OBJECTIVE: To obtain professional verification testing services by the Transportation Engineering Division, Growth Management Department for the Design -Build of Whipporwill Lane Marbella Lakes Connection Project (hereinafter the "Project"). CONSIDERATIONS: Whippoorwill Lane will be connected to Marbella Lakes Drive with added roundabouts and traffic signal at the Livingston Road intersection. The Transportation Engineering Division is seeking a firm that can provide verification testing services for the Project. The verification process compares test data to determine compliance with the contract requirements. On October 29, 2020, the Procurement Services Division released notices of RPS #20-7819 Verification Testing Services for Whippoorwill Lane & Marbella Lakes Drive Extension. The County notified 19,963 firms, 46 firms viewed the bid information and staff received five proposals by the December 2, 2020 submission deadline. All five firms were found to be responsive and responsible. A Selection Committee convened on December 17, 2020, scored each of the proposals, determined that oral presentations were not required, and ranked the firms. Per CCNA, Fla. Stat., the evaluation criteria included, ability of professional personnel; certified minority business enterprise; past performance/references; project approach, willingness to meet time and budget requirements; location; and recent, current, and projected workloads of the firm. Each firm provided at least three references from clients for projects of a similar size for which the firm provided services similar in scope and complexity within the past five years. After review of the proposals and deliberation, the committee ranked the proposals as seen below. This will be performed at the plant and in the field on split samples or independently obtained samples depending on the particular material specifications. The firm must be familiar with the Florida Department of Transportation (FDOT) Standard Specifications for Road and Bridge Construction, 2021, and in particular Section 105, Contractor Quality Control General Requirements. The firm must provide FDOT certified personnel and facilities to provide all necessary inspection to assure effective Quality Control of the operations related to materials acceptance. This includes, but is not limited to, sampling and testing production, storage, delivery, construction and placement. The selected firm must ensure that the equipment used in the production and testing of the materials provides accurate and precise measurements in accordance with the applicable Specifications and maintain a record of all inspections, including but not limited to, date of inspection, result of inspection, and any subsequent corrective actions taken. BACKGROUND The Whippoorwill Road Extension Project #60219 is a new roadway widening project that connects Whippoorwill Lane with Marbella Lakes Drive. The project is scheduled to begin in early 2021 and take approximately a year and a half. The County will be providing the Construction Engineering Inspection (CEI) services on this project and are requesting outside support to perform Verification Testing (VT) services. Verification Compliance Monitoring is required to assist the County in monitoring the Contractor's compliance with the approved Quality Control (QC) plan and VT requirements by attending the project field meetings, conducting QCNT compliance reviews, participating in progress meeting, and providing final compliance documentation. VT inspection is required to determine if the Contractor is in general compliance with contract documents and specifications and inform the County of the same for the duration of the project. Laboratory and asphalt plant testing and inspection is required per the plans and specifications and will be limited to such. TERM OF CONTRACT County reserves the right to modify this scope during negotiations for budgetary reasons. The contract term, if an award is made, will commence on the date of the Notice to Proceed and end upon acceptance and approval of the final payment. Prices shall remain firm for the term of the awarded contract. In accordance with Collier County guidelines, the Consultant shall: • Conduct quality control verifications compliance reviews; • Submit compliance construction logs to the County Inspectors; • Participate in regularly scheduled progress meetings as needed; • Prepare and submit photographic and written records when called for onsite verification testing; • Provide compliance documentation electronically, in PDF format, to the County's representatives for review and J permanent audit filing. TASK 2: Civil Engineering Inspection Verification Testing Support 0 a General L 0 The Consultant shall provide onsite VT inspection services during construction as necessary to determine if the Contractor is in general N compliance with the Construction Contract Documents and applicable specifications. Such visits and observations by the Consultant are not intended to be exhaustive or to extend to every aspect of the work in progress, or to involve detailed inspections of the work beyond the responsibilities specifically assigned to the Consultant in the resultant contract. The Consultant shall keep the County CO informed of the progress of such inspections and test results. The minimum