DASAB Minutes 11/17/2020November 17. 2020 MINUTES OF THE MEETING OF COLLIER COUNTY DOMESTIC ANTMAL SERVICES ADVISORY BOARD Naples, Florida, November 17 ,2020 LET IT BE REMEMBERED, that the Collier County Domestic Animal Services Advisory Board in and for the County of Collier, having conducted business herein, met on this date at 6:00 PM in REGULAR SESSION at Domestic Animal Services Training Room, Davis Blvd., Naples, Florida, with the following members present: CHAIRMAN: Vacant VICE CHAIRMAN: Jim Rich SECRETARY: Mary Baker Sarah Baeckler-Davis (excused) Marj orie Bloom Dr. Michael Gordon Cpl. James A. Spartz (excused) I. CaII to Order Vice Chairman Jim Rich called the meeting to order at 6:00 p.m. II. Attendance A quorum was establ ished. III. Approval of Agenda Jlm Rich made a motion to approve the agendo, there was a second and the motion carried 4-0. lV. Approval of Minutes I ALSO PRESENT: Darcy Andrade, Director, DAS Kellie Carroll, Administrative Assistant, DAS 3.A.3 Packet Pg. 24 Attachment: Animal Services Meeting Minutes (signed) - November 17, 2020 (14835 : Animal Services Advisory Board - January 19, 2021) November 17, 2020 Marjorie Bloom made a motion to approve the minutes of the September 30, 2020 ,neeting, lhere was a second and the motion passed, 4-0. Jim Rich made a motion to approve the minutes of the October 5, 2020 workshop There was a second and the motion passed 4-0. V. Public Comments Kelly Hyland read a letter from Commissioner Rick LoCastro that thanked the Board for their work. Chuck Danielian spoke of his partnership with Kelly Hyland and stated that he was in favor of her being appointed to the Animal Services Advisory Board. Mr. Danielian also read a letter of support on behalf of Belen Brisco. Tom Kepp spoke in favor of Kelly Hyland serving on the Advisory Board. V[ Director's Report Darcy Andrade advised that Board that after the workshop the language was sent to the County Attomey's Office where it is still under review. The County Auomey will determine if the ordinance needs to come back to the Advisory Board before proceeding to the Board of County Commissioners. Ms. Andrade reported that the online donation system is up and running. She also advised that the trustees have not retumed, and that DAS has hired three temporary employees and still needs to hire three more. Ms. Andrade provided an update on the new shelter. The design firm has been selected and will be going before the Board of County Commissioners for final approval on December 8, 2020. A Community Cat Group meeting was held in October and it was determined that more volunteers need to be recruited to help trap cats. Ms. Andrade advised that DAS is willing to host workshops to teach and train people to trap. Gwen from Camp Many Paws, Kristen from Humane Society Naples and someone from DAS will be able to instruct. VIL New Business A. Board Vacancy Sarah Norris gave a brief introduction to herself and her experience as a Board member for a local a rabbit rescue, a current DAS foster and other animal handling and volunteer experience. Kelly Hyland advised the Board ofher experience as a volunteer in the community, as a 501(c)3 volunteer as well as her partnership with Harborside Vet Clinic, Collier Spay/lrleuter Clinic and SNIP Collier. 2 3.A.3 Packet Pg. 25 Attachment: Animal Services Meeting Minutes (signed) - November 17, 2020 (14835 : Animal Services Advisory Board - January 19, 2021) November 17, 2020 Jim Rich advised the Board that he received eleven emails and phone calls in support of Kelly Hyland. The Board voted and there were two votes in favor of Kelly Hyland and two votes in favor of Sarah Norris. lim Rich made a motion to postpone the vote until the next ,neeting so the absenl members could participate, there was a second and the motion passed 4-0. VIII. Advisory Board Member Comments Marjorie Bloom thanked both candidates and stated that either candidate would be a great addition to the Board. Mary Baker and Jim Rich also thanked both candidates for applying for the vacant position. Jim Rich made a motion to adjourn, there was a second and the motion passed 4-0. The next regularly scheduled Advisory Board Meeting will be on Tuesday, Januery 19, 2O2l at 6200 p.m, in the Domestic Animal Training Room, Davis BIvd., Ntples, Florida.
