Thank you, Chairperson and Collier County Commissioners for allowing remote participation in this
meeting in response to the COVID-19 pandemic.
I am Dr. James A. Manning, Jr, Ph.D. I am a Florida resident who lives at 8763 Coastline Ct., Unit
#201 since 2015. However, I have been visiting the Quarry community for over 10 years. I am also
the Treasurer of the Silverstone HOA. Silverstone is a 56 unit coach home sub development in the
Quarry in 14 buildings along Coastline Ct. There are also 16 units in 4 buildings from the Nautical
Landing coach home sub-development on Coastline Ct.
I am speaking today in support of PL2020 0000191, Heritage Bay PUDA-An Ordinance amending
Ordinance No. 03-40, as amended, the Heritage Bay Planned Unit Development, to amend Section
2.5.A of the PUD document, to clarify the ability of the property owners associations to place and
operate access control facilities such as gates and control arms on private roads including but not
limited to Limestone Trail.
Coastline Ct, where I live, is the closest street within the Quarry community to Limestone Trail.
About half of Coastline Ct runs extremely close and parallel to Limestone Trail. These two roads are
only about 75 feet apart and are ONLY 45 feet apart at their closest point. The residences on
Coastline CT are about 100 feet from Limestone Trail.
Thus, I can speak personally about the anticipated impact from making Limestone Trail a 'de-facto'
public road.
My concerns are:
· Limestone Trail is a private access road deeded to the Quarry community and when my
wife and I purchased our home on Coastline Ct we understood that Limestone Trail was a
private road belonging to the Quarry Community, not a public road so close to my home.
· Public use of Limestone Trail will result in increased traffic which will lead to increased
noise and vehicle emission pollution impacting the nearby homes.
· Collier County is not responsible to maintain private property and the public use will
create unreasonable additional costs for Quarry residents for maintenance of Limestone
Trail, including the bridge over the canal on Quarry Dr near Immokalee Rd especially for
delivery trucks servicing the Business Activity Center.
· Public use will also increase the Quarry’s liability exposure, increasing resident’s costs.
· Public use will create increased security and safety issues for our gated community. This
past year due to the proximity of Limestone Trail and Coastline Ct, we had several instances
where cars drove over the earthen berm separating Limestone Trail and Coastline Court to
gain access to the Quarry Community and avoid the Quarry front gate. Increased public
traffic increases the risk of more attempts for unauthorized access to the Quarry community.
· The cost of additional security measures, like landscaping, or a security/sound barrier
wall, being built between Limestone Trail and Coastline CT will be borne by Quarry
residents.
· The initial intent of the PUD was to allow residents of the Quarry and Heritage Bay to
use Limestone Trail to access the commercial businesses at the Commercial Activity Center
on Bellaire Bay Drive. Adding access control gates which read Quarry and Heritage Bay
resident’s vehicle transponders does not change the current level of access.
· I have concerns that making Limestone Trail a public road will adversely affect my
property value.
· Sadly, I had heard at the Collier County Planning Commission meeting on 7 Jan 2021
that there was a flawed assumption for the Quarry Drive traffic signal study that Limestone
Trail is a public road.
In summary, allowing the Quarry to install access gates on their deeded, private road will not alter
the intent of Limestone Trail in the initial Heritage Bay Planned Unit Development. Not allowing the
installation of access gates will place an undue burden: financial, environmental and security/safety
on Quarry residents, especially for Quarry and Silverstone/ Nautical Landing residents, like myself,
who live on Coastline Ct. which is only 45-75 feet away from Limestone Trail.
Thank you for the opportunity to address our Commissioners and I appreciate your thoughtful
consideration of my support for Quarry access gates and my concerns regarding public use of the
private road, Limestone Trail.