sampling frequencies set out in the FDOT's Materials Sampling, Testing and Reporting Guide shall be met. In complying with the aforementioned guide, the County will schedule with the Consultant to provide as needed surveillance of the Contractor's Quality Control activities at the project site and perform the sampling and testing of materials and completed work items that are normally done inthevicinity ofthe project forverification and acceptance. Q Initial inspection and sampling ofmaterials and components at locations remote from the vicinity of the project and of materials normally done in a laboratory remote from the project site are included using desired FDOT certifiedmaterials testing laboratory. The Contractor shall be specifically responsible for job control samples determining the acceptability of all materials and completed work items on the basis of either test results or verification of a certification, certified mill analysis, etc. The County shall retain the right to monitor the effectiveness of the Contractor's testing procedures through surveillance and obtaining and testing independent assurance samples. Sampling, testing and laboratory methods shall be as required by the FDOT's Standard Specifications, Supplemental $ Packet Pg. 571 as modified by the Special Provisions of the Construction Contract. 16.A.10.d Documentation reports on sampling and testing performed by the Consultant shall be submitted to responsible parties during the same week that the construction work is done. The Consultant shall be responsible for coordinating the transportation of samples to be tested in a laboratory to the appropriate laboratory or appropriate local facility as directed by the County. Engineering Services The Consultant shall perform VT services which includes maintaining the required level of surveillance of the Contractor activities to perform VT, interpreting plans, specifications, and special provisions for the Construction Contract, maintaining complete, accurate records of verified activities and events relating to the project, and properly documenting significant project changes impacting verification procedures. The Consultant shall perform the following services: a) Verify that the Contractor is conducting QC inspections, QC testing, and preparing reports. The Consultant's inspector will be familiarwith the requirements setforth in FDOT Specifications with regards to QC testing and VT. b) Analyze problems that arise on the project and report to County staff proposals submitted by the Contractor, work to resolve such issues, and process the necessary paperwork. c) Facilitate communication between the Contractor's representatives and County staff in execution of the work and provide assistance in the resolution of QCNT issues. The Consultant shall not be responsible for the utility relocation work or final locations placed. All utility relocations required shall be coordinated between the Contractor, Utility Agencies, and the County. d) Produce verification reports, verify QCNT field testing as scheduled by the County. e) The Consultant shall utilize a digital camera for photographic documentation of VT state and ofnoteworthy incidents or events during construction. f) Other Management Engineering Services as it relates to VT shall include, but are not limited to, the following: The Consultant shall maintain on a daily basis, when called for VT services by the County, a complete and accurate record of verified activities and events including, but not limited to, manpower, equipment, sub -contractors, weather, and other significant data and events relating to the project and a record of verified work completed by the Contractor. The Consultant shall immediately report apparent significant changes in verified test data as they are noted. The Consultant shall maintain a daily Construction Diary which shall outline activity on the project each day VT was scheduled and performed. All emergencies shall be reported immediately to the County, but in no case in excess of 24 hours. ii. The Consultant shall maintain a log of materials entering into the work with proper indication of the basis of acceptance ofeach shipment ofmaterial when called for VT services by the County. iii. The Consultant shall maintain records of sampling and testing accomplished and analyze such records required to ascertain acceptability of materials and completed work items. The field reports for records of work and testing results shall be submitted at the completion of the Contractor's scheduled activities. iv. The County shall maintain a complete log of all submittals of shop drawings, noting the dates of first submittal and subsequent reviews and resubmittals, approvals, etc. The Engineer of Record shall review all shop drawings. The Consultant shall take note of and verify that any changes are properly carried through to construction and shall further record, report, make recommendations and evaluate any circumstances which affect the progress or cost of the work. Shop drawings shall also include any manuals or similar documents outlining proposed construction procedures submitted by the Contractor. V. The Consultant shall provide to the Contractor interpretations of the plans, specifications, and contract provisions. The Consultant shall consult with the County when an