While we realize that you have a large responsibility for the expansive areas in the Eastern
part of the County, we do hope our letter is meaningful to you.
Our names are Bradford and Ann Cowen and we live at 9319 Marble Stone Drive. We
have lived at The Quarry for almost 10 years and are Florida residents. We attended the
public hearing last spring at Heritage Bay and Ann spoke out strongly against the use of
Limestone Trail as a way to access the relocated stoplight. This issue is of great
importance to us as residents of Collier County and The Quarry. After hearing expert
testimony as well as the enormous concerns of residents, the Planning Commission
overwhelmingly supported the pending PUD amendment. We truly appreciate the
thoughtful consideration by the Planning Commission that resulted in the 6-1 vote
recommending approval.
We can’t emphasize enough how strongly we support the pending PUD Amendment for
the Heritage Bay PUD. Limestone Trail was never indicated on plans as being a cut
through route for the general travelling public nor for general public access.
We as longtime residents of the Quarry are concerned about how our quality of life will be
impacted if this amendment is not approved. The proliferation of fast food places, bars, gas
station, has made this area a very dangerous place to live. Allowing our private Limestone
Trail to be accessed by drivers coming home from Pelican Larry’s at 2:00 am and the
increased late night traffic will definitely encroach upon our community. In addition, there
will be significantly more traffic on Quarry Drive, which is also a privately-owned and
maintained roadway. We can just imagine large gasoline tankers,18 wheelers and cars
gunning their engines coming through Limestone Trail all hours of the day and night and
destroying the peace and safety of our residential neighborhood.
Limestone Trail is and has always been a privately-owned and maintained road. Residents
of the Quarry have paid their HOA fees to maintain this private road. Under the PUD, a
gatehouse on the private roads is a permitted use by right without any exceptions. We
understand the PUD Amendment traffic study demonstrates that gates on Limestone Trail
will have no adverse impacts to public roads outside the development. The ability to install
gates on privately-owned Limestone Trail is consistent with the development of The Quarry
and Heritage Bay Communities and the approval/installation of gates on other private roads
in both communities. Total access through the gates will be provided to residents of The
Quarry and Heritage Bay.
The originally designed purpose of Limestone Trail is for both The Quarry and
Heritage Bay residential communities to access the Commercial Activity Center, as
intended by the development plans for the overall Heritage Bay PUD. That purpose
will not be impacted or affected by this Amendment or the installation of gates.
Limestone Trail has been, is and will continue to be used by both The Quarry and Heritage
Bay Communities to access the Commercial Activity Center, as intended by the
development plans for the overall Heritage Bay PUD. Historical and current use will not
change by this amendment/change.
Emergency vehicles will have access in the same manner as they do for all other
communities with gates.
With the installation of the traffic signal at Quarry Drive and Immokalee Road, Limestone
Trail is anticipated to become a cut through route for cars and commercial trucks and will
substantially increase the costs to the residents of The Quarry to maintain the roadway and
will also increase The Quarry’s liability exposure. Potential increased delay and traffic at the
intersection of Quarry Drive and Immokalee Rd. will lead to safety issues for residents. This
increased cut through traffic is contrary to good planning and the intent of the PUD.
In summary, we urge you to approve the Support for PL20200000191; Heritage Bay PUD
(PUDA) for the following reasons:
The maintenance on Limestone Trail has been paid by Quarry Residents since it has
been a private road
The Heritage Bay PUD did not include Limestone Trail as a public Road
There are numerous other public roadway entrances and egresses to Collier Blvd
and Immokalee which can be used by visitors to the commercial areas of Cameron
Commons
However, most importantly, we are concerned about the impact on us as well as
other residents of The Quarry if this Amendment is not approved. Our safety and
quality of life as well as the value of our homes will be negatively impacted.
We are concerned about safety and traffic issues at the intersection of
Limestone Trail and Quarry Drive without gates on Limestone
There is no barrier between Limestone Trail and our houses, making noise and
greatly increased opportunities for non-residents to enter our community a real
threat to our quality of life
Many of our residents ride the bike trail on Limestone and will be greatly
endangered by the increased traffic.
For the above reasons, we urge you to strongly support the PUD Amendment for the
Heritage Bay PUD at your February 9th meeting which we plan to attend by Zoom.
