Dear Commissioners, Manager, County Attorney, Staff and Mr. Pires, Please allow this email to serve as my recommendation as a professional transportation engineer and planner that Limestone Trail should continue to be a publicly accessible roadway as well to include the short segment of Quarry Dr (including the bridge) connecting Limestone Trail to Immokalee Rd, which is consistent with the the CC FLUE Policy 7.3 and in keeping with reducing signalization along Immokalee Rd. It is my opinion and belief that this recommendation is in the public interest for both the entire Heritage Bay PUD community (commercial and residential) and the broader Collier County community as well. I am making this request based on the last 20+ years of working on many projects on all four quadrants of the nearby intersection of Collier Blvd/Immokalee Rd and other projects along this corridor. When the Heritage Bay PUD (formerly a DRI) was originally rezoned, the DRI Question 21 Transportation Analysis (Analysis prepared by David Plummer and Associates, dated 6/11/2002--pgs 3-5 of attachment) documented that there may be three signalized intersections along Immokalee Rd associated with the Heritage Bay PUD. These three locations would be signalized if warranted and the accesses were spaced to meet signalization criteria (approximate 1/2 mile spacing). The subject intersection locations on Immokalee Rd are at Bellaire Bay Dr, Woodcrest Dr/Quarry Dr, and Heritage Bay Blvd (page 5 of attachment) . In 2014 my firm prepared a signal warrant analysis for the Bellaire Bay Dr intersection on behalf of the commercial developments being initiated in that area of the Heritage Bay PUD (prepared for Davidson Engineering--Cover sheet, see page 1 of attachment). It was a predictive warrant study that a signal would be needed at the Bellaire Bay Dr location once the proposed commercial development was constructed. We met warrants for a signal at this location. Collier County responded and recommended that a signal warrant be conducted in the future (in the next 2 years+) as things physically build out (Letter from county, page 2 of attachment). At that time, Bellaire Bay Dr was a full median opening and Woodcrest Dr/Quarry Dr was a directional median opening. As a follow up, in 2018 my firm prepared a signal warrant analysis for the Woodcrest Dr/Quarry Dr intersection (Excerpt pages 7 to 18 of attachment). In this analysis we were asked to assume that Bellaire Dr would be a directional median opening and Woodcrest Dr/Quarry Dr would be a full median opening (opposite of the actual conditions at that time). Also, the publicly open Limestone Trail would be used to allow eastbound traffic to have reasonable access to the signal at Woodcrest Dr/Quarry intersection for the SB to EB left out movements. In our signal warrant analysis the commercial traffic using Limestone Trail was the volume that led to the signal warrants being met in the analysis we provided to Collier County (TCS signal warrant analysis dated 02/01/2018--Excerpt pages 7 to 18 of attachment). The Heritage Bay residential traffic alone would not have met the warrants in the study we prepared at this location (see redlines on page 18 of the attachment). I believe our study was the basis for Collier County to move forward with the signal at Woodcrest Dr/Quarry Dr and to directionalize the median at Bellaire Dr. I believe the commercial entities of the Heritage Bay PUD relied upon the assumptions of the approved signal warrant as a basis of how improvements would proceed (i.e. Limestone Trail would be an available roadway). They felt reasonable accommodation would be continued within the PUD to allow interconnection to the signal at Woodcrest Dr/Quarry Dr/Immokalee Rd, in lieu of the additional signal at Bellaire Bay Dr/Immokalee Rd. The underlying assumption of this approach was that Limestone Trail would remain open to the traffic for the commercial development within the Heritage Bay PUD. I believe CC staff has a good plan to avoid the two additional signals on Immokalee Rd by constructing the single signal centrally at Woodcrest Dr/Quarry Dr and retain Limestone Trail as a public local roadway. I believe limiting the number of signals on Immokalee Rd (I am a signal designer by the way) will help preserve capacity on Immokalee Rd and this is in the best interest of all residents of Collier County. Staff's signalization/access approach helps distribute traffic more efficiently (i.e. NB left from Woodcrest and SB left from Quarry will occur simultaneously), and having Limestone Trail as a public roadway is critical to the success of their plan. Because of this, I would recommend the CC BCC consider formally transferring Limestone Trail and associated segment of Quarry Dr from a private roadway to a public roadway (i.e. to include the bridge), and have a maintenance agreement with the community, so that the aesthetic elements of this roadway (pavers, landscaping, decorative lighting) can be retained by the community, and the long term costs of maintaining the road surface, sidewalks and bridge superstructure would become the responsibility of the county as a public local roadway. I would also recommend conducting a noise study comparing existing conditions and future conditions to determine if the additional traffic along Limestone Trail raises the ambient levels warranting noise attenuation along the roadway frontage. I believe this approach would benefit all parties and serve the public interest to the greatest extent possible. I appreciate your consideration of these recommendations.