interpretation involves complex issues or may have an impact on the cost of performing the work. When warranted, the County may request an interpretation from the Engineer of Record. vi. The Consultant shall analyze problems that arise on the project and/or proposals submitted by the Contractor and prepare recommendations to County staff with appropriate justification and documentation if required by the County. vii. In the event that the Contractor submits a claim for additional compensation, Consultant staff w' Packet Pg. 572 submittal and prepare a recommendation to the County covering validity and reasonableness of charge 16.A.10.d conduct negotiations leading to recommendations for settlement of the claim if requested by the County. The Consultant shall maintain complete, accurate verification records of work involved in claims. In the event that the Contractor submits a request for extension of the allowable contract time, the Consultant shall analyze the request and prepare a recommendation to County staff covering accuracy of statements and the actual effect ofdelaying factors on completion ofcontrolling work items if requested by the County. viii. Upon identification of a proposed changed condition or construction contract change, the extent of change shall be analyzed, and an order of magnitude estimate of cost and time change, if any, will be prepared. Prior to receipt of the Contractor's estimate, Consultant shall prepare the fair cost estimate if requested by the County. ix. The Consultant shall record the progress of verified work by taking color photographs of pertinent construction activities if requested by the County. Photographic documentation of noteworthy incidents or events shall be made including, but not limited to, the following: • Exceptional progress of work • Accidents showing damage • Unsafe working conditions • Unusual construction techniques • Damaged equipment or materials Project photographs shall be furnished, as soon as available and upon request, to the County. Pertinent photographs will be maintained and available for viewing from the home office throughout the course ofconstruction. X. The County shall be responsible for the review and acceptance of the Contractor's progress schedule. HighSpans' proposed inspection staff has worked on several Collier County projects in the past as well as FDOT projects within Collier County. The Golden Gate Phase I VT Services is an example of a project with very similar scope to the Whippoorwill Project. During the Phase I project, our inspectors became familiar with this type of contract and with the type of area where the project is located. Our team understands the particular MOT and community issues that can arise with these types of widening projects. For example, during Phase I, vehicles merging onto Golden Gate Blvd. via the side streets became an issue. The general public typically becomes complacent to construction so when new traffic patterns are introduced, accidents can occur. This type of problem was solved on Phase I by implementing highly visible additional MOT warnings when they were moved to a new position to draw extra attention to this change. Keeping the public notified is an important step in the construction of a new traffic pattern to successfully avoid accidents. This is a top priority for this project. The Whippoorwill Lane Extension will include a multitude of materials testing that includes, but is not limited to, roadway embankment, subgrade, base, and asphalt; pipe backfill; and concrete testing for water/cement ratio for curb and gutter, and sidewalk. If box culverts or other structural concrete elements are proposed, these will require additional concrete testing such as, air content, slump, and compressive strength cylinders. Handling the density logbooks is essential to a successful project. As Verification Testing Inspectors, HighSpans makes it a point to know exactly what is going on at a project even when our inspector is not present. This way when they are called out to the site, they know exactly what to test and can ensure the QC results are in -line the required results. Also, we look ahead to see what will be required in the future to accurately prepare for any future testing. HighSpans maintains all the proper and calibrated testing equipment such as nuclear density gauges (5 available), speedy moisture gauges (5 available), and concrete testing equipment (air pressure meters, slump cones, and cylinder molds for example). This testing equipment is always available and calibrated to ensure all tested materials are accurately verified per project specifications. William "Hutch" Gwynn, our dedicated VT inspector, brings both many years of field experience, and a wide variety of project types, to the table. He has performed both QC testing for contractors and VT services for owners and this gives him a unique advantage of understanding what the Contractor is doing from their point of view. Hutch has experience performing nuclear density tests for embankment, subgrade, base, and pipe backfill. He also has performed concrete testing for bridges and other concrete structures. The Chokoloskee Bridge Replacement Project was an $8 million, 2-year project that mainly consisted of the replacement of the Chokoloskee Bridge with a new wider structure. The Vanderbilt