The Landscape & Safety Committee of the Pelican Bay Services Division met on Wednesday,
September 2 at 1:00 p.m. at the Board of County Commissioners Chambers, third floor, Collier
County Government Center, 3299 Tamiami Trail East, Naples, Florida 34112. The following

Mr. Swider motioned, Mr. Griffith seconded to approve the 1/16/20 meeting
minutes as Dresented. The motion carried unanimously.
AUDIENCE COMMENTS
Ms. McLaughlin encouraged board members and residents to review the materials on the
Army Corps of Engineers Coastal Storm Management Risk Study. She noted that there are three
or four elements currently being proposed to handle storm surge now, including increasing beach
widths to 150 feet north and south of Pelican Bay. She commented that we need to ask/address
the impact of their actions on PB's beaches (Area 2). Mr. Fogg commented that our consultant,
Dr. Dabees, is preparing a brief summary on this issue, which may be included on the 09/10/2020
PBSD Board agenda. He noted that the Pelican Bay Foundation has also hired Dr. Dabees as their
consultant on this issue.
GENERAL COMMENTS BY THE CHAIRMAN
Dr Chicurel welcomed Darren Duprey as our newly hired Assistant Project Manager. He
also thanked staff for their hard work over the last eight months, since the last time the Landscape
& Safety Committee convened.
SIDEWALK PROJECT
TIMELINE AND COST UPDATE FOR PHASE I AND II
Dr. Chicurel commented that estimated timelines for Phase I and Phase II (provided by
Agnoli, Barber & Brundage) of the sidewalk project were included in the agenda packet. He also
commented on the updated ABB cost estimates for Phase I and II; Phase I is estimated at $627,166
and the entire project is estimated at $5,514,092, which includes a 20% contingency.
Our ABB consultant, Mr. Jim Carr, gave a brief overview of the plans for Phase 1, which
included information such as an overall map, a list of trees to be removed, and grade elevation.
The plan includes "low -profile" curbs. He noted that sidewalks will not traverse private
driveways, and that ADA mats are not required where sidewalks intersect driveways. Mr.
Fabregas expressed concerns on residents walking on private driveways (where the sidewalks stop)
with varying elevations and surface conditions. Dr. Chicurel suggested that staff review the
condition of private driveways abutting our new sidewalks in Phase I.
Dr. Chicurel commented that our sidewalk project excludes Seagate Dr. and Vanderbilt
Beach Rd. (Pelican Bay southern and northern borders). Dr. Chicurel noted that Seagate sidewalks
are in relatively good shape and Vanderbilt Beach Rd. sidewalks will be looked at in the future.

