 7 (De-obligate funds awarded by FTA)02/23/2021 EXECUTIVE SUMMARY Recommendation to de-obligate funds awarded by the Federal Transit Administration (FTA) to avoid a duplication of benefits and authorize the execution of an amendment through the FTA Transit Award Management System (TrAMS), as well as, necessary Budget Amendments. OBJECTIVE: To provide Collier County residents with safe and reliable transportation via the Collier Area Transit system. CONSIDERATION: On September 11, 2018, the Board of County Commissioners (Board) approved the submittal of a 2018 Federal Transit Administration (FTA) Section 5324 Emergency Relief grant application in the amount of $226,326.76 to repair damages to the Collier Area Transit (CAT) administration and maintenance facilities at 8300 Radio Road as a result of Hurricane Irma. The County subsequently received insurance payments to claims filed for the damages incurred during Hurricane Irma. To avoid duplication of benefits, FTA required the County to identify all insurance funding received and clearly separate those repairs from what will be repaired with the Section 5324 Emergency Relief award. The following table identifies the Activity Line Items (ALI’s) that were repaired using insurance reimbursements and will be de-obligated. A Budget Amendment is also required in the amount of ($675) for the associated lcoal match within CAT Match Fund (425) Project 33590. A final Budget Amendment is required to recognize insurance proceeds in the amount of ($209,170.76) in CAT Grant Fund (424), Project 33590 to appropriately track all costs funded by the insurance proceeds. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