Drive Canals Maintenance Dredging project included the mechanical dredging of sediment built up due to Hurricane Irma in 4 canals located along Vanderbilt Drive in Naples. HighSpans completed the design of Plans, Specifications, Estimates, and secured all necessary dredging permits for Collier County. HighSpans assisted the County during the bidding process in selecting a contractor. HighSpans also provided assistance during Construction which included the review of monthly pay estimates, review of RFI's and submittals, review of Pre- and Post- construction surveys, and Daily Inspection of Contractor's Operations. HighSpans provided Quality Control testing and inspection services for the CR-951 Widening from Golden Gate to Green Blvd Project. HighSpans worked closely with the Contractor and Collier County to ensure all testing was performed in compliance with specifications and contract documents. This is an important project to note because it shows HighSpans' experience on the QC side, allowing HighSpans great insight into the QC mindset and what is required of them on a project. HighSpans looks forward to using this experience on the Whippoorwill Lane Project. Harbor Walk Phase 113 consisted of the construction of a new boardwalk walkway along the Charlotte Harbor in Port Charlotte. The new boardwalk consists of PermaTrak treads supported by concrete piles. This boardwalk also has sections that are located directly underneath NB and SB US 41 bridges in the Charlotte Harbor. This project consisted of concrete sampling and testing, pile driving, monitoring of dewatering practices, and monitoring of turbidity. HighSpans was the Quality Control firm that assisted the Contractor is these areas as well as tracked items on the FDOT MAC system. The Burnt Store Road Widening CEI project consists of the initial widening of the north segment of Burnt Store Road to four lanes, which included three bridges (over Horseshoe Canal, Arroz Canal, and Gator Slough). This project also consists of new drainage, utility coordination, and full depth roadway construction of subgrade, base, and asphalt. HighSpans provided full CEI services to Lee County which included review of monthly contractor pay estimates, review of shop drawings and submittals, and review of plan revisions. With the assistance of HighSpans to provide Verification Testing Services, Collier County gains an experienced CEI firm as well. Once the project begins, HighSpans will stay informed on the project even when the testing services are not required. HighSpans will request meeting minutes from the progress meetings to stay informed with current project information and issues. The primary point of contact, Eli Enders, will handle this task. Normally, the first task of construction is installation of drainage pipe, structures, and utilities. HighSpans is proficient in the creation of pipe backfill density logbooks (Earthworks Records System) and will assist Collier County in the review of these logbooks prior to construction to ensure minimal interruption or confusion once work begins in the field. HighSpans will provide the same assistance for the roadway logbooks as well once they are completed. Normally, it is the Contractor's Quality Control firm that creates the logbooks. HighSpans has the same software and can double check the QC field logbooks for accuracy. Ensuring proper creation of the logbooks can give Collier County and HighSpans an insight into areas that may require additional testing or possibly less testing. Accurate logbook generation also ensures the proper testing is being performed. HighSpans will conduct frequent quality assurance verification compliance reviews to ensure testing and materials are being recorded in accordance with the contract specifications. For example, testing frequency may vary, but during these reviews, testing frequency will be checked and verified with the appropriate specification. HighSpans maintains a materials testing log for all construction materials used on the project, such as embankment, subgrade, base rock, and concrete. This log will be available on the HighSpans Project ShareFile and access will be given to all Collier County staff involved on the project. This log ensures compliance with all tested materials for both QC and VT and ensures comparison in accordance with the project specifications. HighSpans staff will be available for the regular field and progress meetings. HighSpans understands Collier County may not require attendance for all meetings, but staff will remain ready to attend the meetings as Collier County requires. Also, as a value-added feature, project management staff, such as Eli Enders, will attend meetings once a month to provide additional project support. If Collier County doesn't wish to have additional persons attend the meetings, Eli Enders will still be reviewing meeting minutes and discussing the project with the assigned VT inspector to remain up to date on project status and any project -related issues. Civil Engineering Inspection Verification Testing Support All HighSpans Inspection staff record all project -related information from the day on a "Daily Work Report." The HighSpans in-house form is modelled after the FDOT's form, and also contains an area for two date -stamped pictures to be uploaded. When VT testing is performed, or