Good Day,
My name is Brian Lynch. My wife Anne and I own a residence in the Quarry at 9551 Coquina
Circle. We have owned property there since 2009.
We wanted to take this opportunity to strongly support the pending PUD Amendment for the
Heritage Bay PUD. Limestone Trail, as a privately owned and maintained road, under the
PUD can have a gatehouse on that road by right without any exceptions. The installation of
gates on this road will be consistent with the development of the Quarry and the Heritage Bay
communities and the installation of gates on other private roads located in those communities.
Our understanding is that a traffic study was performed which indicated no adverse impact to
outside developed public roads would occur due to this amendment.
The development plans for the overall Heritage Bay PUD intended Limestone Trail to be used
by both communities to have access to the Commercial Activity Center. By allowing this road
to be used by others, this road would become a cut through for many. This would increase
costs and liability to the Quarry and Heritage Bay communities. The increased traffic could
also lead to safety concerns as well.
In closing, this road was never intended to be a cut through and would be inconsistent with the
original PUD.
We appreciate your attention and ask for your support of this PUD amendment to the Heritage
Bay PUD.
Sincerely,
Brian and Anne Lynch
