Distinguished Commissioners; As homeowners of 9192 Flint Court in Naples since January of 2019, we are raising objection to the possibility that Limestone Trail could become a public road. Currently Limestone Trail is a privately- owned road by the Quarry Community Association. Each resident within the community has been and continues to pay for the maintenance, liability, insurance and other costs attributable to the operation of the Trail. We are requesting that the Commission vote to allow Limestone Trail to remain private and to allow the gating of the Trail for the benefit of both Quarry and Heritage Bay residents only. This should not be used for any other purpose. Previously the Collier County Planning Board thoroughly researched the application and voted 6-1 recommending approval of the subject PUD Amendment. Under the PUD, a gatehouse on the private roads is a permitted use by right. The installation of gates on Limestone Trail is consistent with the development of the Quarry and Heritage Bay and the approval/installation of gates on private roads within both communities. With the installation of the traffic signal at Quarry Drive and Immokalee Road, Limestone Trail will quickly become an alternate route/cut-through allowing any and all vehicles to traverse private property to gain access to the traffic signal. Unlimited access and use could also extend to vehicles carrying either hazardous waste or/or petroleum products. This very well could create a spill or environmental incident which would necessitate a clean-up by Quarry residents at their cost. Extraordinary costs attributable to exposure to this type of liability was never intended to be the responsibility of the Quarry residents. The increase in traffic will have an adverse impact on property values for nearby residents, noise level will be substantially increased, common pedestrian traffic would be subject to hazard, increased maintenance cost to Quarry residents will occur and greater opportunity for traffic congestion/accidents as a result of using Limestone Trail for something that it was never intended to be.