the inspector is on -site, this report is filled out and all testing information is recorded as well as the contractor's operations. These reports will be uploaded to the HighSpans' ShareFile for review and once finalized, will be converted to PDF for filing. Additionally, any project - related photos not shared on the daily work report will be provided to Collier County. HighSpans understands the peculiarities of this type of contract. The VT inspector could arrive one day and be required to perform a test or two, or simply grab a sample for the day. Other days, Collier County may require the inspector to monitor Contractor operations in addition to performing the VT services. HighSpans maintains a staff of inspectors that are ready and willing to provide the appropriate service for the day. We maintain a "TEAM - PLAYER" mentality to ensure the project is running as smoothly as possible and everything is appropriately covered. HighSpans Staff enjoys working alongside the Collier County staff, and that "team player" mentality is extended to Collier County. HighSpans staff will always check -in and check-out with Collier County when reporting for duty to the project. HighSpans will never direct the Contractor and any of its subs to perform work a certain way as to affect their means and methods. If constructability issues are observed during the course of the project, Collier County staff will be notified immediately. Additionally, remarks will be noted on the inspector's daily to appropriately record the situation. HighSpans understands the role of the VT and/or CEI inspector. Never direct the Contractor. RPS No. 20-7819 Verification Testing Services for Whippoorwill Lane & Marbella Lakes Drive Extension HighSpans staff is aware of section 9.1.8 of the FDOT CPAM manual that discusses MOT deficiencies that leads to an immediate safety concern. In addition to this, Collier County Staff will be notified immediately of any concerns as previously stated. During concrete operations for sidewalk or curb and gutter, if HighSpans assistance is required, we will ensure all the concrete requirements are met such as the correct mix design is delivered, the maximum water to cement ratio is not exceeded, any water that is added to the concrete does not exceed the allowable limit, and all the concrete is placed within the allowable time. Normally, Collier County's inspection staff will cover these operations, but if HighSpans services are required, then we are more than capable of providing this service. Collier County also has the right to pull random concrete samples from sidewalk or curb and gutter operations, and HighSpans maintains the proper testing equipment to perform this as well. Also, HighSpans now maintains an FDOT approved concrete testing facility to provide compressive strength testing for concrete cylinders. HighSpans can not only sample the concrete but can also test the cylinders for the design compressive strength. HighSpans maintains a full-time asphalt plant inspection staff led by Charlie Bemis and Michael Blevins. The plant inspection staff travels throughout Central and Southern Florida during project paving operations to perform verification sampling and testing of asphalt under its Materials Testing and CEI Support Continuing Services contract with FDOT Districts 1 & 7, among others. The plant inspection staff is familiar with different types of Superpave and Marshall mixes, whichever is used on the project, and the requirements of both distinct types of asphalt. FDOT requires all significant asphalt plant production runs to have an Asphalt Plant Inspector (API) present. API's must maintain CTQP qualifications in both asphalt plant technician level I and asphalt plant technician level II. These exams ensure the inspectors are trained and qualified to oversee asphalt production and shipping as well as performing verification testing of asphalt samples. API's are used to ensure that only asphalt mixes which meet FDOT and project specifications are shipped to the project in an acceptable manner. HighSpans API's are all well experienced having a combined total of decades of experience. HighSpans API's are well qualified in covering all aspects of production and shipping, from ensuring the plants produce the material in accordance with FDOT specifications, to monitoring QC testing and performing VT tests, and ensuring that transportation of the material meets FDOT specifications. Our API's are skilled in effective communication with FDOT, CEI personnel, and any contractor and producer personnel. Additionally, HighSpans is able to perform concrete plant inspection services if required for this contract. Per FDOT requirements, a precast plant verification technician is required to maintain a PCI level I and II certification and pass the written FDOT specification section 450 exam. The responsibilities of the VT inspector involve material sampling and verification, pre -pour inspection, concrete pour inspection, and post -pour inspection. Material sampling and verification includes obtaining samples of mild reinforcing steel, prestressing strands (steel or CFRP), and concrete strength cylinders. Other materials such as form release oil and repair products must be verified to be on FDOT's approved product list (APL). Pre -pour inspection services include