Mr. Trent Waterhouse commented that the PBF and the County are currently in the process of re-
designing the PB County Park (on Vanderbilt Beach Rd.).
Mr. Carr commented that he expects Phase I to be bid out in Nov. 2020, followed by Phase
II in the first quarter of 2021. Dr. Chicurel commented that he hopes Phase I construction can
begin in April 2021. Board members had discussion on whether construction could continue
through season and possible traffic control issues. Mr. Waterhouse expressed safety concerns over
PB Blvd. sidewalk construction during season, reducing lanes from four to two, and sidewalk
construction equipment/materials competing for space with car carriers.
ARBORIST UPDATE
Ms. Jacob reported on a preliminary consultation with Mr. Ian Orlikoff, arborist with
Signature Tree, who provided a sample tree evaluation. A field visit will be scheduled with Mr.
Orlikoff, Dr. Chicurel, and staff to complete a more thorough evaluation of existing trees which
may be affected by Phase I of our sidewalk project. Dr. Chicurel emphasized that every effort will
be made to preserve our tree canopy.
ANSWERS &DISCUSSION TO SPECIFIC ITEMS AND CONCERNS
Dr. Chicurel emphasized the importance of communication with residents on our sidewalk
project, utilizing all communication tools available. Mr. Fogg suggested that we go ahead and
post the Phase 1 plans on the PBF website.
Dr. Chicurel provided photos of plant/vegetation conflicts with our existing sidewalk. He
emphasized that it is very critical that restoration work (sod replacement, irrigation head
replacement, etc.) is included in the contract. Mr. Dorrill commented that potential problems to
be encountered in the project will be discussed and worked out at the pre -bid conference.
Mr. Griffith commented that over the recent five months, fifty percent of Green Tree Drive
has been blocked by construction vehicles. These vehicles will be competing with our construction
vehicles and equipment during the project.
Ms. McLaughlin commented that she has received inquiries from residents and the PBPOA
on how this project will be financed. Mr. Fogg responded that he intends to schedule a Budget
Committee meeting in October to discuss the financing of this project. He noted that funds must
be available by the second quarter of 2021 in order to begin Phase II.
Mr. Swider suggested that we clarify our position on Vanderbilt Beach Rd. sidewalk
replacement and obtain an estimate on the cost to replace this sidewalk.
2020 LANDSCAPE PROJECTS
Mr. Coleman commented that tree riimming on Pelican Bay Blvd. has been completed, and
that staff is currently working with Dr. Chicurel on flower selection for the Fall. Mr. Coleman
noted that he plans to work on a long-term large tree replacement plan. Mr. Griffith suggested that
we work on replacement of trees lost over the last 15 years in our cul-de-sacs. Dr. Chicurel
suggested that Mr. Griffith work with Mr. Coleman and Mr. Mumm to develop a tree planting plan
to include locations and types of trees, for future review by this committee. Mr. Griffith noted that
resident feedback on our recent tree planting project has been excellent.
LINE OF SIGHT ISSUES
Dr. Chicurel coxriinented on photos (included in the agenda packet) and resident e-mails
regarding "line -of -sight" issues at intersections throughout the community. He suggested that

traffic mirrors may remediate some of these issues and asked staff to look into what the County
philosophy is on traffic mirrors.
CROSSWALKS
GULF PARK & GREEN TREE INTERSECTION SIGNAGE
Dr. Chicurel commented on recent signage which was changed at the intersection of Gulf
Park Dr. and Green Tree Dr. from "yield to pedestrians" to "stop for pedestrians." Ms. Jacob
explained that the sign change is a result of the County's adoption of the current state statute as
County code. E-mails have been received from residents stating that the new signage is confusing.
Mr. Waterhouse noted that new vehicles with modern navigation identify these signs as stop signs.
SAN MARINO REQUEST FOR FLASHING LIGHTS
Dr. Chicurel commented on a request from the San Marino Association for flashing
warning lights to be installed at the Pelican Bay Blvd. crossing in front of San Marino, which leads
directly to tram station 6. Dr. Chicurel commented that this request is appropriate. He asked staff
to look into what the County process is and if a traffic study is required, it should be performed
during season.
PELICAN BAY BLVD. &HAMMOCK OAK 4-WAY CONVERSION
Dr. Chicurel commented on the possible conversion of a 3-way stop at the intersection of
Pelican Bay Blvd. and Hammock Oak Dr. to a 4-way stop as this is a busy intersection. The
Crescent Association is in favor of this conversion. Dr. Chicurel suggested that staff follow up on
whether a traffic study is required, and if it is, it should be performed during season.
STREET SIGNS
NEW POLES & SLEEVES
Dr. Chicurel provided photos (included in the agenda packet) of improperly sized street
sign poles and sleeves. Mr. Dorrill commented that staff will review the sizing of the newly
installed poles and sleeves.
CONFLICTS
Dr. Chicurel commented on a photo of a street sign installed right next to a street light pole,
and suggested that staff prevents or corrects such occurrences like this in the future.
Dr. Chicurel commented on the increasing number of iguanas in Pelican Bay which may
become a potential future problem, as they can burrow into and undermine lake banks, and become
a nuisance. He suggested that the PBSD, PBF, and PBPOA collaborate and share an opinion on
this issue. Mr. Dorrill commented that iguanas can affect drainage canals. Mr. Fabregas
commented that we might consider hiring a trapper. Dr. Chicurel commented that recently the
PBF hired a trapper, but no results were achieved.