verifying form cleanliness, correct form dimensions, bar and strand spacing, proper blocking and pickup placement, and that strand jacking operations are all within acceptable tolerances. Post -pour inspection services include finished product dimension verification, proper dunnage used for yard storage verification, ensuring product sweep and camber tolerances are met, that proper loading methods are being used for shipment, and if required, that proper repair procedures are being followed. When a paving operation is set to begin, our field staff will communicate directly with our Plant Supervisor, Charlie Bemis, and schedule an inspector to be in the plant to verify the asphalt leaving that plant. Having this line of communication available to Collier County ensures that only top-quality asphalt is leaving the plant and being placed out in the field. In the field, our inspection staff is trained to perform cross slopes, rolling straightedges, asphalt paving reports, and mark the location of cores that will need to be sampled and tested in the lab. Our plant inspectors run a series of tests on the asphalt in the plant such as bulk density, maximum specific gravity, asphalt content, and gradation. If these tests were to fail or fall outside the acceptable ranges, our team of well -trained inspectors know the correct steps to follow to ensure the best quality product is delivered. 351Page Prepared for Collier County Hi hS ans ENGINEERING. '201MOVEIR Verification Testing Services for Whippoorwill Lane & Marbella Lakes Drive Extension HighSpans has a diverse, cross -skilled staff that has experience in Verification Testing services. All our field staff carry the most up-to-date Construction Inspection QC Guidelists and Construction QC Critical Requirements Lists published by the FDOT to stay current on all the various field issues. Before a new project begins, HighSpans will hold an inspector plans review meeting. During this meeting, we review the plans for a project page by page and review all facets of construction and any potential issues that may arise. Our multi -disciplined staff is able to understand all angles of the work, knowing what is to be built, why it is necessary, and how it will be built. This advantage enables the staff to solve small issues in the field before they become larger issues that consume greater staff resources. For example, our staff will verify all drainage structure locations per plan as we have noticed this to be an area that can cause complications. By taking the time to verify these locations, we can avoid problems that may surface later. This saves time and money for the project. Establishing and maintaining clear lines of communication is paramount to running a successful project. All field staff members have their own company laptop, company phone, and wireless hot spot to be easily reachable throughout the course of a normal workday. Because of the wireless hot spot, our inspectors can access the internet and our shared documents system (SharePoint and ShareFile) to access project files and documents from any location. Our inspectors keep a field diary and maintain a series of daily work reports for every day they are on a specific project. Before these daily work reports are submitted to Collier County, they are checked and verified by our staff for completeness and accuracy. Sampling and Testing HighSpans staff utilizes the FDOT Materials Sampling, Testing, and Reporting Guide to ensure minimum testing and sampling frequencies are met to remain in compliance with Contract Documents. Also, since HighSpans staff is proficient with FDOT standard sampling and testing procedures, HighSpans also utilizes the FDOT Independent Assurance Checklists to monitor the Contractor's Quality Control to ensure best practices are being used by the QC technician. HighSpans will also verify the QC and construction operations are being performed in accordance with the approved Contractor's Quality Control Plan that is submitted at the beginning of the project. During sampling and testing, HighSpans will also verify with the QC that the sample numbers and descriptions always match. The Standard FDOT sample numbering system will be used to ensure conformance with Contract documents, such as embankment utilizing the EOOxx nomenclature. Additionally, transporting the sample will be performed by the qualified HighSpans staff member in the appropriate timeframe, who will ensure QC is performing this task as well. For example, concrete cylinder samples must be transported to the lab within the 8 to 48-hour timeframe or the samples are considered deficient and results may not compare as required per the specifications. HighSpans will ensure this timeframe is met. HighSpans will also ensure resolution samples are stored appropriately and at the correct location. Our FDOT Certified Materials Testing Lab (Lab No. I01012) is able to perform initial tests on embankment materials and subgrade materials proposed to be used for the roadway and pipe backfill operations. The data entered into the Materials Testing Log will reference the appropriate Contract Specifications or Special Provisions applicable to the material for verification and conformance with the contract documents. Contract Shop Drawing Submittals will be reviewed by Collier County and the Engineer of Record as indicated in the RFP. Having previously worked with Collier County and having a strong professional relationship with Collier County Inspectors and Project Management, this task is handled most effectively through continual communication between HighSpans and Collier County. When problems or issues arise that are brought to the attention of the HighSpans VT inspector, the issue will be analyzed and immediately reported to Collier County staff for deliberation. Once again, the excellent professional relationship between HighSpans and Collier County allows for effective, clear, and open discussion of project issues to solve problems quickly and efficiently. In the event a claim or notice of intent is filed by the Contractor, the HighSpans inspector will discuss and analyze the validity of such claim with HighSpans Project Management staff, such as Eli Enders. Eli Enders is Project Engineer on multiple construction and CEI contracts and will utilize this experience to effectively analyze the claim with the project plans, specifications, and special provisions. After this analysis is performed, discussions with Collier County will be had to determine the appropriate line of action. During these situations, HighSpans VT staff will ensure all work regarding the claim is recorded accurately, using the correct forms. When additional contract time is requested by the Contractor, the dailies are reviewed, and the validity of the request is performed in accordance with FDOT Specifications Section 8-7.3 or any other controlling contract document. Contractor Change Orders and cost estimates can also be reviewed by HighSpans for reasonableness and accuracy in accordance with the contract documents after a change order has been warranted. HighSpans ensures all project -related photos and videos are stored on the ShareFile and organized by day and operation type. Photos and videos of work progress, jobsite accidents or incidents, unsafe conditions, damaged work or damages to equipment, and atypical construction practices will all be uploaded to the ShareFile. Collier County staff will have access to the ShareFile and HighSpans will be ready to assist if a specific picture or request is made. HighSpans will stay up to date on the Contractor's schedule as schedule updates are provided to the County. Recording the Controlling Item of Work on the daily is important to maintaining an accurate schedule of work. In addition to the testing equipment, all inspectors maintain the following equipment: • Pick Up Trucks • Laptops with internet access • Wheelbarrows • Shovels • Sampling Bags for Soil Samples • Measuring Wheels • Smart Levels • Tape Measures • String Line • Other Various Hand Tools • HD Cameras These items are standard issue on all our projects and if an inspector were to find himself/herself without one of these listed items, then we make it a priority to obtain it ASAP. HighSpans understands every project is required to maintain a specific budget. For this type of contract, where an inspector is only needed when testing is required, HighSpans will use its experience in maximizing and efficiently utilizing Inspection staff only as needed. Since our dedicated inspector, Hutch Gwynn, is an experienced inspector, he would not just be on site to perform his test and leave, but also provide you with an extra set of eyes when requested by the County. Using the FDOT Specifications as the backbone and core of our inspection philosophy, we can provide that exceptional insight to Collier County each time Hutch is required to test in the field. Having an experienced team assigned to a project can keep costs down since minimal time will be wasted. No trainees will be assigned to this project; therefore, Collier County will only be receiving HighSpans select and experienced staff. With the value-added guidance and oversight by Eli Enders, a substitute inspector, if needed, would always know exactly what needs to be done when sent out to the jobsite. Project staff are in constant communication with each other through assigned resources such as Microsoft Teams, cell phones, email, and are always supplied with the most current data, with up-to-date access to plans and documentation through our project SharePoint and ShareFile sites. The SharePoint/ShareFile site access is given to project personnel, team members, and County staff, and can be updated by anyone given permission on the site. SharePoint/ShareFile is maintained by both Melanie Gurgel (resident CSS) and Eli Enders. Through the use of these project -specific sites, field personnel and office staff can share the most up-to-date documents such as plans revisions, logbook revisions, daily work reports, pictures, and shop drawings. Once the project is underway and the assigned VT Inspector, William "Hutch" Gwynn, has been out there for a while, the Collier County Inspection team tends to communicate directly with the assigned inspector. When this happens, the need for the initial contact gets pushed to the side. This is just a natural occurrence throughout a project. Eli will always be available no matter what and you can count on HighSpans to provide him as a constant, reliable point of contact. If the need for a substitute inspector arises, Eli will ensure the role is filled and there will be no lapse in coverage.
